4 The change new Data Provision Requirements Previous standard Both applicants seeking initial registration under the Act, and National VET Regulator registered training organisations, must have a student records management system that has the capacity to provide the National VET Regulator with AVETMISS compliant data. Amendment National VET Regulator registered training organisation must: (a) obtain full AVETMISS data according to the requirements, and subject to any applicable exemption, provided under the National VET Provider Collection Data Requirements Policy; (b) submit data compliant with AVETMISS according to the requirements, and subject to any applicable exemption, provided under the National VET Provider Collection Data Requirements Policy; and (c) comply with any other data provision requirements set out in the National VET Provider Collection Data Requirements Policy.

7 About AVETMISS AVETMISS = the Australian VET Management Information Statistical Standard It is a national data standard that ensures consistent and accurate capture of VET information It collects information on students who they are, where they study, and what they study NCVER Client services: AVETMISS FAQs: Validation software:

9 Transition Arrangements 12 Month Grace Period An additional 12 months can be made available for an RTO to prepare their systems and processes to meet the new requirements Who does it apply to? Any RTO that does not have legislative or contractual AVETMISS reporting obligations How is it accessed? Any RTO wanting to take advantage of the grace period must submit a notification form to their regulator. All notification forms must be submitted by 31 December tvaexemption@asqa.gov.au or call
10 Transition Arrangements Financial transition assistance Grants of $1000 are to be made available to RTOs that have not previously reported into the national collections Who does it apply to? How is it accessed? Newly reporting RTOs who did not appear in the 2012 NCVER data collections, and intend to train people in 2014 Eligible RTOs would have received written correspondence with regards to the grants eligibility process as well as instructions on how to access the funding. 11 Full exemptions National security, border protection and policing issues Exemption from reporting data where reporting: Would conflict with Defence or national security legislation; and/or Could jeopardise the security and safety of defence, border protection, customs, national security or police personnel. Who does it apply to? How is it accessed? Organisations such as the Department of Defence and Australian police departments. Note not a blanket exemption for all training by that RTO. RTOs wanting to take advantage of this exemption must consult with their regulator, including the reason for the exemption and the extent of the exemption sought.
12 Full exemptions Provision of emergency, fire, rescue or first-aid services to the Australian community Where AVETMISS reporting would affect an organisation s ability to deliver vital community services to the Australian community, that RTO may access a full or partial exemption from these reporting requirements. Who does it apply to? How is it accessed? Organisations that are RTOs in order to deliver vital emergency, fire, first-aid, rescue and like services to the Australian community. E.g. rural fire brigades and state emergency services. RTOs wanting to take advantage of this exemption must notify their regulator, demonstrating how reporting would affect the organisation s ability to deliver their vital services to the community
13 Partial exemptions Enterprise RTOs certain training The amount of demographic information that an enterprise RTO must ask from existing staff/employees undertaking internal accredited training is reduced. Who does it apply to? The partial exemption applies to training undertaken by existing staff/volunteers How is it accessed? Enterprise RTOs do not need to take any particular steps to take advantage of this partial exemption from reporting.
14 Partial exemptions Short stand-alone units and modules The amount of demographic information that an RTO must ask from students/clients undertaking accredited training is reduced where the training being delivered is a short, stand-alone unit or module. Please refer to NATESE to ensure that the training you are delivering meets the requirement of a short, stand alone unit or module. Who does it apply to? How is it accessed? The partial exemption applies to short units and modules as listed in the Appendix to the Policy, that are delivered on a stand-alone basis. RTOs do not need to take any particular steps to take advantage of this partial exemption from reporting.
15 Ongoing Obligations Contractual and legislative reporting requirements Where an RTO has reporting requirements due to contractual or legislative obligations, these will continue. These requirements generally exist in relation to government funding arrangements for the delivery of training. Quality Indicator reports to regulators There are currently three quality indicators that RTOs must report against to their regulators: Learner engagement; Employer satisfaction; and Competency Completions. After the implementation of TVA, where an RTO reports full or partial AVETMISS data for all of their nationally recognised training, the Competency Completions reporting will be automatically fulfilled and no further action will be required from the RTO.
16 NSW Reporting Requirements RTOs who have a NSW Approved Providers List (APL) Contract must ensure they meet their contractual reporting obligations.
