1 Certificate in Business Administration with a concentration in Aviation and Operations Management August 3, PROGRAMME IDENTIFICATION 1.1 Submitting institution The University of New Brunswick 1.2 Faculty Faculty of Business Administration and the College of Extended Learning 1.5 Programme name and level Certificate of Business Administration and Aviation, Undergraduate 1.6 Credential Granted Certificate of Business Administration and Aviation 1.7 Proposed starting date September PROGRAMME DESCRIPTION 2.1 Programme objectives The primary objective of the Certificate in Business Administration and Aviation is to respond to needs within the aviation industry to provide pilots with transferable skills that can enhance the growth and development of effective operations management. This certificate programme will provide graduates the opportunity to gain a universitylevel credential and enter the work force within a more expedient timeframe than does the existing BBA in Aviation and Operations Management. 2.2 Programme structure The University of New Brunswick has partnered with Capital Airways, a Fredericton-based flight school, to develop a two-year degree-credit Certificate in Business Administration and Aviation. UNB's College of Extended Learning in partnership with the Faculty of Business Administration will be responsible for the academic portion of the Certificate. The Faculty of Business Administration will be responsible for the academic oversight of the programme (admissions, programme advising, transfer credit review, curriculum changes, and graduation). The College of Extended Learning with its expertise in distance delivery and marketing of programmes will provide the administrative and logistical support. This certificate programme is designed to provide students with the opportunity to achieve a Certificate in Business Administration coupled with a Commercial Pilot s License. This certificate, along with the existing BBA in Aviation and Operations Management, are the first such programmes in the region that combine academic credentials with pilot training. This demonstrates that New Brunswick post secondary education institutions are poised to meet the changing needs of future graduates. Successful applicants will meet UNB entrance requirements for the 4-year Bachelor of Business Administration degree and having successfully passed the Transport Canada-regulated Category 1 Medical exam. The expected number of learners for this programme will be approximately 20 per year, with the first full intake scheduled for September The programme will cover two complete calendar years and include approximately 320 hours of aviation training resulting in a highly marketable combination of a Commercial Pilot's License and the degree-credit certificate.

2 Academic Programme: This programme is built on the academic structure of the existing high-quality UNB Bachelor of Business Administration with a concentration in Operations Management. The newly formed Aviation components will provide additional value to students wishing to pursue studies in this exciting new area. Students will complete 72 academic credit hours in an intensive two-year programme, designed for full-time study. Students will meet the current entrance requirements for the Bachelor of Business Administration that will include two required streams of study: a focus in Aviation and Operations Management, and a Commercial Pilot's License. Aviation components have been added to the concentration courses and include any of the ADM 3600 and ADM 4600 level courses. The Business Administration courses will include, but are not limited to, courses in the following areas: Computers Social Sciences Business Ethics Written and Verbal Communication Economics Financial and Managerial Accounting Math Marketing and Finance Principles Administration Organizational Behavior and Design Humanities Business Law Aviation Law Human Factors in Aviation Flight School: Capital Airways will provide the necessary ground school and flight instruction. The ground school portion will be held on the UNB campus with flight training taking place at the Fredericton Airport. Aviation credits will be acquired through ground school, flight training using the latest equipment and technology, and simulator training using the latest in cockpit simulators. UNB has assessed the flight school material and has awarded 15 credit hours of university credit for this component. Flight training will be in accordance with Transport Canada s requirements for completion of a Private Pilot s License, Commercial Pilot's License with a Group 1 Multi- Engine Rating and an Instrument Flight Rules Rating. First Officer training will also be provided in the second year of study, providing students with quicker access to commercial flight opportunities Other degree requirements include: Total of 72 credit hours 2.3 Admission requirements 2.3 Successful applicants will meet current UNB entrance requirements for the Bachelor Business Administration degree, and have obtained a Transport Canada-regulated Category 1 Medical certificate for the flight school component. Students will be required to complete this medical each year of the programme. 2.4 Required courses The Certificate in Business and Aviation academic programme will also include completion of four of the following block of courses that focus on the concentration in Aviation and Operations Management: ADM 3625 Managerial Forecasting

3 3 ADM 3626 ADM 3627 ADM 3628 ADM 3685 ADM 4656 ADM 4675 ADM 4685 ADM 4686 ADM 4687 Managerial Decision Analysis Managerial Data Analysis Advanced Statistics for Finance Total Quality Management Location Theory Network Analysis Methods of Quality Control Project Management Scheduling Special sections of these required courses will only be accessible to aviation students and will deal with aviation industry-specific topics and coursework. The coursework will be developed and approved by the Faculty of Administration, instituting normal course - development procedures. There will also be a specific section of the Verbal Communication and Written Communication courses developed for aviation students. 2.5 Other special requirements Transport Canada-regulated pilot training programmes require a Category 1 Medical certificate for the flight school component. Students will be required to complete this medical each year of the programme. To mesh successfully with the demands and weather dependence of the flight-training component, some courses may be offered using distance education formats. 2.6 Method of Programme Delivery The programme will commence September Students will complete training and academic courses within a two year time frame. Courses and flight training will be offered during fall, winter, and intersession/summer-session terms during year 1and during the fall and winter terms for year two. The students will follow the normal scheduling procedures for academic courses for the two years. The ground school portion of the programme will commence in September and it is expected that students will begin flight training in late September (See Appendix A for a full course schedule). 2.7 Programme monitoring and evaluation In addition to standard evaluation processes, an advisory committee consisting of members from the College of Extended Learning, the Faculty of Administration, and Capital Airways will closely monitor the programme. 3.0 STUDENT OUTCOMES AND THEIR RELEVANCE 3.1 Students will engage in prescribed learning outcomes as set out by the Faculty of Business Administration for the academic portion of the program, and complete Transport Canada requirements for the completion of the Commercial flight training. 3.2 Successful graduates will have theoretical knowledge and practical experience in business and flight operations. This will prepare them for careers in the airline industry. Students will also gain knowledge of the management specific to the aviation industry as a whole through required courses. This programme will also provide a foundation for those who choose to continue their studies at some point as it can be laddered into the four-year Bachelor of Business Administration degree. 3.3 See 3.1 and 3.2

4 4 4.0 RESOURCE IMPLICATIONS 4.1 Human and Physical Resource Implications The Faculty of Administration has made a commitment to the BBA/Aviation programme, and sees this new certificate programme as a positive complement to the existing BBA with a concentration in Aviation and Operations Management degree, one that strengthens curriculum offerings and maximizes current resources. Students in this stream will enroll in developed sections of existing courses that deal specifically with aviation material. Current resources in most areas will be sufficient to support this new programme, and any increased expenses will be offset with increased revenues Additional resources needed in the same areas None Impact of the use of these resources on other Programmes There will be no negative impact on other programmes Estimate of resource needs and allocation beyond the first five years. None. 4.2 Financial Implications Full and incremental costs of the programme are explained below in Section The electives that are currently being offered to support the existing BBA in Aviation and Operations Management have the capacity to serve another students This programme will operate on a cost recovery model, i.e. new revenues will cover costs associated with the operation of this programme. Required elective courses have already been developed specifically for the Baccalaureate programme and will be used for the new certificate programme as well. The Certificate in Business Administration and Aviation will attract new students to UNB, generating new revenues and contributing to the financial resources of the University. It is anticipated that by the end of year four the programme will attract 20 new students each year. The College of Extended Learning will continue to provide a coordination role to facilitate marketing and administrative support for the programme, as well as liaise with faculties, financial services, internal recruiting efforts, individual students, and Capital Airways. Major responsibilities of CEL continue to be the coordination of a high quality local, national and international marketing campaign. It will also be necessary to develop and maintain a quality programme web site that will provide all necessary information to prospective students Additional capital or operating funds will come from new tuition revenues. 5.0 RELATIONSHIP TO OTHER PROGRAMMES AND INSTITUTIONS 5.1 Relationship to existing programmes in the same institution. The Certificate in Business Administration and Aviation provides an additional academic stream within the current BBA/Aviation programme, thus maximizing existing resources and course offerings. Aviation-related topic areas allow current faculty members to capitalize on their existing expertise, while expanding their breadth of expertise in these new areas.

5 5.2 Comparison of the proposed Programme with other comparable Programmes offered elsewhere in the Maritimes and in Canada and rationale for the introduction of an additional Programme, if a similar one is already offered in the region. Currently there are no other university programmes of this type in Atlantic Canada. The University of Western Ontario, as previously mentioned, and the University College of the Fraser Valley are the only two other universities in Canada offering a four-year degree programme with a commercial pilot's license as a component. Neither of these schools offers a two-year certificate programme. Several Ontario-based community colleges such as Georgian College, Seneca College and Humber College offer one, two and three-year diploma programmes in aviation management or technology. Additionally, the UNB programme will provide an option for those who wish to stay and study in the Atlantic region. 5.3 Possibilities of collaboration with other institutions in the region (university or nonuniversity), or elsewhere in Canada, in the delivery of the Programme and steps taken to that effect. UNB has collaborated with Capital Airways, a recognized private-sector flight school that operates at the Fredericton Airport to offer this programme. 5.4 Evidence of consultation with institutions offering similar or equivalent or comparable Programmes (at a minimum, details on the consultation process and letters or evidence of communication sent to other institutions requesting input; preferably, letters of comments from these institutions should be included). UNB has examined the curriculum of the programme offered by the University of Western Ontario and has determined it to be similar in academic structure, although the UWO programme is four years in length. Given that there are no similar programs in this region, it will not have an impact on other institutions PROGRAMME NEED 6.1 The local, regional, and national needs met by graduates. This unique combination of a Certificate in Business Administration and a Commercial Pilot's License will expand a graduate s employment opportunities and provide the Airline Industry, both private and commercial, with potential employees that have exceptional skills in both management and the aviation industry. Graduates will have the additional benefit of entering the job market much more quickly, and be able to further their education at the full-degree level at a later date, should they choose. 6.2 Consultation with employers and/or professional organizations as to the current and anticipated job market This programme responds to a research study conducted by Transport Canada (2001) that suggests a potential shortage in pilots with adequate information-age skill sets. In this era of computers and glass cockpits, pilots also need to be managers of systems, managers of information, and managers of people. The pressure for new skills is coming from several different directions that include the potential to standardize training, harmonize licensing requirements and apply a more global approach to airline management. To date, these training needs have not been sufficiently served. The new programme is positioned to meet an emerging aviation industry reality, by providing an innovative delivery process that effectively integrates an existing university programme with non-university study in a community-based environment. The programme will be yet another example of a unique university-private sector partnership enhancing the image of both UNB and the Province of New Brunswick. Potential target markets will be graduating high school students in the Maritime Provinces, Ontario and Quebec, Air Cadet Squadrons and licensed pilots who wish to return to university study. Also showing interest is CFB Gagetown as the demand for

6 high quality pilots with good managerial skills within the Canadian Forces is ever increasing. Additonally, major airlines are currently experiencing large shortfalls in qualified pilots due to retiring baby-boomers. As a result, newly trained pilots with both flight and academic credentials will be in high demand over the next few years. 6.3 Institutional priority At the launch of UNB s integrated marketing campaign, Making a Significant Difference, our president, John McLaughlin, affirmed that the intellectual development of our people is an important and fundamental role of UNB in the province. The Certificate in Business Administration and Aviation will provide UNB with the unique opportunity to continue to excel in new programme initiatives. It will be this programme and others like it that ensures UNB remains on the cutting edge of university study by meeting several elements of the University's strategic plan as outlined in UNB's "Renewal Directions: 2000 and beyond": develop programmes that address a recognized community need expand enrolments develop distance education capabilities that meet the needs of New Brunswickers and beyond 6

7 7 6.4 Student demand and clientele At a macro level, the airline transportation industry has recognized a need for future employees who possess deep knowledge of flight operations (i.e. trained and licensed pilots), and business concepts (see Air Transportation Association of Canada, 2001). More locally, GFEDC, the predecessor to Enterprise Fredericton (a joint provincialfederal economic development agency) was a catalyst in initiating the full degree progamme, and the idea of this particular programme has emerged as a result of market feedback. Capital Airways and the College of Extended Learning both responded very positively, their own market analysis suggesting the need for such a programme. Potential student interest has been strong. The clientele to be served are students who are initially interested in attaining the commercial pilot s license. The Certificate in Business Administration and Aviation programme will be positioned as a value-added, career-enhancing programme that can be completed in a relatively short time when explicitly coupled with the flight training. 7.0 PROGRAMME DEVELOPMENT PROCESS Description of the institutional Programme development process leading to the submission of the proposal. 7.1 Programme has been approved by the Faculty of Business Administration Curriculum Committee, Senate Curriculum Committee, and Senate Academic Planning Committee prior to submission to MPHEC. 8 8 Appendix A Fall Term (Year-1) CDIS 5001 First solo flight This course provides the new student to the basic upper-air work exercises. Several initial examinations in this stage prepare the student for the first solo flight. The examinations include the PSTAR and Industry Canada Radio exam. The student will require proof of citizenship or passport (original copy) as they will also be issued their Student Pilot Permit. Students will be expected to complete the first solo flight, continuing to the specialty take-offs and landings phase. Students complete the Multi-engine flight test and are issued the Multi-engine aeroplane rating. Students are also introduced to the Multi-engine Instrument Flight Rules and Instrument Flight Rules groundschool.
