1 State of Illinois DEPARTMENT OF VETERANS AFFAIRS ILLINOIS VETERANS HOMES ANNA LaSALLE MANTENO QUINCY Long-term care services for Eligible Veterans Rod R. Blagojevich, Governor Roy L. Dolgos, Director
2 GENERAL INFORMATION Each Illinois Veterans Home is fully staffed with caring and dedicated professionals to provide quality long-term care and services to each resident member. Volunteers from local community and Veterans Organizations provide many additional supporting services and activities. Each Home is certified by, and works closely with, its U.S. Department of Veterans Affairs Medical Center of jurisdiction and the local healthcare community to assure that each residents care meets applicable standards as well as individual expectations. Emphasis is given to assuring that each resident member is both well cared for and has a full and complete quality of life. ELIGIBILITY Specific eligibility for admission to the Veterans Home System is determined by Illinois Law and Department Rules. Quality nursing and health care services are provided for Illinois veterans with military service of one (1) day or more during WWI, WWII, the Korean, Vietnam, or Persian Gulf conflicts, or during any period of time now, or in the future recognized by the U.S.D.V.A. as a period of war. Veterans must have either entered service from or been a resident of Illinois for one year preceding application for admittance into a Veterans home. Peacetime veterans with one year of HONORABLE military service may also be eligible for admission at Quincy or Anna. OTHER QUALIFYING CONDITIONS, AS REQUIRED, MUST BE MET. A spouse, or surviving spouse, may also qualify for admittance to the Quincy Veterans Home. COSTS OF CARE Members (residents) help pay for their care by paying a monthly maintenance fee. This fee is assessed based on individual s income (not assets). The ability-to-pay-plan has a maximum charge, currently $ per month, and covers room, food (including special diets and supplements), medication, all levels of medical care, recreation and activities, and any special therapy or treatment prescribed by the attending physician. Some costs of care are not covered. These include, but may not be limited to, eyeglasses, hearing aids, dentures, prostheses, and special wheelchairs or mechanical devices. Such costs must be paid directly to the providers by the resident or responsible surrogate. QUALITY AND STANDARDS Each Home is surveyed, inspected, and certified annually by its U.S. Department of Veterans Affairs medical center of jurisdiction in areas of resident care, quality and safety. Additionally, the Illinois Department of Veterans Affairs maintains a program of voluntary compliance with the same Public Health rules and regulations applicable to all licensed nursing home facilities. National, State, and Local Veterans Organizations frequently visit in the Homes, and Resident Advisory Boards in each home work to assure that quality standards are maintained and that the special needs of our veterans are met at all times.
3 ADMISSION PRIORITIES Admission to an Illinois Veterans Home, for a veteran certified to be eligible, is based upon: A. The ability of the Home to provide adequate and appropriate care and services required by the veteran s medical diagnosis and assessed needs. B. An available bed in the category required by the veteran s medical conditions and assessed needs. Veterans whose applications are accepted, but who cannot be immediately admitted to the facility, are placed on the facility waiting list and are prioritized on a first come-first served basis. Absolutely no exceptions are permitted to the policy. The staff at each Home will do their very best to answer all your questions and assist you in making the best choice possible. ACTIVITES Each member is encouraged to have visitors on a frequent basis and can be granted leave for visits outside the Home. The Homes provide a full range of activities for members, both inside and outside of the facility. Every member is encouraged to participate in as many of the activities and programs as possible. Some examples of activities may include card games, BINGO parties, cooking and crafts, religious services, exercise and fitness, entertainment, and outside activities.
