2 1 Support provided by Nagoya city 1. Outline of support Dispatched officials to Rikuzentakata city to restore administrative functions March 16 March 19 April 22 Established the Nagoya city Disaster Area Support Headquarters Advance team collected information First support team dispatched Up to now, a total of around 110 officials working on 23 different operations have been dispatched (figures are as of October 31 and exclude officials at the local liaison office) Currently around 30 officials are working in the Rikuzentakata city (around half of these officials have been there for an extended period.)
3 Information on activities can be found on the Rikuzentakata city Report page of the official Nagoya city web site. I write reports on ICT related issues as the person responsible for the city hall s LAN.
4 2. ICT related support Period of work: since April 22 Number of officials sent: 2 (through September 30, took turns spending time there with one person almost always there. Since then, a person has been dispatched when necessary.) Along with one official sent from Hachimantai city, Iwate, the two officials provided support for restoring and operating the network and computer system. Officials from Nagoya city network, PCs, and servers (ICT infrastructure) Officials from Hachimantai city operations related systems
5 2 Rikuzentakata city conditions and issues 1. Conditions in Rikuzentakata city (when the first support team was dispatched) Operations were being conducted in the temporary city hall, a prefab building. The provisional city halls were being built, but work on the server room had not yet begun. Temporary city hall First building of the provisional city hall (under construction)
6 After the earthquake, the city lacked a person responsible for ICT. There was an insufficient number of computers. There was insufficient power. (restricted use of computers and printers.) Temporary networks used to connect network printers. Individuals accessed the Internet using their mobile phones. (only the School Meal Preparation Center had access through communication satellite link.) The residents information system and financial accounting system were temporarily restored and operated using a temporary server (the groupware and file servers have not been restored.) The city lacked people, space, electricity, equipment, and communication lines.

Support issues [Before restoring systems] Improving the environment for ICT in the temporary city hall and provisional city hall Securing computers (a total of around 300) Support included the donation of many computers from various organizations including ISN. Secured the necessary number of computers Included many computers that could not be used at the city hall as received for various reasons such as being for home use or having incompatible software versions Difficult in setting up the computers since there were numerous different computer models and setup disks were missing. It was necessary to secure licenses and to set up the computers. Securing access to the Internet
8 Coordinating with sections in the city hall and vendors to restore operations related systems Handling inquiries regarding ICT [After restoring the system] Rebuilding the city hall s LAN connecting the city hall and branch bodies (fire department, day care centers, schools, etc.) Creating an environment to operate and manage computers Improve security Make it easy for the person responsible for ICT after support ended to operate the system

11 Coordinated with ISN regarding the provision of computers July Received 90 computers from ISN Provided Internet access through a provisional network at the provisional city hall (this was a temporary measure that was used until the city hall s LAN was restored and that made use of a communication satellite link that was used at the temporary city hall.) Antenna located in front of the No. 1 building of the provision city hall
12 Switched over the network when the city hall s LAN was restored (all computers were reset). Equipment being carried in (the server room and No. 3 building of the city hall are located in the background.) UPS in the server room Racks in the server room
13 Created a domain (active directory) environment (through August) (built the environment to run and manage personal computers) Reconnected to LGWAN (reconnected to the basic residents register network in August) August Rebuilt the city hall s LAN connecting the provisional city hall to the School Meal Preparation Center and to the fire department Starting in September Rebuilt the city hall s LAN connecting the provisional city hall to day care centers and to schools
14 Other activities Created an environment to make use of ICT at accommodations where dispatched officials were staying and local office (Surisawa, Daito-cho, Ichinoseki city) Internet access at accommodations Local office s connection to city hall s LAN in Nagoya city. 15 4 Nagoya city s View of a Disaster-stricken Local Government s ICT 1. Scale Few people responsible for ICT A lot of work goes into rebuilding the environment to make use of ICT if a city hall is hit by a disaster One system one server Possible to operate the system on a provisional server even if there is no place for electricity Difficult for Nagoya city, which requires several racks of equipment for a single system Temporary server at the provisional city hall used for the residents information system
16 Stand-alone system provisionally restored Possible to operate on a temporary server with no communication lines since there were no branch offices Necessary to secure communication lines if there is a data center and facilities such as ward offices and branch offices, like Nagoya city has (This is a major difference between Nagoya city and Rikuzentakata city.)
17 2. Backups Method for storing backups It is not enough to store backups in the server room Nagoya city moves the medium used for backups to a remote site once a month and stores it there. (Is that enough?) Frequency of backing up at remote storage site Rikuzentakata city able to restore residents information system data from damaged disks Pre-March 11 data used for systems that could not be restored using data from damaged disks Difficult to compensate for missing data Backup data for the previous month not very useful
18 Effective methods for backing up data Back up data at a site other than the city hall (risk of damage to the city hall) Do this in as close to real time as possible (time necessary to restore data) This can be effectively done using a network. Backing up data at another city building using the network Spread the risk of damage to city hall Inexpensive since it uses the existing city hall s LAN Necessary to have an environment to restore the system, including equipment, electricity, and a location
19 Using cloud computing System is not impacted even if city hall is damaged. Using the cloud as storage for backup Necessary to have an environment to restore the system, including equipment, electricity, and a location. Run the system on a cloud (local government s cloud) Communication lines are necessary Rikuzentakata city lacked communication lines. Issues of cost and data transfer rate Nagoya city s core network is an independent optical fiber network with a data transfer rate of at least 1 Gbps, and there is a large volume of data.
20 3. In conclusion It is necessary to efficiently restore not only operations related systems but also the overall environment to make use of ICT Secure backup data Secure an environment to operate the system Secure communication lines if using the cloud
