No Approved January 26, 2009 RECOMMENDATION OF THE SUBCOMMITTEE ON GRADUATE COURSE AND CURRICULUM AND THE FACULTY OF THE SCHOOL OF EDUCATION FOR AN ENTITLEMENT TO PLAN A DOCTOR OF PHILOSOPHY DEGREE PROGRAM IN HIGHER EDUCATION ADMINISTRATION WITHIN THE DEPARTMENT OF ADMINISTRATIVE LEADERSHIP Background The Department of Administrative Leadership develops individuals for positions of leadership in educational arenas. At the present time, the department offers two PhD areas of specialization within the Urban Education Doctoral Program: Educational Administration, which focuses on elementary and secondary educational administration, and Adult Education and Human Resource Development, which focuses on leadership in the field of adult, and continuing education and human resource development We propose to add a new PhD program in Higher Education Administration. This program will be a stand-alone individual PhD program, housed within the Department of Administrative Leadership in the School of Education at the University of Wisconsin - Milwaukee. The primary mission of the PhD program Higher Education Administration will be to prepare individuals for leadership positions in urban postsecondary educational organizations. The program will assist students to examine changing perspectives on urban postsecondary educational organizations, changing notions of urban postsecondary teaching and learning, and the changing roles of the students, teachers, researchers, and administrators who work and study within urban higher education organizations. Moreover, the administration of urban postsecondary education enterprises requires leaders who possess well-developed personal and educational philosophies, a depth of understanding and knowledge of education as a social institution, a broad range of professional experiences in a number of institutional programs and activities, a sound understanding of human and organizational development theory, and well-developed educational leadership and analytic skills. The PhD program will provide students with perspectives on current knowledge in urban postsecondary institutions and on methods of inquiry aimed at improving the quality and ensuring the continued development of postsecondary learning organizations. Through courses and other planned learning experiences, students will critically examine current understandings of teaching, learning, administration, organizational functioning, diversity, policy, student development and the leadership process. They also analyze, assess, and conduct research.

B., of Regent Policy ACIS 1.0, "Guidelines for Academic Program Review & Regent Policy ACIS 1.0 (June 2006), sets out five key questions to be answered for approval of a request for entitlement to plan a new degree. These will be answered in this section 1. What is the need for the program? Identify any available data on student demand and market demand for students. Over the last few years, the Department of Administrative Leadership has received many student requests for a PhD program specific to higher education administration. Students who wish to be academically prepared to work in higher education administration usually take general educational leadership programs and then try to develop their interest in higher education independently. A PhD program to prepare students specifically for higher education administration does not exist locally. For example, Marquette University has a PhD degree program with a general focus on educational leadership and policy. Cardinal Stritch University has a PhD and EdD degree program in Leadership for the Advancement of Learning and Service which focuses on leadership at all levels of education. Neither of these programs focuses specifically on higher education administration. The Department of Administrative Leadership anticipates a steady and growing demand for the PhD in higher education administration, particularly in the area of community college leadership. Nationally, there is a projection of high retirements in the community college area and a lack of higher education administrators prepared to fill the anticipated vacancies. It has been estimated that within the next five years half of all community college educators will leave or retire from their positions. The American Association of Community Colleges (AACC) survey indicates that the average age of administrators at community colleges is between years of age and the average age of faculty in community colleges is between years of age. Thus, there are large numbers of projected retirements in the community college system, leaving a need for well prepared individuals to meet these anticipated vacancies. According to the US Department of Labor, Bureau of Labor Statistics, Employment of education administrators is projected to grow as fast as the average for all occupations through As education and training take on greater importance in everyone s lives, the need for people to administer education programs will grow. Job opportunities for many of these positions should also be excellent because a large proportion of education administrators are expected to retire over the next 10 years. Job prospects also are expected to be favorable for college and university administrators, particularly those seeking nonacademic positions. Public colleges and universities may be subject to funding shortfalls during economic downturns, but increasing enrollments over the projection period will require that institutions replace the large numbers of administrators who retire, and even hire additional administrators. In addition, a significant portion of growth will stem from growth in the private and for-profit segments of higher education. Many of these

These schools allow students to earn a degree, receive job-specific training, or update their skills in a convenient manner, such as through part-time programs or distance learning. As the number of these schools continues to grow, more administrators will be needed to oversee them. 2. Identify the learning outcomes or provide a brief overview of the curriculum for this program. The following program objectives will guide the PhD program in higher education administration. To provide a broad understanding of higher educational systems from social, historical, cross-national, and urban perspectives; To provide students with an understanding of central issues in urban higher education teaching and learning, and administration; To convey inquiry skills and to provide opportunities to use these skills on representative and crucial urban problems of higher education practice; To connect theoretical understandings of higher education administration, leadership and teaching practice through coursework and related experiences; To provide skills and knowledge related to the central functions of higher education administration, teaching and learning. The PhD program in Higher Education Administration will be structured to assist students in gaining a broad understanding of their field of study. Students will complete course work in the following four areas: higher education administration, a minor area of study, urban education, and, research. It is anticipated that the course work will be structured along the following lines. Higher Education Administration Courses (24-30 credits) ADLDSP 709 ADLDSP-711 Introduction to Higher Education Organization and Governance in Higher Education Developmental Perspectives of Adult and College Students Multicultural Issues in American Higher Education Curricular Change and Academic Planning Issues

No p. 4 Approved January 26, 2009 ADLDSP 710 ADLDSP 777 College Student Affairs Administration Organizational Change and Team leadership Leadership in Multicultural Organizations Economics of Higher Education Sociology of Higher Education Accountability and Higher Education History of Higher Education Gender Issues in Higher Education Advanced Topics in Higher Education Urban Education Doctoral Seminars (minimum 9 credits) Educ Urban Education Issues Ad Ldsp Urban Education: Doctoral Seminar in Administrative Leadership Educ Advanced Seminar in Urban Education Research Design and Methodology (minimum 15 credits) EdPsy Educational Statistical Methods II (prerequisite is EdPsy (624) CurrIns (or AdLdsp 279) Qualitative Research and Field Studies in Education Settings At least six credits of additional advanced level coursework (800 or above) from either a qualitative or quantitative track. Minor in a related discipline that supports the student's program of Studies Option A: 8 or more credits in a single department outside of the School of Education Option B: 6 or more credits in each of two departments, with at least one department outside of the school. 3. How does this new degree program relate to the institutional mission, strategic plan, goals and objectives? The new PhD program in higher education administration relates to the institutional, school and department mission.

No p. 5 Approved January 26, 2009 The UWM investment plan has an overarching goal to position UWM as a premier center of learning and research that is engaged with its local and global communities. The investment in programs includes: elevating the quality and comprehensiveness of graduate (and undergraduate) programs; increasing the number of doctoral programs, developing coherent strength and national scholarly reputation for programs, increasing scholarship, and increasing recruitment of students from a broad array of backgrounds. The Mission of the School of Education at UWM is To provide leadership and inspiration for learning and human development in urban communities. The Department of Administrative Leadership supports this mission and seeks to expand its current offerings in the areas of leadership to include higher education administration. Providing leadership preparation in higher education administration relates directly to the leadership mission of the School of Education. Additionally, preparing leaders for urban higher education institutions will be a major focus of the program. In addition, the proposed PhD. degree relates directly to the department mission: "The Department of Administrative Leadership contributes to the development of competent, inquiring educational leaders, particularly for service in urban metropolitan areas. These leaders require advanced preparation to meet the broad spectrum of learning needs that exist in today's dynamic and complex society." The proposed degree program is also consistent with the mission of the School of Education as stated in its strategic plan to "provide leadership and inspiration for learning and human development in urban communities Finally, the Department of Administrative Leadership plans to offer the PhD program in Higher Education Administration as a blended program. Courses will be offered using a variety of face to face, online and hybrid strategies. Including blended learning in the program will allow the Department to serve new students, increase student access to the program and assist in the preparation of higher education leaders for the changing market place. 4. How does this new degree program relate to other academic programs in the UW System, the region and, if appropriate, the nation? The University of Wisconsin Madison has a PhD program in the department of Educational Leadership and policy that has a focus area in Higher, Postsecondary and Continuing Education. This program does not focus specifically on higher education administration and does not focus on urban institutions. 5. If this program will be supported by unusual resources, provide description. To initiate this program the Department of Administrative Leadership will need additional resources. At the present time we have faculty members in our department who have background in higher education but we have only one faculty member who is specifically prepared and dedicated to higher education administration. This faculty member has a PhD in higher and adult education from Michigan State University and she also has a research agenda

Our other faculty members have some background in the area, but are not specifically prepared in higher education. In order to initiate this program we will need faculty who can teach in the content area of higher education administration, who are actively involved in research in this area, and who can chair doctoral committees. To develop and offer a quality PhD program in higher education administration we will need at least two new faculty positions in higher education administration. We anticipate that we will need one senior faculty position and one junior faculty position, so that we have the appropriate faculty resources to advise doctoral students and to Chair dissertation committees. In addition, we would seek faculty who have research agendas in different components of higher education administration to add to the diversity and strength of our existing faculty. In addition, we will need one clerical/support person to handle the admissions and application processes. At the present time the Department of Administrative Leadership has one administrative assistant. Our Department is currently developing plans for 3 new PhD programs. To support new faculty, students and increased admissions we will need additional clerical resources. Finally, we anticipate that we will need additional office space for new faculty and start up marketing funds to advertise and promote the new program.
