1 The World Bank s Water Anchor seeks to recruit a short-term consultant or consultants for two assignments: 1. Content Management/SharePoint Assignment The assignment is to design and build a SharePoint library (or libraries) of documents and other files related to the subject of rural water supply private operators, for internal use by World Bank Group staff. The assignment also includes training staff in the World Bank s Water Anchor (TWIWA) on how to maintain, add to, and use the library. Background In , the World Bank s Water Anchor received funding from the Water Partnership Program to undertake a desk review of the experience with private operators and rural water supplies. 1 The documents used in this desk review are listed as references in Elizabeth L. Kleemeier, 2010, Private Operators and Rural Water Supplies: A Desk Review of Experience, Water Anchor, November, Washington D.C.: World Bank. 2 The Water Anchor would like to make these documents, and related materials on the same subject, easily available to World Bank Group staff for internal use in their work. Creating this access will involve verifying the copyright permissions to make these documents available, designing a SharePoint library (or libraries) with links to the documents, tagging the documents, identifying additional documents and materials on the same subject for entry into the library, and training Water Anchor staff in use of the database. The Bank presently uses SharePoint 2007, with migration to SharePoint 2010 planned soon. Deliverables 1. A SharePoint library (or libraries) of documents and related materials on Rural Private Operators. 2. Three persons in the Water Anchor trained to enter documents and materials in this library, and to use its various functionalities. 3. A short written protocol describing the basic features of the library, and how to add materials to the library. Scope of Work 1. Review documents and other materials that intended to be entered in RPO library. This includes the references in Kleemeier 2010, and references from other recent Bank documents and databases on the same subject or similar subjects. 1 The Water Anchor (TWIWA) is in the Transport, Water, and ICT Department, Sustainable Development Network Vice-Presidential Unit, World Bank. 2 2. Review how other units, for instance Transport and SDV, have structured their SharePoint document libraries. Meet with the Bank s SharePoint Team to discuss best practices. 3. Seek the necessary permissions to enter documents into RPO library. Design a protocol so that these permissions are properly archived, and easily retrieved should questions about copyright arise. (Contact the copyright lawyer and copyright librarian as necessary.) Attach to the library and documents any necessary disclaimers about copyrights. 4. Discuss and agree with Bank metadata team about how Teragram, the Bank s metadata software, will be used to tag the documents for the RPO library. Agree with Water Anchor Rural Water Supply Specialist on additional subject matter tags. 5. Design the RPO library (or libraries). Redesign the rural water supplies sub-site so as to make the library easily accessible, and optimize its interface with other resources on that space. 6. Upload all entries, documents, links, etc. into the RPO library. Train and work with the support person who will assist with entry work. 7. Train three Water Anchor staff in how to use the library. Write a short protocol describing the basic features of the library, and how to add materials to the library. Qualifications Masters degree in Library Sciences or related field In-depth knowledge of SharePoint. Knowledge of Jive and EndNote an advantage. At least 5-7 years experience in digital content and records management. Extensive experience with using SharePoint for document management, and creating libraries for this purpose. Previous World Bank experience is an advantage, but not a requirement. Input: 240 hours (equivalent to 30 working days) over the period from approximately mid- November to end February. 2. SharePoint Assignment The consultant will assist the World Bank s Water Anchor (TWIWA) to conceptualize, create, and begin to populate a set of SharePoint sites and sub-sites with libraries, calendars, lists, etc., appropriate to the information which the Water Anchor will manage over the next 24 months, and decide the types of information that the Water Anchor should make available through SharePoint, and make plans for how to collect, process, and retrieve this information
3 Background The Water Anchor is one of more than twenty sector anchor units in the World Bank. The Water Anchor (TWIWA) is in the Transport, Water, and ICT Department (TWI), Sustainable Development Network Vice-Presidential Unit, World Bank. A number of anchors have established SharePoint sites in order to make information (mostly documents, web site links, and training videos) more readily available to their respective sector specialists, located in units throughout the World Bank. For example, the Transport and SDV Anchors have established excellent SharePoint sites. These SharePoint sites are for the Bank s internal use only. The Water Anchor would like to follow suit. It has already created a set of SharePoint sites, with a few document libraries, and calendars. The exercise of setting up these sites and libraries immediately raised questions that the unit staff are ill-equipped to answer. For example: should all documents be entered in a central database, or in separate databases by topic? These are questions partly about how best to utilize SharePoint and partly about how best to manage information and knowledge. The exercise is further complicated because, the Water Anchor would like to expand the information services offered to the Bank s water specialists. Deliverables 1. A draft and final proposal for the SharePoint sites, libraries, calendars, and other databases that the Water Anchor should establish. The proposals should also include options for the graphic look of the sites. 2. A set of SharePoint sites, libraries, calendars, and other databases established, based on the above proposal. 3. A set of protocols defining how to collect, process, and retrieve the information for various databases. 4. Five Water Anchor staff trained and competent in how to apply the practices. Scope of Work 1. Review Transport and SDV Anchor, and askgov SharePoint sites. Discuss knowledge and information services with Transport and SDV Anchor knowledge staff, and askgov staff. 2. Review water groups on Scoop, the Bank s internal platform for social collaboration, to understand the type of information from these groups that should be available in SharePoint. 3. Review the external water web site, Image Bank, Learning Management System (LMS), and WB Docs, in order to understand how information on SharePoint relates to the Bank s other
4 information management systems. Hold discussions with staff knowledgeable about these systems, as necessary. 4. Discuss with selected Water Anchor staff the information and knowledge services which they are likely to offer over the next 24 months. These staff are grouped as follows: each Community of Practice; Water Portfolio; Water Partnership Program (WPP); Water Expert Facility (WET); Corporate Comments; Water HelpDesk; Learning Coordinator; Water Sector Board. 5. Present a proposal for the SharePoint sites, libraries, calendars, and other databases that the Water Anchor should establish. The proposal should comprise specific proposals for each of the above groups. 6. Revise the proposal based on comments received. 7. Present options for the graphic look of the various SharePoint sites. 8. Establish the SharePoint sites, libraries, calendars, and other databases, as agreed. 9. Draft a set of easily understood protocols defining how to collect, process, and retrieve the information for various databases. These protocols should function as training materials for the staff who will maintain and manage the SharePoint spaces. 10. Train at least five Water Anchor staff to a level of competency so they can maintain and manage the SharePoint spaces. Qualifications Masters degree in Library Sciences, Knowledge Management, IT, or related field In-depth knowledge of SharePoint. Knowledge of Jive an advantage. At least 5-7 years experience in similar work with corporate information management using SharePoint. Previous World Bank experience is an advantage, but by no means a requirement. Input: 320 hours (equivalent to 40 days) over the period from approximately mid-november to mid-april. Both consulting assignments Reporting: The consultants will report to the Knowledge Management task manager in the Water Anchor. Location: Although much of the work can be done from a home office, the consultants must be able available to come into the Water Anchor office in downtown Washington D.C. No travel
5 related costs will be paid. The Water Anchor will provide remote access to the World Bank s intranet system. Salary scale: According to years of relevant experience.
