3 Our Business Model Cirro Energy Services is an energy management services company owned by NRG Energy We provide energy procurement services for electric and natural gas to large commercial, industrial, and educational clients. We are a demand response service provider (e.g. sometimes referred as Aggregator ) in the ERCOT electric market in Texas. registered with ERCOT as a Qualified Scheduling Entity ( QSE ) qualified to aggregate customer load resources into ERCOT sponsored demand response programs. our proprietary 4CP demand response program helps clients reduce regulated transmission costs each year. We participate in the utility based Commercial Load Management SOP Demand Response Programs 3

6 Resource Adequacy in ERCOT As ERCOT forecasted the Reserve Margin to drop below 13.75% reliability threshold by 2014/2015, and low wholesale electric prices were not incentivizing new generation, the discussion of market reformation was pursued Options discussed: 1. Staying with the existing energy only market construct Generators are paid for what they produce. 2. A capacity market pays generators for their ability to produce and what they produce. 3. Hybrid Energy market with capacity backstop

7 Resource Adequacy in ERCOT As this debate went on, ERCOT/PUCT asked whether or not the current Texas load forecast methodology, which leveraged general economic and employment growth figures, was appropriate or if a more ERCOT-specific forecast needs to be developed. Is Texas (peak demand) really growing as fast as we think??? ERCOT developed a new load forecast methodology that focuses on: Growth in customer premises - which includes specific economic drivers for various types of customers, including residential, commercial and industrial consumers, and, 12-year average weather patterns

The report does not include 2,300MW s of new generation in the queue for because they have not yet received air permits: Assuming just half of these (2300MW s) come online the reserve margins would improve to 16.2%, 15.8%, and 14.5%, respectively. Well, maybe Texas (peak demand) is not growing as fast as we thought PUCT punts capacity market decision to the Texas Legislature in

10 Demand Response Introduction Electricity, to date, cannot be stored in large quantities. Therefore, the traditional model is to build physical generation plants to be able to meet peak demand, which only occurs a fraction of the year. Demand Response: Temporary reduction, or shifting of power in response to grid reliability and/or economic conditions. What is more efficient: building a multi-million dollar generator that may sit idle for a majority percentage of the year, or aggregate customers who can reduce usage a few times a year? DR programs vary ERCOT programs, Utility programs, Proprietary programs

14 What factors make an ideal client for demand response? Desire reliability services through Demand Response by receiving notifications prior to grid emergencies and rolling black outs Desire to reduce costs and generate revenue. 15 Four Coincidental Peaks (4CP) Voluntary Program In deregulated ERCOT, client s electric bill has two main sections: Supply Costs (i.e. the rate per kwh a client pays for electricity) which is procured via a competitive supplier such as Suez. Regulated Charges assessed by the Transmission Distribution Service Provider (i.e. AEP, Oncor, Centerpoint,) for the physical delivery of the electricity. Two components of the 4CP (Four Coincident Peaks) tariff can appear on each monthly bill under: Transmission Transmission Cost Recovery Factor (TCRF) School Districts can reduce their 4CP charges through participation in a 4CP demand response program 15
