1 CONTEXT Joint strategy for the city since Working with provider organisations to promote better joint working (?) contract with Outcomes Partnership for a database which records relevant information about clients, assessments and actions taken. From exclusion to employment.. Greatly improved reporting at individual and project level. Can we all use the same database?

2 PROCESS Development of database funded through a pilot, by City of Edinburgh Council, CCP and Scottish Enterprise Edinburgh and Lothian through the Infrastructure Development Fund. Conclusions drawn from pilot; Scoped out a further pilot; for use of ICT system. in adopting the objective that the services in this field become joined-up there was a recognition that in many respects, from the point of views of both employers and jobseekers, they are in fact fragmented and poorly co-ordinated. One of a number of mechanisms which has been explored to help deal with this fragmentation is the use of ICT, specifically of a common beneficiary database Endorsed by the Jobs Strategy Group, funded in same way, but to be implemented by CCP, primarily with providers which it funds. Other partners would wait and see.

3 SPECIFICATION The main objectives of this specification, as agreed by the JU4J Strategy Group are: TO GENERATE IMPROVED MANAGEMENT INFORMATION TO CREATE A FRAMEWORK FOR JOINED-UP WORKING A secondary objective is: TO SUPPORT EFFECTIVE PROVISION

4 To provide CCP and the JU4J Strategy Group partners with information needed to plan and fund employment-related services in Edinburgh. The capacities sought under this Objective are: To gather data and intelligence about beneficiaries, outcomes and activities from funded providers; To generate system-wide management information e.g. characteristics of clients; recruitment for target groups; referral patterns; sectors being assisted; outcomes; trends. To generate client-related reports - measure rates of progression; effectiveness of pathways Simple and effective reporting to funders on beneficiaries, activities and outcomes

5 To improve the effectiveness of the JU4J provider network by providing a common framework for joint working The outcomes expected under this objective are: The creation of a shared platform which supports joint working e.g referral processes; case manager role Reducing duplication and repeat work (for clients and organisations) Tools to support tracking (between providers and after employment) and sharing outcomes; Improved matching to vacancies and placement opportunities through methods for sharing these By mapping provision, enabling clarity concerning the employability functions and expertise within a number of agencies

6 To improve provider organisations effectiveness: As a by-product of pursuing Objectives 1 and 2, it is intended also to: Optimise use of ICT and skills of workers in provider organisations Establish consistent, good and robust client and employer records, assessments, action plans, recording activities; incorporating diary prompts, distance travelled, reporting; Improve provider performance and management information, recruitment demographics; Improve capacity and ease of reports to funders; Simplify monitoring and evaluation

7 PROCESS SINCE THEN Specification put out to tender. Four tenders received; comprehensive assessment. Question of which could deliver what we wanted was primary. Issues which arose included: Their system or ours Accessibility of historical data Capacity to capture all relevant data Reporting functions Gaps in functionality Interfaces with other systems and legacy databases
