First getting a clear understanding of the significance of the research of the project by the situation of the development and researching of labor market management system, then analysing the requirement of the labor market management software through information collection, mainly introduces the overall objective of the labor market management system of Qinhuangdao, analyses the function requirement of labor market data management system and users. Though registration of labor resources, as well as the dismissal management, we can get the relevant statisticsto that analysis the urban labor force and external labor resources trends promptly and accuratly and support employment management decision making Policies and regulations query is a platform for Bureau of Labor to realase ralative information, and mainly has the authority of the release issues of the following information System management deal with user s ID verification and authoriztion issues of users at all levels Information collection system deal with data integration and exchang issues between front-end platform and back-end business system. 3.2 Demand of system users System users are divided into general administrator, department administrator, information collection editor, and general users these four categories. The following diagram describes the system from user's perspective. General administrator is served by professional and technical personnel, the permission is as shown in Figure 1, including general user management, management departments, management and navigation, manage and bulletin management. User management includes the function of add, delete, modify and query to the geneal administrator, department administrator, information collection editor and general users; departmental information management. Department information management includes add department and department information editing. Navigation management is mainly meeting the extention maintenance of the needs of office. Therefore, it is necessary to consider the gradually extension of the application and constantly enrich requirements of the system during the design process and forman easy-to-manage, sustainable development stucture Openness and standards: The system always strictly complied with international standards for the computer field Reliability: The system adopts the system architecture, technical measures, development tools, application platform, the database should be established on the basis of mature application, technical services and maintenance of response should actively cooperate with the user to ensure the reliability of the system Safety: In order to protect the privacy of database and prevent unauthorized users login illegally, SSL encryption transmission is used for important data communication. Departments set certain person to be responble for the collection of information feedback. Meanwhile, general administrators would examine the information before release them. 4. In the employment management, employer complete employment registration with workers' employment permit, the recruiters list and labor contracts and other related materials, modify employee s employment status and stop payment of unemployment insurance, access to the labor contract sector and begin to implement of employment management. For unemployment management, new urban labor force would bring graduation certificate, registered permanent residence and identity card, to complete the registration of unemployment, and get the unemployment card isuused by labor department and enter the unemployment management section. Employers apply for reserve file with workers unemployment card and termination of labor contract and related materials, they would take these documents for the unemployed people for treatment verification, and complete the unemployment registration after confirmation. Workers unemployed personnel information would be entered into the unemployment database. Specific 450

Conclusion With the rapid development of labor and social unemployment security, employment management level continues to expand and management level is improved, socialized requirements of labor and employment is increased continually, the labor employment agency business has been from the city center to the streets and extent to community, makes the business management mode change. The establishment of Qinhuangdao labor market management system is very necessary. Design of labor resource management system refers to many disciplines including psychology, sociology, economics, management science, computer science and mathematics; it is complex system engineering. This article mainly introduces general target of the labor market in Qinhuangdao labor management system, analyze the labor market management system functional requirements and user needs; introduces system's main business process, and analyze the function requirements of the system.
