This percentage is significantly higher than that of 2000 (48%). The 2010/11 school year marked an end to the rise in the number of students beginning their first degree studies. However, an increase was seen in the number of students enrolled in second degree programs. The most popular fields of study in Israel are social sciences, management and law. Israeli women constituted a majority in all degree levels: 55.9% of first degree students, 59.2% of second degree students, and 52.4% of doctoral students. Architecture and medicine studies were found to have the highest demand among applicants relative to the number of available spots. Among all areas of study, the field whose students hold the highest average score on the Psychometric Entry Test was found to be medicine (742 points). The lowest average Psychometric Entry Test score was found among students enrolled in general studies first degree programs (404 points). The number of new students entering third degree (PhD) programs in Israel is relatively low compared with the OECD average and stands at 2.1% compared with the OECD s 2.6%. 2 General Information Over the course of the past two decades, higher education in Israel has been increasingly on the rise. In the 1989/90 school year, 88,800 students studied in 21 Israeli academic institutions. In 2010/11, 297,800 students (including 46,000 Open University students) studied in 66 Israeli academic institutions, an average annual growth of 5.9 percent. This increase is primarily a result of the establishment of academic colleges during the 90 s and early 21 st century. Last year marked an end to the rise in the number of students beginning their first degree studies. However, an increase was seen in the number of students enrolled in second degree programs. Of the 67 academic institutions offering degree programs in the 2011/12 school year, there are seven universities, one Open University, 36 academic colleges and 23 colleges of education. Of the 251,800 students who were enrolled in universities, academic colleges and colleges of education in the 2010/11 school year, 75% (189,200) were enrolled in first degree programs (including 55,300 new students), 20% (50,800) were enrolled in second degree programs, 4% (approximately 10,600) were enrolled in third degree programs and the remainder were enrolled in diploma programs (e.g. teaching certificates, certificate in translation). In comparison with the 2009/10 school year, the number of students enrolled in first degree programs rose by 2.4%, yet the number of

3 new students rose by only half a percent. The number of students enrolled in second degree programs rose by 7.5% while the number of students enrolled in PhD programs remained constant. In the 2010/11 school year, 125,000 students were enrolled in universities (a rise of 0.9% from the previous year), 96,700 students were enrolled in academic colleges (a rise of 5.6% from the previous year) and 30,000 students were enrolled in colleges of education (a rise of 2.7% from the previous year). An additional 46,000 students were enrolled in the Open University s academic track 1, 42,900 of whom were enrolled in first degree programs while the remainder was enrolled in second degree programs. Higher education in Israel largely takes place in public institutions. Only 13% of students are enrolled in private colleges, as compared with 75% in Japan and Korea and 8.2% in the European Union. 2 The proportion Israeli young adults 3 entering first degree programs stands at 60% 4, which is significantly higher than in 2000 (48%) and similar to the average entry rate of OECD countries (59%). In contrast, the percentage of new students enrolled in third degree programs in Israel is lower than OECD countries, 2.1% versus 2.6%, respectively. Fields of Study The most widely studied fields of study in Israel are social sciences, management and law 5, which were studied by 46% of all students in A larger proportion of Israeli students are enrolled in these fields than any other OECD country (aside from Turkey), with an OECD average of 34.6% of students enrolled in these fields. 4 proportion of Israeli students enrolled in the fields of health and welfare is relatively low (7%) as compared with the OECD average (12%). In 2010/11, the median age 6 of first degree students enrolled in first degree programs in Israeli universities, academic colleges and colleges of education was 25.1 years. The median age of students enrolled in second degree programs was 30.7 years. The median age of students enrolled in third degree programs was 33.7 years. : Women, Men and Population Groups in Higher Education The proportion of Israeli young adults entering higher education is higher among women (66%) than men (53%). Of the students enrolled in Israeli institutions of higher education in 2010/11, 56.5% were women. Women also comprised a majority of the student body on every degree level: 55.9% of first degree students, 59.2% of second degree students, 52.4% of third degree students and 76.9% of students in diploma programs. Of the 251,800 students enrolled in Israeli universities, academic colleges and colleges of education in the 2010/11 school year, 11.0% (27,400) were Arabs. Arab students comprised 13.6% of all students enrolled in first degree programs at Israeli universities, yet among students enrolled in second degree programs at Israeli universities, they only comprised 7.7%. 6 Median age the age that half of the population is older than it and half the population is younger than it.

5 Fields in Demand and Conditions of Admission In universities, the fields of architecture and city planning, medicine and dentistry have the highest demand relative to the number of available spots. For every four applicants to these fields, only one was accepted and enrolled as a student. However, in the fields of general humanities and general studies in social sciences, nearly all of the applicants were accepted. In academic colleges as well, architecture and city planning was the most sought after field relative to the number of available spots. For every three applicants to the fields of architecture and city planning, fashion design or visual communication, only one was accepted and enrolled as a student. Conversely, in fields such as banking, logistics, structural engineering and insurance, for every 1.2 applicants to those fields, one was accepted and enrolled as a student. Of the over 5,000 applicants to law programs in (private) academic colleges, three quarters were accepted, whereas of the 1,500 applicants to law programs in (state funded) universities, only around half were accepted. The most substantial difference in acceptance requirements between universities and private colleges is the average Psychometric Entrance Test score of their students. (For example the average Psychometric Entrance Test score of law students studying in universities was 687 as compared with an average score of 543 among students studying in colleges.) Of university students, 89%had taken the Psychometric Test as

6 compared with 84% of students studying in colleges of education, 70% in state funded colleges and 57% in private colleges. In universities, the highest average psychometric score was found among students of medicine (742 points). In academic colleges, the highest average psychometric score was found among students studying communication disorders (665 points). The lowest average psychometric score was found among students enrolled in BA programs in general studies (404) or multidisciplinary social and life sciences (415). 7 significantly lower than those of Slovakia and Australia (approximately 60%), who hold the highest proportion of first degree graduates of all of the OECD countries. The proportion of first degree graduates 9 in Israel gradually rose from 29% in 2002 to 37% in This upward trend was similar to that experienced by OECD countries, whose average rose from 31% to 38% over the course of those years. The proportion of second degree graduates in 2009 (among the total population of individuals of the appropriate age 10 ) was higher than the OECD average (14.3% versus 12.7% respectively) and similar to those of France and the Netherlands. The proportion of second degree graduates in Poland was found to be the highest (34.5%) followed by Belgium (23.7). Germany, Turkey, Mexico and Spain were found to have the lowest rates (3% and lower). The proportion of third degree graduates in Israel (among the total population of individuals of the appropriate age 11 ) was found to be slightly lower than that of the OECD average (1.3% versus 1.5%) and similar to those of Belgium, Canada and Korea. Switzerland and Sweden (3.4%) were found to be the countries with the highest proportions of third degree graduates, while Mexico (0.2%) and Turkey (0.4%) had the lowest proportions. The average duration of first degree studies is 3.8 years (respective to the field of study). The average duration for engineering and education studies is 4.5 years while degrees in business administration, social sciences and natural sciences are completed in 3.5 years, on average. Among students who began their studies in the years , 77.4% completed their studies and graduated. In the fields of medicine, paramedical studies and law, the graduation rate stood at approximately 90%, while humanities, architecture and design had a rate of approximately 70%. Education had a graduation rate of only around 60%. Only about half of students who began their studies in the years completed their studies in their degree s designated time frame 12. Among students of humanities (excluding design studies), mathematics and statistics (excluding computer sciences), and physics, only about one third completed their studies in their designated time 9 These data refer to those graduating from a first degree for the first time. 8 frames. However, among students of medicine, paramedical studies and law, over three quarters graduated at the designated time.
