Lyles Superintendent of Schools February, 2015 Dear Parents and Guardians, The Jersey City Public Schools will administer the state testing program in March and May to all students in grades 3 through 8 and in high school. This year, a new computer-based test, the PARCC assessment ( Partnership for Assessment of Readiness for College and Careers ), will replace the paper-and-pencil High School Proficiency Assessment and NJ ASK tests. There will be no PARCC testing prior to 3 rd grade. Our district has prepared for the transition to PARCC by upgrading its technology, working with the teachers who will administer the test, and preparing students for the conversion to a computer-based examination. Many of our students and teachers had previous experience with PARCC when it was field tested in our district. At each grade level, PARCC will measure student progress toward recently adopted state standards in mathematics and language arts. State academic standards are goals for what we want our children to know and be able to do at each grade level. The recently adopted state standards to be measured by PARCC have been in place in our district s schools for more than two years. They are called the Common Core State Standards. While these math and language arts standards were recently adjusted, New Jersey s public schools have had standards-based education for two decades. For your child, test-day preparation should include a good night s sleep and a nutritious breakfast. Encourage your child to do his or her best, but not to worry about failing the test. PARCC results will not be used for promotion or report card grades. On the following pages are answers to questions we have received from parents about the new PARCC exams, including testing time and participation. Rest assured that we have taken every step possible to ensure a smooth administration of the exam for the educational benefit of your children. Sincerely, Dr. Marcia V. 2 The Jersey City Public Schools PARCC Assessments: What You Need to Know How long will testing take? The state has set aside a total of 10 hours per year for PARCC testing. In comparison, our district schedules more than 1,110 hours of instruction per school year. Most students are expected to complete PARCC testing in less than the 10 hours allotted. For example, statewide over half of students in grades 6 through 11 are predicted to finish all PARCC testing in 7-and-a-half hours, while most third graders are expected to complete testing in 6-and-a-half hours. The Performance-Based Assessment portion of the PARCC assessment requires 5 sessions (2 Math, 3 Language Arts) and the End-of-Year portion of the PARCC assessment requires 4 exam sessions (2 Math, 2 Language Arts). The chart below compares overall testing times between the NJASK and the PARCC assessments per year. NJASK Science will still be administered as a paper and pencil test. Will a student be scheduled for more than one test session per day? No. Although multiple sessions will be given in one day, a student will participate in only one test session per day. Each testing session must be completed within the same day and schools must schedule according to "Total Administration Time," so that students who need the additional time are able to use it. Last year s administration of the fourth-grade NJ ASK took 5 hours to 7-and-a-half hours. More time has been allocated for PARCC testing because the new assessments measure progress toward all of the standards, not just a sampling of standards as was the case with NJ ASK. When will the state tests take place?
3 The PARCC tests will be administered to students in two windows, in March and May. The March testing dates are March 2, 2015 through March 27, In March, each child will participate in five testing sessions of 60 to 90 minutes each. The March tests require written answers in which the children explain and construct their answers. While the tests will be taken on computers, children will have paper and pencil to use if they want to work out math problems or draft written answers before entering them on computers. Beginning April 27, 2015 children will be given end-of-year assessments, largely multiple-choice questions that assess their learning for the entire school year. These tests will take place in two sessions per child. When will the 2015 PARCC scores be available to school districts? Student score reports will be available toward the end of September/early October Are accommodations available for students? Yes. The PARCC Accessibility Features and Accommodations Manual on the PARCC website provides guidance to districts and decision-making teams to ensure that the PARCC assessments provide valid results for all participating students. How will the students take the test? The PARCC tests are designed to be taken on a computer. This mirrors the movement toward computer-based testing, which will also affect college admissions tests and high school equivalency exams in the future. In our district, students will be using various devices including desktops, Chromebooks, and laptops. Students will enter responses on the computer or device, but will have pencil and paper handy to formulate responses beforehand if they choose to do so. Are there sample PARCC assessments available? PARCC released online tutorials that demonstrate how to navigate the test. These tutorials and sample assessments are accessible at this web address: What are schools doing to help students master the technological skills required by the PARCC exam? A new keyboarding program for students in grades K-8 called Learning.com was introduced this year. It is designed to help our students improve in keyboarding using Easy Tech Keyboarding skills, with a focus on basic finger placement and posture. Keyboarding practice is crucial as we prepare our students for the 21 st Century skills of touch typing. The program also provides digital learning solutions that help students develop the following skills: Creativity and Innovation- students become confident at brainstorming, developing new ideas, and acting on their creative ideas to make them tangible; Communication and Collaboration- students listen effectively and can formulate and
4 disseminate their own thoughts and ideas; Research and Informational Fluency- students are able to gather and evaluate information; Critical Thinking and Problem Solving- students are able to interpret, analyze, and evaluate new information; Data Citizenship- students are encouraged to practice safe, legal, and ethical online behavior; Technology, Operations and Concepts-students will understand how to use technology systems safely, effectively and productively. Students in grades K-8 are already being given time during library/media in order to effectively engage them with the digital skills included in the program. Additionally, the district utilizes a digital learning program entitled myon in grades K-8. The program provides every student with unlimited access to every book on the platform. With thousands of enhanced digital books from award-winning publishers, myon creates a unique reading environment that moves high quality books beyond print. With fiction and nonfiction books in a variety of formats picture books, graphic novels, chapter books, Spanish and bilingual titles and titles for struggling and reluctant readers myon provides content to draw readers in and keep them motivated to read more. myon is the only literacy program available today that creates individual dashboards for students based on their specific interests and reading abilities. After an initial Lexile Placement Exam and Interest Inventory, myon generates a recommended book list from which students can choose books at their level that interest them. What can families do to help prepare students for the PARCC exam? Learning.com is also available for students to use online from home or from the library or any other site which provides internet access. A user name and password will be provided to every child in the district from grades K-8. Middle School students will also be given access to Learning.com outside of school hours, for practice to improve their touch typing skills. myon is also available for home usage; students can access thousands of stories with touch of a finger. Additionally, please visit the PARCC website to take example assessments. How will our schools use the PARCC results? The PARCC results will enable our district to evaluate the effectiveness of its education program in mathematics and language arts and to consider adjustments. PARCC is more in-depth than the previous state tests. It measures student progress toward all grade-level standards in language arts and mathematics, rather than just a sampling of the standards. PARCC results are designed to help teachers pinpoint areas in which an individual student needs more attention. For example, test data will enable an elementary school teacher to know if a student requires attention in a specific application, such as multiplication and division, in addition to his or her overall progress toward grade-level math standards. PARCC results can also guide teachers to individualize instruction for students who exceed grade-level standards. For parents, PARCC will provide individualized information on their children s progress toward meeting academic standards. The PARCC test results will not be used to determine promotion or report card grades. As has always been our district s practice, the state testing program will not be the sole factor in determining entry into gifted-and-talented programs, honors classes or advanced placement courses.
5 As appropriate, class work, teacher review, portfolio assessments, parental input and other test results are major factors in determining your child s school program. For students beginning college, however, PARCC testing can eliminate the need to take additional placement tests before they start freshman year studies. Public colleges in many states, including all public colleges in New Jersey, will accept the PARCC results for student placement purposes. Is PARCC a high-stakes test? PARCC is no more high-stakes than New Jersey s previous tests, the HSPA and the NJ ASK. It will not affect promotion, report card grades, or college admission. Just as demonstrating proficiency on the HSPA has been a New Jersey high school graduation requirement for many years, PARCC will become a graduation requirement in Do students in the middle school who are taking Algebra I or Geometry have to take the Algebra I or Geometry PARCC assessment? Yes. If a student is enrolled in Algebra I or Geometry, while in middle school, he/she will be administered the PARCC Algebra I or Geometry assessment in lieu of the grade level math PARCC exam. Will the Performance Based Assessment (PBA) and the End-of-Year (EOY) Assessment be scored separately? No, students will receive a single score report that brings together the student s performance on both the Performance Based Assessment (PBA) and the End-of-Year (EOY) Assessment sessions. Is a student who does not pass the PARCC Assessment required to retake the assessment? No. A student is not required to retake an assessment or retake the course based on their PARCC scores. Could personal information about my child obtained through PARCC be sold? No. Individual student results will remain confidential. Protections at the state and federal levels, and through all contracts and agreements, prevent student-identifiable data from being marketed or distributed. The selling of student data was never allowed in New Jersey under the NJ ASK or HSPA tests, and it is not allowed under the PARCC tests. Is our District PARCC ready? All school districts were required to provide a detailed listing of the network infrastructure and computer devices that would be used to administer the PARCC assessment through the NJDOE s NJTRAX database. The Jersey City School District meets or exceeds all recommendations provided by PARCC and the New Jersey Department of Education (NJDOE). Does our District have the appropriate Internet and Wi-Fi Connectivity? Yes. The broadband connection to schools was upgraded from a 500 Mbps connection to a 1Gbps connection. In other words, the district s bandwidth
6 increased from a one-lane highway to a 20-lane highway. The firewall was upgraded to handle extra traffic. The district will be utilizing proxy servers to reduce issues with connections. The PARCC modules will be downloaded the one to two weeks before the assessment and be fed to our schools via our proxy servers. We will not have to rely on a live connection from Pearson Inc during our testing days. The district will be bringing in extra tech personnel to verify PARCC Readiness of any new devices and to assist with any technical issues that may arise during testing. Pearson and NJDOE will also be performing additional technology infrastructure audits before the PARCC is administered in March. What happens if I refuse to let my child take the test? Our district will follow the policy recently approved by the Jersey City Board of Education. Students who are present at school on test day, but whose parents state they will not be tested, will be assigned to an alternative setting during the assessment and provided with opportunities for independent student. Please contact your building principal for more information. New Jersey statute and regulation state that all students shall take the statewide assessment, which is now the PARCC test. We strongly encourage you to make sure your child participates in PARCC. The information obtained through the assessment will determine how we can improve our school district s education program and help your child reach his or her full academic potential.
