1 Dear Sir/Madam, Subject: Request for Proposals for Web and Graphic Design Services: Project no Scaling Up Nutrition. Ref : RFP DG 1. The United Nations Office for Project Services (UNOPS) is seeking qualified offers for the above-mentioned services. Your company is kindly invited to submit your best technical and financial offer for the requested services. Your proposal could form the basis for a contract between your firm/institution and the United Nations Office for Project Services (UNOPS). 2. To enable you to submit a proposal, please find enclosed: a) Annex I: Terms of Reference (TOR), containing a description of UNOPS requirements for which these services are being sought; b) Annex II: Proposal Submission Form, to be completed and returned with your proposal; and c) Annex III: A draft of the form of contract under which the services would be performed, including a link to the "General Conditions for UNOPS Contracts for Professional Services". This letter is not to be construed in any way as an offer to contract with your firm/institution. Manner of Submission 3. Your proposal shall be prepared in the English language. 4. Your proposal shall comprise the following documents: a) Proposal Submission Form; b) Technical Component; and c) Price Component. 5. Submission Option 1(hard copy to UNOPS Office in New York):Option 1: Your proposal shall be prepared in duplicate with one marked "Original" and the other marked "Copy". In the event of any discrepancy between them, the original shall govern. The proposal shall be sealed in one outer and two inner envelopes, as detailed below. 2 Both inside envelopes shall indicate your firm's name and address. The first inner envelope shall be marked "Technical Proposal" and contain the Proposal Submission Form and Technical Component of your proposal. The second inner envelope shall be marked "Price Proposal" and include your financial cover letter (paragraph 15, below) and Price Component. 6. Proposals must be received by UNOPS at the above address on or before 28 November 2013, at 10:00 am, New York time. Any proposal received after this date may be rejected. UNOPS may, at its discretion, extend the deadline for the submission of proposals, by notifying all prospective proposers in writing. The extension of the deadline may accompany a modification of the solicitation documents prepared by UNOPS at its own initiative or in response to a clarification requested by a prospective proposer. 7. You are requested to hold your proposal valid for 90 days from the deadline for submission. UNOPS will make its best effort to select a firm/institution within this period. 8. Assuming that a contract can be satisfactorily concluded by last week of November 2013, the assignment is expected to commence upon conculsing the contract as early as December If you consider that your firm/institution does not have all the expertise for the assignment, there is no objection to your firm/institution associating with another firm/institution, particularly from a developing country, to enable a full range of expertise to be proposed. UNOPS strongly encourages association with a local firm/institution in the country of assignment. However, any invited firm/institution may not participate in more than one consolidated proposal. Similarly, a local firm/institution may associate with only one invited firm/institution that is making a proposal. Any consulting, manufacturing or construction firm/institution with which you might be associated may not be eligible to participate in proposing/bidding for any services, goods or works which may result from or be associated with the project of which this assignment forms a part. 10. Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable nor can it be included as a direct cost of the assignment. 11. 3 Technical Component Content of Proposal 14. The technical component of your proposal should be concisely presented and structured in the following order to include, but not necessarily be limited to, the following information: a) Description of the Firm and the Firm's Qualifications A brief description of your firm/institution and an outline of recent experience on projects of a similar nature, including experience in the country and language concerned. You should also provide information that will facilitate our evaluation of your firm/institution's substantive reliability and financial and managerial capacity to provide the services. b) Understanding of the Requirements for Services, including Assumptions Include any assumptions as well as comments on the data, support services and facilities to be provided by the SUN Movement Secretariat as indicated in the TOR, or as you may otherwise believe to be necessary. c) Proposed Approach, Methodology, Timing and Outputs Any comments or suggestions on the TOR, as well as your detailed description of the manner in which your firm/institution would respond to the TOR. You should include the number of person-months in each specialization that you consider necessary to carry out all work required. d) Proposed Team Structure The composition of the team which you would propose to provide in the country of assignment and/or at the home office, and the work tasks (including supervisory) which would be assigned to each. An organogram illustrating the reporting lines, together with a description of such organization of the team structure, should support your proposal. e) Proposed Project Team Members The curriculum vitae of the senior professional members of the team. f) Confirmation on agreeability to working hours being in line with Central European Time. Price Component 15. Your separate price component must contain an overall quotation in a single currency, which may be either in US Dollars or in any convertible currency. If you opt for the latter, and for evaluation purposes only, your proposal will be converted into US dollars using the United Nations rate of exchange in effect on the date submissions are due. 16. The price component shall have a cover letter wherein your firm/institution's authorized representative affirms the following: a) a summary of the price; and b) the period of its validity. In preparing your proposal, please note carefully from Annex III the various contract provisions regarding UNOPS policies on limitations on advance payments, retention, performance bonds, etc. Page 3

In addition, the price component must cover all the services to be provided and must itemize the following: a) An all-inclusive rate per person-day (including honorarium and living expenses) for each team member to be assigned to the mission in the field and a rate for his/her work at the home office, if any. b) Other costs, if any (indicating nature and breakdown). c) Summary of total cost for the services proposed. [N.B.: The remuneration received by your firm/institution and persons performing services for your firm/institution (other than nationals of the host country) normally will not be subject to tax liability in the host country]. d) A proposed schedule of payments, all of which must be expressed and will be effected in the currency of the proposal. 18. You should also indicate any comments or reservations to the draft form contract. Payment Provisions 19. UNOPS' general policy is to pay for the performance of contractual services rendered or to effect payment upon the achievement of specific milestones described in the contract. Please refer to section 3.4 of the Model Contract for Services that is enclosed as Annex III. 20. Please note that UNOPS' policy is not to grant advance payments except in unusual situations where the potential contractor/tenderer, whether a private firm, NGO or a government or other entity, specifies in the proposal that there are special circumstances warranting an advance payment. UNOPS, at its discretion, may however determine that such payment is not warranted or determine the conditions under which such payment would be made. 21. Any request for an advance payment is to be justified and documented and must be submitted with the financial proposal. This justification shall explain the need for the advance payment, itemize the amount requested and provide a time-schedule for utilization of said amount. In addition, you must submit documentation regarding your financial status - e.g. audited financial statements at 31 December of the previous year and include this documentation with your financial proposal; further information may be requested by UNOPS. Evaluation of Proposals 22. A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical component being completed prior to any price component being opened and compared. The Price Component will be opened only for those firms/institutions whose Technical Component meets the requirements for the assignment. The total number of points which a firm/institution may obtain for both components is 120 points. 23. The technical component, which has a total possible value of [100] points, will be evaluated using the following criteria: a) The firm/institution's general reliability as well as experience and capacity in the specific field of the assignment - 25 points as follows: Page 4
5 i)reputation /credibility and reliability of the firm 5 points; ii)financial stability ( 5 points) iii)quality assurance procedures (5 points) ; iv)experience on similar projects and deliverables ( 5 points) and v) Project management controls (5 points) b) The approach in responding to the TOR and the detailed work plan (50 points)including i. To what degree does the Proposer understand the SUN context and goals, its audience and proposed approach in Web needs including meeting deadlines (15 points); ii. To what degree does the Proposer understand the SUN context and goals, its audience and proposed approach in Graphic Design needs including meeting deadlines-(15 points) iii. iv. Maintenance- After hour Services (10 points) Ability to work on Central European Time from 9 a.m. to 6 p.m. as normal business hours (10 points) c) The qualifications and competence of the personnel proposed for the assignment for a total of (25 points). The personnel will be rated in accordance with: 24. i. Their qualifications including specialised knowledge and skills (Web Development and Graphic Design ( 5 points); ii. Suitability for the assignment (10 points); and iii. their language qualification (5 points). iv. Proven ability to work with international organizations, in multicultural context and under tight deadline (5 points) a) The Price Component of any proposal will only be evaluated if the Technical Component of that proposal achieves a minimum of 70 points. Proposals failing to obtain this minimum threshold will not be eligible for further consideration. b) The maximum number of points for the Price Component is 20 points. This maximum number of points will be allocated to the lowest price proposal. All other price proposals will receive points in inverse proportion according to the following formula: Points for the Price Component of a proposal being evaluated = [Maximum number of points for the Price Component] x [Lowest price] [Price of proposal being evaluated] 25. Please note that the UNOPS is not bound to select any of the firms/institutions submitting proposals. Furthermore, since a contract will be awarded in respect of the proposal which is considered most responsive to the needs of the project concerned, due consideration being given to UNOPS's general principles, including economy and efficiency, UNOPS does not bind itself in any way to select the firm/institution offering the lowest price. 26. Negotiations: UNOPS may enter into negotiations with the Offerors whose offers remain within competitive range of compliant offers. Such negotiations do not constitute an award of contract. Page 5

7 ANNEX I: TERMS OF REFERENCES Type of Services:Web and Graphic Design Company for the SUN Movement Secretariat Duty station: Remote service delivery (with travel to HQ in Geneva upon request- Duration: 1 December December 2014 (3 months trial with possibility of extension) Background and Justification The Scaling Up Nutrition (SUN) Movement was established in It is a global movement, which unites governments, civil society, United Nations agencies, businesses and citizens in a worldwide effort to end malnutrition. There are now 42 countries from Africa, Asia and Latin America and the Indian State of Maharashtra participating in the SUN Movement. The SUN Movement Secretariat (SMS) is based in Geneva and is composed of a small team of nine policy advisors led by a Coordinator and managed by his Chief of Staff. The SMS facilitates and supports the efforts of SUN country governments along with the 27 member Lead Group and four support SUN Networks (Business, United Nations, Civil Society and Donor), to scale up nutrition and reduce high rates of malnutrition. The SUN Movement website ( which uses WordPress 3.6 content management system, supports the main communication goals of the SMS: 1. Foster greater understanding of the SUN Movement 2. Facilitate communication, learning and engagement across the Movement 3. Empower stakeholder advocacy and communications 4. Amplify SUN Movement Progress The SMS has benefited from the services of a private communication company who has built and currently maintains a sophisticated website. This company has also developed several key communication materials to advance the visibility and understanding of the SUN Movement. The website and key SUN materials are translated into three languages: English, French and Spanish. Rather than using a translation software service, the web content is translated by a third party company and uploaded to the SUN Movement website by the private communication company. As the Movement continues to grow with 42 countries and thousands of groups from across the world now participating, it is critical to meet the increased requirements for communication, information sharing and learning. The SUN website is the central communication tool of the SUN Movement and is expanding in line with the growth of the SUN Movement. The SMS is looking for a Web and Graphic Design Company to maintain, expand and improve its website and communication materials. Development objective The Web and Graphic Design Company will contribute to the maintenance, continuous development and improvement of the design, accessibility and interactive nature of the SUN Movement website as well as to communication materials and resources produced by the SUN Movement Secretariat. The Web and Graphic Design Company will ensure that SUN Movement website and communication materials reflect the continuous evolution of the Movement, follow a coherent, interactive style and identity, provide the best possible access to SUN Movement stakeholders and contribute to the overall communication goals of the SMS. The primary language used for the SUN Movement website is English but the entire site is translated into Spanish and French. In addition, key material is being translated into Russian, Arabic and Portuguese. As the Movement continues to grow, translation requirements are likely to increase in both volume and number of languages. The SUN Movement Secretariat (SMS) will work directly with third party translations companies and providing translated content directly to the Web and Graphic Design company. The Web and Graphic Design Company will be responsible for ensuring that all translated web content, materials and graphics are quickly, accurately and efficiently formatted and uploaded to the site in all required languages. 8 Working Relationships The SMS has some training in working in WordPress and is able to modify and upload content to the website on a limited basis. The majority of content uploading, all design work and technical aspects of site management will be the responsibility of the Web and Graphic Design Company. The Web and Graphic Design Company will be expected to work closely with a designated key contact within the SMS as well as with all members of the SMS as required under the overall supervision of the SUN Movement Coordinator. As instructed and guided by the SMS key contact, and under the overall supervision by the SUN Movement Coordinator, the Web and Graphic Design Company may also need to build working relationships with key contacts in SUN countries, the SUN Networks and third party actors including the translation company if appropriate and required. While the services can be provided remotely, travel for face-to-face meetings with SMS staff at their office in Geneva will be required at the commencement of the contract, on a quarterly basis and as required. Regular teleconference calls with the SMS designated key contact will also be expected on a weekly basis on average, to identify priority needs and tasks. In addition, the SMS will send ad hoc requests for uploading or changing content on the site, if needed and/or urgent. It is expected that a dedicated focal point in the Web and Graphic Design Company will act as the main liaison and commit to fully understand the complex and quickly-changing environment in which the SUN Movement exists whilst also ensuring others are capable of maintaining the service in their absence and as required to deliver the required services. As the SMS needs to react quickly and efficiently to the communications needs of the Movement, it is expected that the Web and Graphic Design Company will be able to deliver services (i.e. uploading of content, modifications to the website and development of materials) with speed and accuracy as defined by the complexity of the request and as agreed with the SMS. While the SMS does not expect 24 x 7 support on a routine basis, the selected Web and Graphic Design Company will be requested to provide technical support outside of standard working hours/ during a weekend in the case of interruption of web services or urgent needs for sharing information via the website or creating new communication materials. Immediate objective(s): Below is a list of the expected activities and services to be delivered by the Web and Graphic Design Company. Unless specified, it is expected that these activities and services will be carried out and delivered on an ongoing basis. Website Specific actions involving the website include: 1. Oversee migration of the domain name (scalingupnutrition.org) and hosting data within the first week of contract. a. Ensure successful migration of domain name and hosting data at the end of the contract 2. Maintain dynamic and up-to-date website a) Regular uploading of new content (particularly of translated content) within the web content management system (CMS), working closely with the SMS as well as the translation company b) Continuous review and modification of website for accuracy, accessibility and precision, using own initiative where appropriate and necessary 3. Provide cost-effective solutions for SUN website expansion, accessibility and sustainability a) Liaise with relevant SMS team members and partners to understand users' needs and identify corresponding user interface requirements and functionalities. b) Create clear visual indications and demonstrations to propose options for new web pages and design features of the website c) Develop corresponding user interface components (web templates, style sheets, scripts, images, etc.) as needed. 9 d) Develop guidelines for consistent web design and publishing on the SUN Movement website, in collaboration with relevant SMS team members, taking into account existing approaches and principles as well as best practices with a first draft prepared by 1 st April e) Maintain an inventory of deliverables, and always deliver all source elements to allow the SMS to maintain them. f) Monitor performance and results as well as identify and evaluate improvement options through a monthly analytics report; g) Maintain links with other key information platforms/websites including but not limited to: WHO Global Database on the Implementation of Nutrition Actions (GINA) and Nutrition Landscape Information System (NLIS) as well as FAOSTAT. h) Protect site by designing and installing security precautions and performing regular back-ups. i) If necessary, create and support SUN networks to maintain private password protected webpages that can be used for sharing of information and interactive discussions j) If required, train other staff or key partners to routinely modify pre-agreed sections of the website k) Ensure optimization of website for mobile use. l) Carry out other relevant web-related tasks as requested. 4. Ensure seamless integration of external digital platforms within the SUN Movement website a. Work closely with the SMS and relevant third parties supporting knowledge management and learning to ensure that a separate virtual learning community which will act as a digital space for the exchange of information and knowledge, document sharing and reviewing, on-line discussions, blogs, webinars and hosting of multi-media materials is clearly and coherently integrated into the SUN Movement website by February b. As required, ensure that other sites or virtual platforms are adequately linked to or incorporated within the SUN Movement website. 5. Support for SUN Movement social media channels a. As required, offer technical support for the integration, expansion and maintenance of social media tools Graphic Design and Identity Building Specific actions for graphic design and identity building include: 1. Review and enhance graphic guidelines, in line with overall SUN Movement visibility requirements and as agreed by the SMS (modification of existing style guide if needed and completed by April 2014); 2. Deliver creative and innovative ideas to graphically represent the SUN Movement and related issues for print, web and interactive presentations and materials; 3. Working with the SMS, liaise with key partners to establish a comprehensive photo-library for use on SUN Movement website and materials by 1 st May 2014; 4. Lead the design and lay-out process of reports, presentations, factsheets, infographics and other materials for printing, electronic distribution and live delivery (in line with the current SUN Movement visual identity and style guide; and when complete, the graphic guidelines); 5. Lay out weekly, monthly and other recurrent reports and materials in close cooperation with the author/project manager. Qualifications and Experience The Web and Graphic Design Company should demonstrate their qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment. Service providers should provide a portfolio containing examples of their achievements. Technical Skills and Expertise Solid understanding of the concepts of user experience, user interface design principles and conceptual design. Page 9
10 Proven track record in web programming, script installation, and proven knowledge of industrystandard design tools such HTML, Dreamweaver software, Fireworks, Illustrator, Flash 5, Adobe PhotoShop, Paintshop, JavaScript, FrontPage, and expert knowledge in choosing and using the appropriate CMS (i.e. expert knowledge of Drupal, Joomla, and WordPress etc.). Eye for design and attention to details are essential. Extensive experience in dealing with UN system and agencies as well as multi-stakeholder platforms will be a strong advantage. Must be experienced in communicating across groups through web-based platforms. Excellent organizational skills. Excellent capability to meet tight deadlines. Fluency in English language is essential (excellent communication and writing skills in English). Knowledge of another official UN official languages (especially French and Spanish) would be a tremendous asset. Budget and Funding Services agreed under this TOR are outlined below. SMS has agreed that the activities included in this TOR, as detailed in the schedule below, are critical. The Web and Graphic Design Company is requested to provide the hourly fee for each activity. The Web and Graphic Design Company should also provide the rate for after business hours support. It is not possible to reallocate any of the budget set out below to activities that have not been outlined in this TOR without prior consent from SMS. The Web and Graphic Design Company will bill for personnel hours and expenses related to the Scope of Work, with total fees not to exceed the budget indicated in the contract. The Web and Graphic Design Company will bill the client on a monthly basis for fees and expenses incurred during the given period. Timeframe The TOR shall cover the period starting on 1 December 2013 with three months trial and with the possibility of extensions based on performance and availability of funds (until 31 December 2015) Monitoring and Evaluation During the duration of this collaboration agreement, the Web and Graphic Design Company will provide progress on the delivery of services (including any variation to the agreed schedule), as reasonably necessary on a monthly basis. Work closely with the SMS and relevant third parties supporting knowledge management and learning to ensure that a separate virtual learning community which will act as a digital space for the exchange of information and knowledge, document sharing and reviewing, online discussions, blogs, webinars and hosting of multi-media materials is clearly and coherently integrated into the SUN Movement website by February b. As required, ensure that other sites or virtual platforms are adequately linked to or incorporated within the SUN Movement website. 10. Support for SUN Movement social media channels a.
