Impact of Cybersecurity Education in High Schools and Small Businesses in Hawaii Challenges and Opportunities NICE Conference 2015 Debasis Bhattacharya University of Hawaii Maui College Steve Auerbach Director, PCATT NICE 2015 San Diego, CA November,

Abstract Cybersecurity is a popular topic among high school students given the recent publicity and sensational news articles that we see on daily basis. But, how does one go from pure hype and raw interest, to a structured education of core cybersecurity topics among a distributed set of high schools and local businesses? How does cybersecurity education seep through the fabric of high school curriculum, which is structured and rigid in their setup and delivery? How does one train small business owners who rarely have the time and funds for any formal training? This project explores an NSF ATE sponsored project in Hawaii to disseminate cybersecurity curriculum and workforce development training to 12 local high schools and small businesses, using distance technology, virtual labs, remote tutors and a hybrid modality of instruction. This project was sponsored by NSF ATE grant #

LET THE GAMES BEGIN!

Happy Campers!

Successes and Challenges High School Teachers Interested and engaged Understand core topics Help recruit, motivate and supervise students High School Students Interested and Engaged Spending time after school to learn Actually signing up for competitions for first time Challenges Competes with other after school activities Some schools lack critical mass to form teams Inhibited by initial scores in competitions 15

16

17

What is a Small Business? 500 employees or less Business Owner(s) run the show Focus on making money Avoid problems until they happen High risk of failure Employees are the most important asset Etc. 18

Security in Small Biz Small businesses have security issues just as large businesses Lack of policies/procedures, technology or leadership styles impacts the ability to fight security problems Small businesses display a general lack of concern about security issues understandable! Security? What security? 19

Common Security Problems Delayed or no security fixes or patches Incorrect preventative measures Lack of focus on security Absence of training and policies Consumed by running the business Reliance on outsourcing, cloud storage Lack of technology savvy etc. Security? What security? 20

What s so special about small biz? Open access to data and networks Reliance on outsourcing, cloud computing. Proliferation of data on devices (ipad, phones) Very basic policies and procedures in place to ensure data recovery and information security Too much reliance on tech such antivirus, firewalls, surge protectors, backup storage Data corruption, lost data, virus, malicious software, employee abuse and reliability issues 21

Evolution of Security Issues 10 years ago after the dot com bust Low Internet penetration in Small Biz Reliance on paper and the IT guy/gal OK, if you did the basics Windows Update Virus Protection and Backups Today and the future Phishing, social engineering, malware etc. Cloud computing, HIPAA, devices etc. Cyber breaches can ruin a small business 22

Impact of Community College- Level I: Basic Hygiene Train employees in security principles Provide firewall security for the entire business Make backup copies of important business data Secure your Wi Fi networks and hide routers Limit employee access to data and information 23

Impact of Community College- Level II: Active Defense Actively monitor your networks and property Proactive guidance, policies and training Reward vigilance and safe computing practice Watch out for exceptions and abnormal behavior 24

Impact of Community College- Level III: Neighborhood Watch Share common tactics and strategies with others Obtain alerts from the crowd of small businesses Actively report information security issues Concerns to authorities and other small businesses 25

Next Steps High Schools Assist teams for competitions in Fall and Spring 2015 CyberPatriot VIII Other competitions Continue to engage HS STEM Teachers Workshop every 6 months, hopefully with stipend Continue paid Internships for college students Mentor high school students in competitions Support them in National Cyber League (NCL) Expand the scope of GenCyber 2016 in Hawaii More students, more distributed locations etc. 26

Conclusion Need to engage key STEM teachers One day workshop with small stipend...helps! STEM teachers in turn recruit key students Students form their own small teams Study and work as after school activity or club Compete together in online CTF competitions Small businesses have security issues just as large businesses Lack of policies/procedures, technology or leadership style impacts the ability to fight security problems Future research can focus on how small business leaders can prevent emerging security threats 27 For further information
