3 BRIEF HISTORY OF OPEN DATA 2 Open data can be traced back to the founding of our nation, but for our purposes, we start in Carl Malamud and Tim O Reilly host an event sponsored by the Sunlight Foundation. They created 8 Principles of Open Data: 1. Complete 2. Primary 3. Timely 4. Accessible 5. Machine Processable 6. Non-discriminatory 7. Non-propriety 8. License free

12 CASE STUDY: openfda Data Discovery: The Process of Delivering Value 12 FDA officials first needed to know what kinds of data would be most useful for their users. They started by conducting a thorough inventory of their data, exploring which datasets were most actively used and already released.

13 SCOPING openfda After conducting an inventory of their data, FDA focused on the following data to build openfda: Adverse drug event reports Product and food recalls Product labels We really wanted to dive super deep into those three datasets and produce an elegant interface on them, Herron said.

15 If a dataset potentially contains something like a Social Security number or a patient health identifier, scanning data is still a very labor-intensive process to actually make sure that data is safe to be released. - Sean Herron, Presidential Innovation Fellow, openfda 15

16 INITIAL SUCCESS WITH openfda 16 The openfda beta version was publicly released in June After the first week of the beta release, it had more than 1 billion queries. Removed barriers to access FDA data. Rather than having to download gigabytes of data with very confusing XML files, openfda now allows easily accessible data for developers. Developers can use FDA data to create their own applications and websites, outside the scope of the agency

18 DATA AS A STRATEGIC IMPERATIVE: VISION AT COMMERCE 18 Commerce s strategic plan has a pillar dedicated to data innovation. Through it, Commerce seeks to: Maximize the value of Commerce data to governments, businesses and communities. Make data easier to find, access and use. Partner with other government agencies and the private sector to improve interoperability and dissemination. Collect and manage data more efficiently and less intrusively. Spark innovation and fuel entrepreneurship with open dialogue and integrated feedback.

19 3 DATA STRATEGIES AT COMMERCE To achieve the goals of their strategic plan, Commerce has set out on three core initiatives: Hire Chief Data Officer Creation of Open Data Committee Building a data-driven culture

20 OPEN DATA BEST PRACTICES Here are three quick strategies to get started with open data at your agency: Identify your open data champions Talk with end users Get senior leadership buy-in

21 FIND YOUR CHAMPIONS 21 One of the first things that we did was find the internal advocates and who was already onboard, who were the people that didn t need any cheerleading and were onboard, those were the folks that knew more or less the lowhanging fruit. - Mike Kruger, Director of Digital Engagement at Department of Commerce.

22 5 QUESTIONS TO ASK These are five questions you should be asking in regards to your open data program What is the new value this dataset is providing to our community? How have we engaged with our end users and can we deliver on their needs? Have we conducted an inventory of our data and what is currently public? What are the barriers the developers, citizens or governments face to leverage our data, and how can we fix them? Who are our data champions and how can we gain agency-wide support?
