4 Community Development Block Grant (CDBG) Economic Development Project Sidewalk Improvement Project $180,790 in Stimulus Funds Overview of Project: The City s Sidewalk Improvement Campaign is intended to provide the installation of sidewalks, curbs and gutters in CDBG low to moderate areas and routes leading to schools. Sidewalk improvements are means of investing the City s infrastructure. This project will take 3 months and complete 6,350 square feet of sidewalk improvements. 5 Sidewalk Improvement Project

6 Energy Efficiency and Conservation Block Grant Renewable Energy - City Hall Solar Project $173,500 in Stimulus Funds Overview of Project: Installation of solar panels on parking shade structures to be located in the City Hall parking lot and existing City Hall roofs to increase renewable energy usage and decrease reliance from normal electrical grid. The City is moving forward to install shade structures in the City Hall parking lot in three phases beginning in August of 09. The shade structures can be retrofitted to allow for additional solar panels which will generate electricity for the City Hall complex. Currently, City Hall has existing solar panels which power a small percentage of the overall electrical needs of the City Hall campus. Under this particular grant, the City will increase the overall area of solar panels as well as the electrical generation output. 20KW Solar Power Output Rating. 2,000 sq ft of area. Distributed on 2 of the 2,200 sq ft parking shade structures or place adjacent to the existing solar photovoltaic panels on the roof of City Hall. 7 El Centro City Hall Solar Project 28KW

8 Edward d Byrne Memorial Justice Assistance Grant (JAG) - Formula Public Safety Projects Police Equipment $134,363 in Stimulus Funds Overview: Hand held radios and other police equipment needed to increase efficiency. The JAG Program allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. The procedure for allocating JAG funds is a formula based on population and crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share. These funds can be utilized to pay for programs, equipment, and even some salaries - prevention programs, drug enforcement programs, and buying equipment to support law enforcement are all permitted. 10 Transportation Projects Build America Bonds $10,125,000 Overview of Project: City to improve over 85% of its road system. The City of El Centro Financing Authority sold $14,740,000 in Lease Revenue Bonds on December 10, 2009 to fund road and transportation projects. The Bonds were designated Bank Qualified and $10,125,000 of the bonds were Build America Bonds (BABs). Although the interest is taxable, the Federal Government provides a 35% subsidy payment to the City on each interest coupon on the bonds. The bonds carried a blended interest rate of 5.5%. 5% It is estimated t that t by using BABs and a new investment t model the City will be able to exceed its road and streets project fund requirements by an estimated $521,054. This will allow the City to improve over 85% of its road system. The City of El Centro is the first Imperial Valley City to utilize the Build America Bonds financing technique. The Bonds were rated by Standard and Poor s (S&P) along with the City s general debt. S&P rated the City s general debt A+ and the bonds were rated A. S&P cited a track record of the very strong fund balances during the past five years and the diverse El Centro economy with per capita sales at 130% of national averages, in awarding the City both ratings. 11 Street Rehabilitation 2012 & 2013 Improved 85% of Road System in El Centro

12 Transportation Projects Adams Avenue Rehabilitation $302,000 in Stimulus (Round 1) + $398,000 LTA Funds = $700,000 Overview of Project: The rehab of Adams Avenue is an extensive overlay of existing pavement sections from Imperial Avenue to LaBrucherie Avenue. Installing curb, gutter and sidewalk in locations where it is not in place currently between Imperial Avenue and LaBrucherie Avenue. Restriping of the entire roadway and the intersection of Adams Ave and Lotus Ave will be re-graded and paved to allow for better travel and drainage. 13 Adams Avenue Rehabilitation From Imperial to LaBrucherie

14 Transportation Projects Dogwood Road Rehabilitation i Phase I from I8 to State Street $800,000 in Stimulus + $847,000 STP Local Funds + $200,000 City Funds + 625,000 in Local Street and Road Congestion Funds = $2,472,000 Overview of Project: Dogwood Avenue, is a major truck route and an established regional road that serves the Imperial County s largest cities from the border to the north end of the County. The project will include rebuilding the structural roadbed of the street which is failing at this time. Dogwood Avenue is the only access for one of the City's two fire stations. The rehab will allow safe ingress and egress of the City's fire engines and other critical emergency response vehicles. The project will also allow for the placement of handicap access ramps at street intersections along Dogwood Avenue from Ross Avenue to State Street. This project will also include the replacement of cracked sidewalks in this same area. 15 Dogwood Road Rehabilitation Phase I from I8 to State Street

16 Transportation Projects El Centro Transfer Terminal Enhancement $1,200,000 in stimulus funds to add several enhanced features. Overview of Project: To serve as a hub for regional and local buses. Will replace the 14 th and State Street City Hall) temporary bus station. Location at 7 th Street and State Street will provide for increased pedestrian traffic in the down town area. Closer to Greyhound Terminal and Taxi Stands. Stimulus funds will provide a photovoltaic system, mister system, reconstruction of 6 th St, installation of State St. median, surveillance system, fiber optic line, 7 th St. reconstruction enhancement, use of masonry instead of stucco, 7 th /State treatment, alley drainage system, site drainage intercept filter system, expanded landscape, expanded paving, expanded site furnishings, enhanced signage, expansion of bus shelter and flag poles. Imperial Valley Transit Regional Routes: 50 Niland-El Centro, 100 El Centro-Calexico, 150 Calexico - El Centro, El Centro Niland, 300 El Centro Holtville, 350 Holtville El Centro, 400 El Centro Ceiling, 450 Seeley El Centro. Imperial Valley Transit Local Circulator Routes: Blue Line, Green Line, Dial-a-Ride, Amtrak Bus service also stops at this location.
