Founded in 2005 as a partnership between UHS, Lourdes hospital and other stakeholders Board of Directors represents founding stakeholders, physician practices, long-term care, payers, public health, rural health, and the patient community Has a patient centric view of clinical information informed by multiple sources Funded by NYSDOH and as part of the SHIN-NY, STHL acts as a public/private entity 3

26 Consent is Key in the HIE Patient Consent Options: Give Consent: Grants your healthcare providers access to your medical records through the STHL HIE. Access is granted at a legal entity level; however, only those physicians or clinicians with an established treatment relationship can access your STHL HIE records. Deny Consent: Prevents anyone from accessing your medical records through the STHL HIE - even in an emergency. Your physicians and clinicians would still have access to their internal records but would not be able to access any of your records through the STHL HIE. Undecided: Prevents anyone from accessing your medical records stored in the STHL HIE - except in an emergency. 26
27 What about Privacy and Security? STHL is designed to help protect patient privacy more effectively than paper records o Authorized users cannot see a patient s medical information unless the patient gives consent, except in a medical emergency Technical safeguards exceed industry standards o Access is need to know based on user s role o Level 2 Assurance (federal guidelines) on user authorization o Health information transactions are encrypted o Access is subject to HIPAA and HITECH regulations Patient information is protected by doctor-patient confidentiality, federal HIPAA regulations and NY state privacy rules STHL actively monitors HIE utilization o Periodic Audits o Access Reports 27
