Proposal: To Plan a New Bachelor of Science Degree Program in Health and Physical Education, General II. III. Purpose: To present a Bachelor of Science Degree program with major tracks in Health Education (Teaching), Physical Education (Teaching), Sport Management, Community Health Education, and Community Recreation. Rationale: This new Bachelor of Science Degree program is designed to provide more career options for students enrolled in the Department of Health, Physical Education and Human Services; and Department of Management. The program is further expected to provide a more convenient transition from the Health Education and Physical Education teaching tracks for students desiring to change to a non-teaching major; and provide a related option for students in the Management degree program. Presently, students who initially choose to major in a teaching discipline in the department, and subsequently decide not to pursue teacher certification are relegated to change to a major outside of the department, thus, causing them to lose earned credit. These actions by students changing their major also affect the department s productivity. This new degree program will allow these students to change to a related major without sacrificing previously earned credits, and also assist the department to increase its productivity. IV. No. Current faculty in the Department of Health, Physical Education and Human Services are now teaching all courses in the Health Education (Teaching), Physical Education (Teaching) programs. The Department has two full-time positions available to hire faculty to teach new courses in the Community Recreation and Community Health program tracts. Faculty in the Department of Management are currently teaching the courses to be included in the Sport Management tract, and will accommodate the additional student enrollment. 4 THE PURPOSE OF ACADEMIC PROGRAM PLANNING: Planning a new academic degree program provides an opportunity for an institution to make the case for need and demand and for its ability to offer a quality program. This notification, and the planning activity to follow do not guarantee that authorization to establish will be granted. Date: Constituent Institution: Fayetteville State University. Describe the proposed new degree program. The description should include: (a) a brief description of the program and a statement of educational objectives The proposed new degree program in Health and Physical Education, General is designed to prepare students for career opportunities in physical education and other related fields. The new degree program will provide students with the opportunity to teach students in grades K-12 in health education, physical education; and work in the fields of sport management and sport administration, community health, and community recreation programs. The proposed new degree program will consist of five concentrations: (1) Physical Education (Teaching), (2) Health Education (Teaching), (3) Sport Management, (4) Community Recreation, and (5) Community Health Education. This new degree program is expected to provide a more convenient transition from the Health Education and Physical Education teaching concentrations for students desiring to change to a non-teaching major. While some students initially choose to major in a teaching major, in many instances, they may not choose to pursue certification due to alternative career choices, and this new degree program will allow them to change majors without sacrificing previously earned credits. The specific educational objectives of the new degree program depending on the concentration are: 4
5 (1) To prepare graduates with the knowledge, skills and dispositions necessary to become effective health and physical education teachers in grades K-12. (2) To provide students with the basic accounting, management, and marketing concepts and strategies to become effective sport managers, community health, and community recreation/physical education directors. (3) To provide students with the knowledge and understanding of philosophical, social, and legal issues and characteristics of sport management, community health advocates, community recreation, and related fields. (4) To provide students with effective internships and apprenticeships in established and successful sport franchises, businesses, community health, and community recreation departments. (1) To provide students with the knowledge and skills to become agents of positive behavior changes for better health outcomes in a diverse population. (2) To provide educational experiences that will prepare graduates for advanced study. Program Concentrations Physical Education K-12 (Teaching) The program concentration in Physical Education will not change from its present offerings and is designed to prepare facilitators of learning in the areas of teacher education, and graduate study. Students will be required to complete credits leading to teacher certification in grades K-12. The Physical Education program is designed to include a course of study that offers the student a broad and wellbalanced curriculum. The central focus of the program is in the area of teacher education. However, the diversity of the curriculum also adequately prepares those who choose alternative careers. The Department of Health, Physical Education and Human Services strives to consistently provide a quality program dedicated to producing individuals who are well prepared to make a contribution in their vocation. Students must complete all course work with a minimum 2.5 GPA, pass PRAXIS I (reading, writing, and math), and PRAXIS II (specialty area, Physical Education) to be eligible for teacher certification (licensure). Students in the Physical Education teaching concentration will be required to complete 45 credits in the University College Core, 32 credits of Professional Education courses, 27 credits of Physical Education courses, and 24 credits in a Second Academic Concentration. The specific objectives of the program concentration in physical education are to: (3) Insure that prospective students demonstrate the competencies required by state and national agencies in preparing students for challenges as facilitators of learning. 5
6 (4) Provide a core of relevant courses with opportunities for students to contemplate their choices through imagery to enhance their growth through the experiences as a facilitator of learning. (5) Provide students with a strong academic base with opportunities to enhance technology skills through the curricular offerings. (6) Provide students with a wide range of experiences that enhances socially acceptable behavior, positive attitudes and cultural awareness of professionals and citizens that enhance the learning climate. (5) Provide many and varied opportunities in the program and curricula that prepare students to service the needs of society through their understanding of culture, race, religion, and gender. Health Education K-12 (Teaching) The program concentration in Health Education will not change from its present offerings and is designed to prepare facilitators of learning in the areas of teacher education, and graduate study. Students will be required to complete credits leading to teacher certification in grades K-12. (3) Provide opportunities for students to become aware of and proficient in activities that promote good health and well-being. (4) Insure that students are prepared for current roles as health education professionals. (5) Equip students with cognitive skills essential to understanding and interpreting the significance of their discipline and those concomitant skills essential to becoming effective facilitators of learning. (7) Acquaint students with alternative career choices via their academic preparation in health education and prepare them to pursue graduate, and professional studies. (8) Maintain collaborative arrangements with public school systems. (8) Provide support to the general studies program by offering a variety of 6
7 basic health courses designed to facilitate the students understanding of a sound and healthy lifestyle. Sport Management (Non-Teaching) The proposed new Sport Management program concentration is designed to offer additional career preparation opportunities for students interested in training in the managerial, administrative, and business aspects of sports. Students will be required to complete 123 credits including 43 credits in the University College, 33 credits in the Sport Management Core, 18 credits in Business, 13 credits in Health and Physical Education and 16 credits in Cognate courses. The program will provide students with the opportunity to work as sports professionals in athletic team management, public relations, facility management, sports administration, development and fundraising, and related occupations. The new program concentration will provide a basic liberal education as well as specialized professional training that is designed to provide highly qualified candidates for careers in sport management and create new opportunities for our students. Adding this new program concentration will complement the overall mission of the university by providing a quality education for students in the Department of Health, Physical Education and Human Services, and the Department of Management in addition to complementing other existing programs. The specialized training in sport management is expected to provide entry-level employment positions in various sport management and sport administration jobs. Underrepresentation of minorities at the managerial level of sports presents both a challenge and opportunity for Fayetteville State University. If the proposed program concentration is approved, prospective graduates will have enhanced employment opportunities in a profession where minorities are grossly under represented. The specific educational objectives of the new program concentration include enhanced student understanding of: (1) Sports influence as a microcosm of society; (2) Concepts of management and leadership; (3) Moral and legal issues related to sport in its intrinsic and extrinsic dimensions; (4) Marketing concepts and their application to sport; and (5) Budget and finance as a critical component of sports related industries. The proposed Sport Management program concentration meets the guidelines and competencies of the North American Society for Sport Management (NASSM), the National Association for Sport and Physical Education (NASPE), and American Association for Leisure and Recreation (AALR). Community Recreation (Non-Teaching) The program concentration in Community Recreation is designed to prepare students for careers in recreation. This program concentration will also provide students with 7
8 the skills necessary to provide leadership in community recreation settings, such as community recreation departments, sports centers, industrial recreation, and retirement communities. The program concentration will require semester hours including 45 credits in the University College Core, 27 credits in Physical Education, 32 credits in the Recreation Core, and credits in a minor, which must be approved by the department chairperson. The specific objectives of the program concentration include: (1) Provide students with the skills to effectively plan and develop, organize, promote, supervise, coordinate, and evaluate programs and services in a variety of recreational settings. (9) Provide students with an understanding of the concepts of leisure, play, and recreation and comprehension of the body of knowledge relevant to the field or community recreation. (10) Provide students with an historical prospective of the development of municipal, industrial, school, church, private agency and outdoor recreation movements in the United States. (11) Preparing students for graduate and professional schools, and alternative career opportunities. Community Health (Non-Teaching) The program concentration in Community Health Education (CHE) is designed to prepare students to develop, implement and assess strategies designed to promote individual and community health. The program concentration will require semester hours to include 45 credits in the University College Core, 32 credits in Community Health, 27 credits in Health Education and minor credits. Graduates are prepared to assume the position as agents of behavior change for better health in a diverse population. This new degree program concentration will further support the University s mission to serve the community and region by offering courses of study in community health which will prepare graduates to qualify for entry level positions in health services. The program will also provide opportunities for faculty and students to interact with public health care providers through preservice internships, experiential learning, and cooperative learning agreements. The specific objectives of the proposed program concentration are to prepare students who are able to: 1. Identify, analyze and interpret factors that influence the health of the community. 2. Plan, develop and implement community health education program using a variety of strategies to enhance the health of the community and its inhabitants. 3. Use a variety of methods and techniques to improve the worth of the population, and to assess and mobilize resources for community health education. 8
9 4. Use information about the social, cultural and behavioral factors of the community to organize resources and develop program to influence voluntary behavior change for better health outcomes. 5. Evaluate public policies that impact the health of the community and liaison with local agencies and organizations to ensure program and service delivery to meet the health needs of the community. (b) the relationship of the proposed new program to the institutional mission and how the program fits into the institutions strategic plan. The Bachelor of Science in Health and Physical Education, General degree program supports several aspects of Fayetteville State University s mission. With its focus on a strong liberal arts component, the program supports Fayetteville State University s mission of providing a quality education for students through a basic liberal arts foundation and, specialized professional training. The new degree program will also provide extensive training in various career paths, which supports Fayetteville State University s mission of service to the community, while producing creative thinkers and leaders who will become change agents for shaping the future of America and the world. Faculty and students involved in the new degree program will interact with the public schools and other community agencies and groups to serve as educational and health resource for these entities. Through internships, workshops, and consultations with community groups, Fayetteville State University s mission to enhance the educational experiences of the general population of its service area will be addressed. Fayetteville State University s strategic plan projects a significant increase in student enrollment by the year This new degree program will contribute to that plan by providing a curriculum for students who wish to pursue teaching health and/or physical education, and alternative career opportunities in a related field. The new degree will continue to offer teacher certification in Health Education and Physical Education, as they presently exist in the Department of Health, Physical Education and Human Services. The College of Arts and Sciences will continue to provide courses in the University College, and cognate courses in the natural and social sciences. This new degree program will also offer a program concentration that will be supported by Fayetteville State University s School of Business and Economics Department of Management, Department of Accounting, and Department of Marketing and Business Education. These departments will contribute specialized courses in accounting, business, marketing, and management to the course of study in Sport Management. Faculty from the School of Business and Economics will be responsible for teaching related courses in the program. 10
11 The implementation of new non-teaching degree concentrations would strengthen, and increase the productivity in the Department of Health, Physical Education and Human Services program at Fayetteville State University. The new degree program will afford students an opportunity to pursue health and physical education training in their area(s) of interest. (d) special features or conditions that make the institution a desirable, unique, or appropriate place to initiate such a degree program Fayetteville State University has a rich history as the second oldest public institution of higher education in North Carolina. The institution has a proud history, as a teacher education institution, of producing quality teachers for the southeastern region of the state. The future of the institution is bright in that the student population is projected to increase from the present enrollment of over 5,000 to 6,000 by the year This new degree program with the attending concentrations in health education, physical education, sport management, community health education, and community recreation will give students a greater variety of career choices. Fayetteville State University is located in an area with a rich liberal arts tradition, a tradition that celebrates the cultural diversity of the area. The institution itself is among the most diverse campus communities in the state and nation. The new degree program, with its liberal arts and human services focus, will add to this culturally diverse arts tradition by preparing students who desire career alternatives to teaching that will offer service to the community, state, and nation. Fayetteville State University upholds a long tradition of reaching out to the community of Cumberland County and its service area. Cumberland County, with its strong relationship to the military communities of Fort Bragg Army Post and Pope Air Force Base, is a growing and thriving area with diverse needs that can be addressed by this new degree program. Many military family members including retirees, spouses and children are enrolled in Fayetteville State University, and this new degree program will afford them an opportunity to realize their goals without incurring the expense of leaving home. The city of Fayetteville and Cumberland county has recently become the home of several minor league professional teams including the Fayetteville Patriots basketball team of the National Basketball Development League, the Cape Fear Fire Antz hockey team of the East Coast Hockey League, the Cape Fear Wildcats football team of the Arena2 Football League. The professional sports teams provide excellent opportunities for internships, cooperative placements, and on-the-job training for students enrolled in the Sport Management, and Community Recreation degree concentrations. It also affords an opportunity for professional development for players and their families with an interest in pursuing a degree. It is also expected that the new degree program will increase the number of majors in the Department of Health, Physical Education and Human Services, the School of Business and Economics, and the College of Arts and Sciences by offering opportunities for a minor in a degree related discipline. The faculties in the Department of Health, Physical Education and Human Services, College of Arts and Sciences, and School of Business and Economics are diverse with regard to gender, longevity, tenure and fields of expertise. Recent data supporting the viability of our 11
12 program, strategies for recruitment and retention, and the strengths of our program prove that we could sustain this new degree program that will also be mutually beneficial to our students, and to the institutions mission. 2.
