2 Purpose The purpose of this presentation is to provide an update on the Small Business & Local Preference (SBLP) Program and to obtain approval to continue it as part of the simplified acquisitions process 2

3 SBLP Program - Background Authorized by Board in May 2003, began in September 2003 Two-year trial period Non-federally funded actions of $100,000 or less Requires eligible vendors to self certify to this criteria: Small business as defined by the Small Business Administration (SBA); and Local defined as within the District of Columbia, State of Maryland or Commonwealth of Virginia Requires buyers to obtain quotes from small and local businesses (both small and large) before seeking quotes outside of the local area, wherever possible. Small and local businesses receive 5% preference versus pricing from large companies. 3

6 SBLP Program Activities Continued to implement the SBLP Program Marketing Plan Held Vendor Fair in October 2004 Participated in jurisdictional events Partnered with jurisdictional governments and non-profits for additional events Met with local Chambers of Commerce and Economic Development Centers Met and coordinated efforts with the Maryland, DC and Virginia Departs of Small Business Administration Provided direct vendor registration assistance Transferred the Disadvantaged Business Enterprise (DBE) Branch under the office of Procurement & Materiel 6

7 SBLP Program - Future Initiatives Implementing new technology and developing and testing reporting capability Developing a working relationship with the United States Department of Transportation Office of Small and Disadvantaged Business Utilization (OSDBU) to develop training programs and vendor outreach opportunities Partnering with the local chapter of the Conference of Minority Transportation Officials (COMTO) to organize our Fall Vendor Fair to assist vendors in improving themselves to become more marketable 7

8 SBLP - Future Initiatives, con t Revising our Doing Business with WMATA vendor information package Continuing to attend vendor fairs in the transit zones Updating our Vendor Directory Information on the WMATA Internet Partnering with COMTO and APTA to create a national database of DBEs for the purpose of networking, sharing ideas, developing best practices, addressing issues that impact them as businesses and eventually developing an E-Lert to notify vendors of business opportunities at home and in other states 8

9 SBLP - Future Initiatives, con t Developing a program to identify and qualify vendors to provide transit specific parts - Spring Vendor Fair Working on plans to significantly increase our outreach efforts to the local small business community to become qualified suppliers under the WMATA Qualified Products List (QPL) Program Increasing technical assistance to our vendors Developing mentor-protégé programs 9

10 SBLP - Recommendation That the Administration Committee approve and recommend to the Board of Directors that the Office of Procurement & Materiels (PRMT) continue the Small Business and Local Preference Program and incorporate it as a part of its simplified acquisitions activities 10
