GENERAL INFORMATION The 14th European Mountain will take place 4 July 2015 in Porto Moniz, Madeira (POR) Official language: Population: Portuguese at Municipality of Porto Moniz / Madeira Island Currency: The Portuguese currency is the Euro ( ). There are coins of 1, 2, 5, 10, 20 and 50 cents, 1 and 2 Euros. Bank notes are of 5, 10, 20, 50, 100, 200 and 500 Euros. You can change your money at banks or hotel. 9 3. ARRIVALS 3.1 Arrival by Air The official airport for the European Mountain is the Madeira International Airport (FUN) in Funchal Welcome Service Upon arrival, teams will be met by LOC Staff. A welcome desk will be located at the arrivals terminal in the Madeira International Airport, and will be open according to the travel details. Once luggage has been collected, team members will be escorted to buses which will take them to the hotel. Coach transport will operate for teams. Coaches will be clearly identified by signage. These coaches will be parked in front of the arrivals terminal. Since the teams will be allocated in different hotels, the transfer time from the airport will be from 45 up to 60 minutes. 3.2 Visa Requirements Visas should be obtained before leaving your country, from Portugal Embassy or Consulate. 10 4. TRANSPORT 4.1 Bus Shuttle Service Shuttle bus to take a look at the course, will be provided accordingly to the official programme. Teams will be given a bus schedule upon arrival and it will also be available at the hotel information desks. 4.3 Return to Airport Transport will be arranged according to the flight schedules submitted by the teams. Further information will be available at the hotel information desks. 5. ACCOMMODATION 5.1 General Information Participating Teams will be accommodated in several hotels, located at a maximum distance of 22 km from / to the competition site. Travel time could take up to 30 minutes. 5.2 Information Desk An LOC information desk will be located in the hotel lobby, offering relevant information about all aspects of the European Mountain. The information desks will be open from 1 July until 6 July (10:00 20:00). 12 The team hotels allocation will be defined after the final entries deadline. 5.4 Costs and European Athletics Quota In accordance with the European Athletics Regulations (1110.4), European Athletics shall bear the board and lodging expenses of visiting teams at the venue of the competition for a maximum period of not more than 3 (three) days and for a maximum number of the scoring athletes in each event. The full board price as agreed will be per day / person for all athletes and in ratio officials. Each participating team shall be allocated in a minimum number of single rooms, equal to 10 % of the total number of athletes and in quota officials entered, for the price of double room. Preferably, payments should be made on site as payment by cash (Euros) and credit card (Visa and Mastercard) will be allowed. Cancellation Policy The final account for accommodation attributable to each Member Federation, shall be based on the numbers declared in the Final Entries and this shall be paid in full, no allowance being made for any subsequent reduction in the actual numbers of athletes and / or officials. 11

13 If necessary, the balance of the payment will be made on-site by the Tem Leader and upon arrival, at the Accreditation Centre. Payment on site can be made by credit card (VISA or Mastercard) or in cash ( - Euros). 5.6 Meals All meals will be served in the hotels. (Meals for teams staying at Apartment Rodriguez will be served at Pérola do Norte, located right in front) The restaurant opening times are: Breakfast 08h00 10h00 (from 06:30 on competition day) Lunch 12h00 14h00 (until 14:30 on competition day) Dinner 19h30 21h30 Special arrangements will be made for late arrivals and early departures, doping control and appeal procedures. Accreditation cards or voucher will allow access to meals. Bottled water will be available at the hotel, to team members and free of charge. All other drinks have to be paid for. 5.7 Meeting Rooms for Teams Arrangements can be made for team meeting rooms through the information desk in the hotel. Requests shall be made at arrival. 12

14 6. ACCREDITATION 6.1 General Each team member will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 6.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry system. No changes will be accepted after the final entry deadline. Accreditation cards will be distributed at the VIP Hotel upon arrival. 6.3 Loss of an Accreditation Card Any lost or damaged accreditation cards should be reported to the hotel information desk. Duplicate cards can be obtained where proof of identity can be established. 6.4 Access Areas for Teams A description of the accreditation system is included on the back of the accreditation card and in the appendix 5 of this document. All team accreditation cards will allow access to the warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room. The Head of Delegation from each team is invited to the VIP Hospitality area and will be given the necessary access number on the accreditation card. Separate cards will be issued to Team Leaders, for access to the information at the pigeon boxes in the TIC. Doping Control Passes will be managed by the Doping Delegate and the LOC Doping Control Responsible. 13

15 7. TECHNICAL INFORMATION 7.1 The Course The 14 th edition of the European Mountain will be organised on an uphill course (appendix 1). Distances and amounts of ascendant, per race, as follows: Start Time Category Distance Up 09:00 Junior Women 4 km 400 m 09:30 Junior Men km 850 m 10:30 Senior Women km 850 m 11:30 Senior Men km m 7.2 Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between each Team Delegation, the LOC and Technical Delegates and the Competition Administration, regarding technical matters. The TIC will be located at the LOC office in the VIP Hotel (Moniz Sol) and will be open at the following times: 2 July 10h00 19h00 3 July 10h00 19h00 (at the competition finish area) 4 July 08h00 14h00 (at the competition finish area) The TIC will be linked to all information desks set up for this event and shall be responsible for the following: Competition information Notification of lists of competitors (start lists) Liaison points concerning technical matters between Team Delegate, Technical Delegate and LOC Settlement of technical enquiries from delegations Request for documentation for additional doping control Recovery of confiscated items at the call room Receipt of protests and appeals from the teams Withdrawal of athletes Publication of results. Results will be displayed on the notice boards near the TIC All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Information put in the mailboxes will include programme, start lists, results as well as official information from European Athletics and LOC. 14

16 Access to the information in the teams pigeon boxes at the TIC will be controlled by a separate entry card, not by the accreditation card. TIC cards will be given to each team leader. Teams that were not able to attend the Technical Meeting, under exceptional circumstances, can collect their competition numbers from the TIC after the technical meeting. 7.3 Technical Meeting The Technical Meeting will be held on Friday, 3 July 2015 at 14:30 in Porto Moniz City Hall. Each team may be represented by a maximum of two people and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. All questions related to the Technical Meeting must be presented in writing, in English, to the TIC before 11:00 on 3 July. The Technical Meeting will be conducted in English. The Technical Meeting will be attended by: Council Delegate Technical Delegate Doping Control Delegate Representatives of the Local Organising Committee Competition Director Chief Technical Officials TIC Representatives Competition Data Handling Representative European Athletics Staff Technical Meeting Agenda The preliminary agenda of the Technical Meeting includes: Welcome by the President of the Local Organising Committee Welcome by the European Athletics President or his representative Presentation of the International Officials Presentation of the Competition Officials Information briefing by the Technical Delegate Call-room procedures and schedule Scoring and ties Protests Presentation of the competition and warm up sites Opening and Closing Ceremonies Doping Control Advertising Rules and Regulations Answering of questions submitted in writing by federations The competition bibs and start list will be distributed after the Technical Meeting 15

17 7.4 Inspection of Competition Venue and Official Training Official training is on Friday, 3 July, from 10:00 to 13:00. A tour along the course is planned at 10:30. The course will be marked from 2 July. The presentation regarding the competition and warm-up areas will also be given at the Technical Meeting. 7.5 Dressing Tents Dressing Tents will be located near the starting areas. 8. COMPETITION REGULATIONS 8.1 Entries Every European Athletics Member may enter 1 (one) team for each event. In accordance with European Athletics Regulation , each European Athletics Member Federation may enter a maximum of 6 (six) athletes of which 4 (four) may participate, in the following conditions: No athlete aged less than 16 (sixteen) years on 31 December of the year of the competition may participate in the European Mountain ; No athlete aged less than 18 (eighteen) years on 31 December of the year of the competition may participate in the Senior Races. Each athlete may only be entered in one race of the Championships, and he/ she can only compete in the race for which he /she was entered. Altough the European Mountain are basically a team competition, individual entries may be accepted. 8.2 Final Entries Final entries shall be made through the European Athletics online entry system, accessible at: in the Arena / Extranet section. Member federations should use their already known ID and password. Final entries indicating the athletes and officials names, must be submitted not later than 10 (ten) days before the event. 18 8.3 Final Confirmation Team Leaders or their representatives must confirm the names of those competitors already entered who will actually take part in the competition. Forms for the final declaration and confirmation will be distributed to each delegation during accreditation. The forms must be completed and returned immediately or latest by 11:00 on the 03 rd of July. Final start lists will be ready for collection at the end of the Technical Meeting Withdrawal Withdrawal of any confirmation must be indicated to the TIC in writing on the official withdrawal form. 8.4 Starting Positions The starting positions for each event will be allocated on the respective team standings (scoring teams only) of the previous edition of the European Mountain Running Championships. Each team shall be lined up behind each other at the start of the respective race. All other teams will be positioned behind in alphabetical order. The Technical Delegate has the power to alter the above positions in special circumstances. The allocation of the starting positions will be announced at the Technical Meeting and displayed at the information desk in the team hotels, as well on the start gantry at the course. 8.5 Scoring Each race will be scored separately, and each team s score shall be determined by the aggregate of the places of its 3 (three) best placed athletes. Teams shall be classified according to their scores, and in each race the one with the lowest score will be the winner, and so on. A tie shall be decided in favour of the team whose last scoring athlete finishes nearer to first place. A team with fewer than 3 (three) finishing athletes shall not be counted in the teams classification. No adjustments to teams places shall be made in respect of no scoring team members or athletes participating as individuals. 8.6 Competition Bibs Each competitor receives 3 number bibs. The bibs shall be worn according to IAAF Rule 143. The competition bibs may not be cut, bent or covered in any way. The teams will be provided with the competition bibs immediately after the technical Meeting. 17

19 The timing chips are fixed on the front bib. An athlete without timing chip will not be ranked. 8.7 Competition Clothing Competitors must wear the Federation s official team clothing. IAAF Rule 8 &143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations in force. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room. The European Athletics has a record of the Team vests of all Member Federations, available on European Athletics Event Management System, Arena, accessible at the following link: https://arena.european-athletics.org/. Member Federations shall confirm their team vests. If the uniform displayed differs from your current official uniform, a full set of photographs must be uploaded, using the template form by 24 June 2015 at the latest: JPEG file, maximum resolution and size 300 dpi / 500KB Otherwise, the existing records will be used as reference. Team clothing must be same for all athletes. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete. This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits. 9. COMPETITION PROCEDURE 9.1 Timetable Start Time Category Distance Up 09:00 Junior Women 4 km 400 m 09:30 Junior Men 7.9 km 850 m 10:30 Senior Women 7.9 km 850 m 11:30 Senior Men km m 9.2 Warming Up Before Events Warming up will take place around the start area. At the end of the warming up, the athletes shall prepare for the race and will put the removed clothing in dedicated bags identified with the respective country code name (one for each Federation). These will be transported by the LOC staff, from the start to the post event area at the finish. 9.3 Assembly and Call Room Procedures Team Leaders are responsible to ensure that their athletes are aware of the last check-in times, for entry to the Call Room. Athletes arriving late will be excluded from participation. 18

20 All athletes must report to the Call Room 30 minutes before their respective event, but no later than 10 minutes before the start. Call Room reporting times for each event are shown in appendix 2. The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules: Competition clothing That non-authorised equipment (radio, Walkman, mobile phone, camera etc) are not brought to the course 9.4 Event Presentation Format The top athletes will be presented at the start line. 9.5 Competition preparation Starter Commands The starter commands will be given in English, as follows: - On your marks - Firing of the gun False Start If a false start occurs, the starter will fire a second shot and the officials will raise a tape across the course, 100 m from the start line. 9.6 Refreshment Stations Refreshment stations with water and sponges will be located as follows: Category Junior Women Junior Men Senior Women Senior Men Refreshment Station Arrival 4 km & Arrival 4 km & Arrival 3 km, 8 km & Arrival There will be no refreshment station on the Junior Women s course. Personal refreshment may be handed over to athletes by their coaches or other team members, on the official refreshment station only. An athlete who collects refreshment from a place other than the refreshment station, renders himself liable to disqualification by the Referee. 9.7 Timing The official timing will be provided by MyLaps, using chip timing system on bib, and the results will be displayed on the info board near the finish line. 19

21 9.8 Protests and Appeals Protests are permitted and will be processed in accordance with IAAF Rule 146. In the first instance, protests must be made orally to the Referee by the athlete himself/herself or by a responsible official acting on his/her behalf (Rule 146.3). Protests concerning the result or conduct of an event shall be made within 30 minutes of the official announcement of the result of that event (posted on the TIC information board). Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury s decision will be provided in writing at the TIC. 9.9 After Race Procedures After the competition, athletes must leave the course and the finish line area immediately, through the mixed zone where media interviews will be carried out. Athletes attending the Flower Ceremony will be accompanied directly to the respective area. The clothes left in the Call Room before the race, can be picked up at the finish area Interviews Immediately after the competition, winning athletes will have a flash interview. These interviews will be distributed on information sheets to the media. In the mixed zone, all athletes meet the media: first TV, then Radio and finally the Written Press. The athletes are encouraged to speak to the media however they can decide whether they want to give an interview or not Doping Control General Information Doping control shall be conducted in accordance with IAAF Rules and Procedures under the supervision of the European Athletics Doping Control Delegate. Both urine and blood samples may be collected immediately before and during the Championships. Athletes selected for doping control shall be informed by anti doping officials. Athletes will be required to sign a confirmation of notification. Athletes who are to be tested may invite a team official / representative to accompany them to the Doping Control Station (DCS). 20

22 Selection of Athletes The selection of athletes for control will be made on a final position and/or random basis under the supervision of the Doping Control Delegate. In addition, the selection of further athletes may be ordered at the discretion of the Doping Control Delegate. A selected athlete should report immediately to the DCS unless there are valid reasons for delay. All selected athletes will be accompanied by a trained chaperone or Doping Control Officer from the time of notification until arrival at the DCS. Athletes are reminded that refusal to provide a sample can render them liable to disqualification and may lead to further disciplinary action. Athletes who are required to use prescribed medication for the treatment of a medical condition should ensure that they have registered their medication, where necessary, through the Therapeutic Use Exemption system prior to attending the Championships Additional Controls Additional athletes may present themselves for testing. These athletes must report to the TIC where they will have to complete the Doping Control Request Form. They will then be escorted to the Doping Control Station. The cost of this control will be paid by European Athletics and will be deducted from the member federation s subvention after the Championships. 10. COMPETITION PROCEDURE 10.1 General The medical service is in charge of any medical assistance to the teams, the competition organization, the personnel, the honorary guests as well as, during the competition, to the spectators. In case of an emergency please contact the nearest medical first aid station. Upon arrival, Team Leaders will be given an emergency number, of the doctor on duty Medical Services in the Hotel The emergency number for first aid and ambulance is 112 (free of charge). For any emergency please address to the hotel reception, open 24/7.
