4 Introduction In June 2001 in Oldenburg, - within the frames of a similar Intensive Programme of the ERASMUS/SOCRATES Project of the European Union - three participants: AG Geoökologie of the University Oldenburg/Germany Department of Geography of the University Bergen/Norway, and the Department of Landscape Protection and Environmental Geography of the University Debrecen/Hungary organised a successful seminar for the students concentrating on the historical development of the characteristic landscapes of the chosen countries. Building on the conclusions drawn on the seminars, we intend to survey the problems of the current landscape management, land use, landscape planning and landscape protection on the locale in Debrecen/Hungary. The Council of Europe accepted the European Landscape Convention in October 2000 which has become one of the basic documents of the landscape management and landscape protection of the continent. The Council recommended the Convention to the EU as well. All three countries participating in the IP are members of the Council of Europe but their relations with the EU differ. Germany is the member of it, Hungary is an associated member while Norway has stayed out of the organisation so far. The landscape management, landscape protection and landscape planning practices characterising the three countries will be obviously brought closer by the Convention. Nevertheless, the differences will be accentuated because of the traditions of the given countries and the various roles filled in within the EU harmonisation. We - the organisers in Debrecen /Hungary planned to provide a picture for the students about the current conflicts of the European land use, the general state of the European landscape protection, the differences in the international landscape management and the relationship between the national and European landscape planning. Half of the 9-days programme made up lectures, seminars, given by the university teachers, while the other part of the given time field trips and a 3-days excursion. Finally we have managed to realise the next programme: 4
