1 The Informed Patient Dublin, February, 2004 The role of the information management and of new technologies in developing healthcare for patients and citizens Jean-Claude Healy and Diane Whitehouse Dublin, 17 and 18 February 2004 DG Information Society, ehealth Challenges of Health Sector Health sector is facing great challenges in managing the - the rising costs - growing demands from consumers (patients) - demographic changes, aging population What is the role of new technologies in healthcare (ehealth) in meeting these demands? For example, Information technology is a great tool for information intensive sectors - Healthcare is Information Intensive sector!

2 The promise of ehealth ehealth applications can provide benefits such as improvements in access, quality of care,, and cost benefits if applied as an Enabling tool for re-organisation accompanied by the necessary skills (training) ehealth 2003 Ministerial conference May 22-23, 23, 2003 has demonstrated the benefits of real life ehealth solutions. See the programme and Award winners at health/conference/2003/index_en.htm Overview of the European ehealth Market Many beneficial ehealth solutions exist that are achievements of European and National R&D Programmes There is a growing Consensus on the need for ehealth but the ehealth solutions still not in common use (ehealth Market < 2% of European ICT Market) Only few Member States have long term strategy and budget to implement ehealth solutions ( it takes more than 1 election period!) Use of ehealth solutions in Ireland by HC professionals and citizens is at the very centre of use in Europe! *EITO (2002): European Information Technology Observatory 2002

7 Current approaches and developments ehealth is a necessary but not sufficient enabling tool for developing new healthcare delivery systems Many ehealth solutions have been developed and demonstrated the benefits (see ehealth Conferences) European Commission is devoting effort to support wide implementation (eeurope) and launching a new cycle of Research and Development Draft Communication - EeHA A Communication is being prepared, provisionally entitled ehealth ehealth making healthcare better for European citizens: An action plan for a European ehealth Area. Aim: June 2004 It focuses on changes needed to ensure ehealth in Europe develops as a set of citizen-centred centred health delivery systems. ehealth is today s tool for substantial productivity gains in information technologies, and tomorrow s instrument for re- organising ehealth services. It highlights access, quality and economy of ehealth. It integrates all existing and future technological, administrative, technical, and legal ehealth initiatives.

8 Draft communication action plan 1 Action 1: By end 2005, national or regional roadmap for ehealth. Action 2: By end 2006, identify a common approach to patient identifiers. Action 3: By end 2006, identify and adopt interoperability standards. ards. Action 4: In the period , 2008, deployment of health information networks for ehealth based on broadband technologies and Grid technologies. Action 5: By mid- 2005, a summary of best practices, and adoption of conformity testing and accreditation schemes. Action 6: By end 2006, supporting and boosting investment in ehealth. Action 7: By end 2009, standardised qualifications, framework for greater legal certainty/products and services liability, and reducing occupational accidents and illnesses. Action 9: By end 2008, majority of all European health organisations ions providing online services Action 10: Promoting the use of cards in the health care sector. Action 11: During the period , 2008, organising special events such as high level conferences, disseminating best practices, high-level ehealth (bi-lateral and multi-lateral) lateral) Forum. Action 12: During the years , 2010, every two years publishing studies on deployment, best practices, and ehealth benefits. Overall approach to benchmarking to assess economic and qualitative impact of ehealth ( Eurobarometer studies). Action 13: Assessment of ehealth developments ahead of World Summit of Information Society in Tunis in 2005.
