1 Review of Goals and Objectives of NSF s Major Research Instrumentation (MRI) Program and of Strengths of Funded MRI Proposals and Weaknesses in Non-funded MRI Proposals QEM Follow-UP MRI Workshop at BWI November 15, 2013 Costello L. Brown
2 MRI Goals and Objectives Support the acquisition of major state-of-the-art instrumentation, thereby improving access to, and increased use of, modern research and research training instrumentation by a diverse workforce of scientists, engineers, and graduate and undergraduate students Foster the development of the next generation of instrumentation, resulting in new instruments that are more widely used, and/or open up new areas of research and research training;
3 MRI Goals and Objectives Enable academic departments, disciplinary and cross-disciplinary units, and multi-organization collaborations to create well-equipped research environments that integrate research with education Support the acquisition and development of instrumentation that contributes to, or takes advantage of, existing investments in cyberinfrastructure, while avoiding duplication of services already provisioned by NSF investments; Promote substantive and meaningful partnerships for instrument development between the academic and private sectors.
4 Strengths of Funded MRI Proposals 1. They make a substantial improvement in the institution's capabilities to conduct leading-edge research. 2. They provide research experiences for undergraduate students using leading edgefacilities. 3. They broaden the participation in science and engineering research by women, underrepresented minorities and persons with disabilities.
5 Strengths of Funded MRI Proposals 4. They demonstrate a shared use of the instrumentation for research and/or research training. (they describe the research of core users and how their research will benefit from the requested instrumentation) 5. They have a clearly articulated Management Plan and they describe sufficient infrastructure and technical expertise for the requested instrumentation. 6. They provide evidence of strong organizational commitment for operations and maintenance.
6 Weaknesses in Non-funded MRI Proposals No evidence that MRI solicitation was READ and followed (did not use Checklist)i.e. forgot to include Data Management Plan Vague, project not clearly defined with typos and grammar errors Budget is too high or too low No clear description of how students, particularly, minorities and students with disabilities, will receive research training on requested instrumentation. Core Users not identified
7 REFERENCES Old outdated references are a NO, NO! Need to ensure that most recent references are used. Only references that are relative to your proposal should be used. Too many references is just as bad as too few! Caution: The reference that is omitted may belong to a reviewer of your proposal!
8 Some Suggestions * A good proposal begins with a clear idea of the goals and objectives of the project. A good project begins with a sense of why it will be a significant improvement over current practice. The project summary is the first thing that reviewers and NSF staff read. It should be written clearly and concisely. In the space allotted, it should outline the problem, the objectives and the expected outcomes, project activities, and the audience to be addressed. *Julia V. 9 NSF Staff will also give Careful Consideration to the Following: 1. Integration of Research and Education NSF's goals is to foster integration of research and education through the programs, projects, and activities it supports at academic and research institutions. 2. Integrating Diversity into NSF Programs, Projects, and Activities Broadening opportunities and enabling the participation of all citizens -- women and men, underrepresented minorities, and persons with disabilities -- is essential to the health and vitality of science and engineering
10 Keep the Reviewer HAPPY! Happiness of the REVIEWER IS KEY Therefore, No tiny unreadable print to circumvent the page limitation, good English, proper spelling, clear tables and graphs. Good table of contents (make everything easy in your proposal for the reviewer to find).
