2 PID Security RFB: Questions & Answers Q: In regards to: A minimum of 2 complete patrols on Sunday Wednesday, and 3 complete patrols Thursday Saturday. Documentation must be submitted every day showing that each street, alley and street level parking lot of the PID was patrolled. Please clarify this is a seven (7) day a week contract? A:. It is 7 days a week, 365 days a year. How many officers are required nightly? A: Typically 1 per patrol. You may use however many are need to meet the specifications listed. Q: In regards to: Daily patrols on foot, bike, scooter, or Segway (transportation negotiable) will be performed in 2 hours increments daily, sometime between 4:00 p.m. and sunset. These patrols will be predominately from April September, and the timeframe will vary depending on the time the sun sets each day. Please clarify this section, is the company required to provide a security officer for two hours a day seven (7) days a week? A:, from April 1 st August 31 st for the foot patrol portion of the service. Please provide your cost of the foot patrol based on a 2-hour walking (biking/segway) patrol everyday during the April to September time frame. There may be other times of the year the City will request some patrols. Providing the cost based on the 2-hour patrol will allow the city to consider additional foot patrols if needed. This part would be negotiable, and flexibility is needed. Is the purchase of a bicycle part of the other cost, or can this marked as direct cost? A: The required service is a foot patrol, but we offer the option for those companies with bicycles, segways, or similar alternative vehicles to use those as part of the service. If you do, please designate what kind of alternative vehicle will be used. If you can provide different options, please provide bid prices for each service you can offer (i.e. walking = $XX per two hour patrol; bicycle = $XX per two hour patrol). Q: In regards to: Submit a copy of your security business license and insurance coverage with your bid. Are we required to submit a copy of our insurance naming the city of Waco, with this proposal? Or would a specimen suffice until contract award? A: A copy of your insurance naming the City of Waco as an additional insured will not be required with your bid submittal. It will be required upon award of a contract with the City of Waco.

3 Q: In regards to: Security officer must be visibly uniformed as a security officer on every patrol. Does the City have a preference on uniforms i.e. police style? A: No preference. Police style is fine. Whatever is worn must look professional and be obvious that it is a security officer from the appearance of their uniform. Q: In regards to: Security officer must be equipped with a radio or equipment functioning like a radio (for sending & receiving information directly with security company s dispatch); and must also be equipped with a cell phone for contacting 911 in case of emergencies. Just clarification on how many patrols will be out nightly, so as to give an accurate bid. A: 2 patrols a night on Sunday, Monday, Tuesday, and Wednesday. 3 patrols a night on Thursday, Friday, and Saturday. 17 nightly patrols every week. Q: In regards to: Total Cost of Monthly Service Please clarify this question; States total monthly cost, according to the specification there will be two prices listed due to the shortened hours during April to September (10pm to 5am), and October to March (8pm to 5am). Which monthly price should we list? A: The amount of time it takes to complete 1 patrol route through the PID should be approximately the same (driving each street & alley once, plus contacting the 30 electronic checkpoints). It is not expected that the patrol will be present during the entire timeframe each night (10 pm to 5 am, or 8 pm to 5 am). Therefore, it is assumed that monthly patrol costs should be about the same since each week will contain the same number of patrols. You are welcome to submit your costs broken down by the different nights (i.e. $xx per night for Sunday Wednesday; and $xx per night for Thursday Saturday) if you prefer. Q: Who's the current vendor and what is the current billed rate per month? A: Texas Star Security, Inc. $ per month. Q: Is there a specific number of patrol vehicles, bikes and segways that will be required for the project? A: No. The company must have a sufficient number of patrol vehicles such that service will not be interrupted. Q: What's the total number of patrol hours per day/night? A: 2 hours per day of foot patrol April 1 thru August patrol routes per night on Sunday, Monday, Tuesday & Wednesday. 3 patrol routes per night on Thursday, Friday, & Saturday. The total number of hours patrolling will depend on the amount of time it takes to drive each street & alley plus contact each of the 30 electronic checkpoints.

4 Q: How many radios and cell phones will be required, and would the vendor be required to provide similar radios to the PID staff, if so how many? A: However many are needed to communicate effectively. There is no requirement to communicate with PID staff when on patrol. Should an emergency arise, security personnel should contact Waco Police via 911 or non-emergency dispatch via Q: The specification requires daily and nightly patrols and defines the nightly patrol hours as 8:00 PM to 5:00 AM from October to March and 10:00 PM to 5:00 AM from April to September. What are the hours of coverage for the daily foot, bicycle, scooter, or Segway patrols? A: 2 hours per day. Between 4 p.m. sunset. At varied times every day. Q: Page 23 requires a monthly pricing format. The Scope of Service hours are not clearly defined, the patrol equipment varies from marked Patrol Vehicles, bicycles, scooters, and or Segways. Since the hours of coverage vary throughout the year would any consideration be made to have a new pricing format with hourly all inclusive rates for the day and night patrol Officers? A: We will consider any bids submitted. The pricing format can fit what works best for your company. However, please attempt to provide a monthly cost format so that cost comparisons can be made between bidders. It is assumed that months when the foot patrol is provided will have a different costs than months without it. Q.
