4 1.0 Overview and General Information The Chittenden County Regional Planning Commission (CCRPC) is soliciting proposals from qualified consultants/contractors for the development, integration, procurement, and deployment of all necessary components of an advanced traffic monitoring system using Bluetooth Technology for 5 corridors in Chittenden County. This RFP requires the development of the real time traffic monitoring system and integration with the Vermont Agency of Transportation (VTrans) Transportation Operations Center (TOC), and Tri State Advanced Transportation Management System (ATMS) and Traveler Information Service (TIS) for 511 (herein referred to as ATMS 511 system, including both software and hardware. 1.1 Background Information CCRPC is one of 11 Regional Planning Commissions (RPCs) in Vermont and is responsible for working with local governments, state and federal agencies in transportation and land use planning for Chittenden County. It also serves as the Metropolitan Planning Organization (MPO) for Chittenden County and is the only MPO in Vermont. The CCRPC, in coordination with VTrans, received an Accelerated Innovation Deployment (AID) grant from FHWA for implementing corridor level advanced traffic monitoring through Bluetooth deployment. Currently, all traffic gathering and monitoring in Vermont is conducted using automated traffic counters, Weigh in Motion installations or live persons. This project will design and deploy a real time traffic monitoring system using Bluetooth Technology for 5 high volume roadway corridors located in South Burlington, Essex, Williston and Colchester (see Table 1.1 and Figure 1.1 through Figure 1.5). This project will implement a system to monitor corridor level traffic travel times and average vehicle speeds through anonymous traffic Bluetooth (BT) devices carried by motorists and their vehicles. BT is a proven technology for improving traffic efficiency and safety in work zone and in generally congested areas. CCRPC and VTrans would also be interested in hearing how Dedicated Short Range Communication (DSRC) devices could be implemented to enhance BT in the identified corridors. The system shall be designed and built with software interfaces that communicate with field devices and components such as Bluetooth Detectors, Variable Message Signs, solar controllers, etc., and shall be integrate with the Tri State ATMS 511 system under development. The monitoring system shall be an open interface that enables Vermont Agency of Transportation (VTrans) to upgrade, modify and interchange the system components as needed in the future. 10 2.0 Proposal Requirements All proposers shall submit their proposal in three distinct parts; 1) Technical Proposal; 2) Cost Proposal; and 3) Financial Information. The cost proposal must be submitted in a sealed envelope clearly marked CONFIDENTIAL COST PROPOSAL on the envelope. The technical and cost proposal as well as the financial forms may be submitted in a same packet with legible CONFIDENTIAL, Chittenden County Advanced Traffic Monitoring System on the envelope. In order to be considered responsive to this RFP, each consultant must conform to the following proposal requirements: i. Submit an original (clearly identified as original) and eight (8) copies of the Technical Proposal (see requirements below). The copies of the Technical Proposal must not have acetate or plastic covers. Proposals shall not exceed a total of 30 pages (excluding cover page), including table of contents and resumes (summaries accepted), printed double sided and pages numbered consecutively. ii. Submit an original Cost Proposal (see requirements in Section 2.3) in a sealed, separate envelope. iii. Submit one (1) copy of the required Financial Forms (see requirements below) in a sealed, separate envelope. iv. Clearly indicate the following on the outside of each Proposal and envelopes: a. Project Name: Chittenden County Advanced Traffic Monitoring System b. Contents: Technical Proposal, Cost Proposal or Financial Information c. Name and Address of the proposer Proposal must be received at the CCRPC office by no later than 4:00 PM on Friday, October 30, Facsimile and electronic format submittals will not be accepted. Proposals received after the deadline will not be accepted. Proposers requesting additional information or have questions regarding this RFP should submit a request through the CCRPC website at traffic monitoring system using bluetoothtechnology/ and reference the section of the RFP to which the question pertains to in the request. The CCRPC will maintain a list of questions and answers on the CCRPC RFP webpage at traffic monitoring system using bluetoothtechnology/. Questions will be accepted until October 21, 2015 to ensure that all proposers have adequate time to review responses. 10 Chittenden County Regional Planning Commission

11 2.1 Minimum Qualifications of Consultant/Contractor Advanced Traffic Monitoring System Consultants/contractors shall meet the following minimum qualifications: a. Must have extensive experience in developing, preparing, procuring and deploying traffic monitoring systems in the last 5 years. b. Must adhere to all requirements of Title VI of the Civil Rights Act of 1964 and the Civil Rights of Restoration Act of 1987 and provide proof/documentation on request. c. Must provide proof of appropriate valid licenses and certifications required to perform the requested services in the State of Vermont at the time of signing the contract. 2.2 Technical Proposal Requirements The Technical Proposal should demonstrate that the proposer understands the intent and scope of the project, the content of the deliverables, and the specific tasks that must be performed in the course of supplying these services. In order to assist in the evaluation process, please include the following information in the technical proposal: Cover Letter Summarize interest in this work/proposal, general qualifications of the firm, and describe experience and capabilities in conducting similar services and projects Comprehensive Response Outline and describe the proposer s understanding of the nature of the work, project objectives, scope of work, and qualifications of the proposer to provide the requested services, the proposed general approach, and any other pertinent elements Scope of Work, Work Plan and Methodology This section should provide a detailed description of the proposed approach and tasks to successfully deploy Bluetooth traffic monitoring, including specific activities, products, milestones, time frame and sequence of tasks for completion of work in a timely manner. A detailed schedule should accompany the work description showing the expected sequence of tasks and resource requirements for both the proposer and CCRPC staff. Provide a plan demonstrating how the proposer coordinates with other consultants and/or sub contractors or vendors to complete this project and engage the stakeholders, working group and interested parties throughout the course of the project Introduction, Qualifications and Experience of the Proposer Firm(s) Proposer shall provide an overview of their firm, consultants, vendors and sub contractors intended to work on the project. The overview shall provide the following information: a. Firm name and business address including phone, fax and . b. Year established. Include former firm names and year established, if applicable. Identify the state in which the firm was organized or incorporated. c. Ownership type and location of parent and subsidiaries, if any. d. Indication whether the firm is licensed to do business in the State of Vermont. Chittenden County Regional Planning Commission 11

12 e. A brief description of the firm s history, mission and background. f. Number of full time and part time employees, and sub consultants that are routinely engaged g. Firm s previous experience, knowledge and qualifications relating specifically to this nature of work. h. A list of recent work (within the last 5 years) relating to the development, procurement and deployment of an advanced traffic monitoring system. This list should include a description of recent work, the timeline for completion of the work, completion dates, and obstacles and/or issues overcome to finish the work. i. References: provide at least four (4) other client references including mailing addresses, phone numbers and addresses who are familiar with the consultant s ability, experience, and reliability in the performance and management of projects of a similar nature. For sub consultants not named in the proposal, approval will be required by CCRPC before the subconsultant may perform any work under this program Qualifications and Experience of Key Staff The proposer shall identify key individuals assigned to the project and include their role and responsibilities in this work. Submit resumes for only those individuals that will participate in the project. Experience summaries of these key individuals shall be provided with emphasis on previous work experience on similar projects in similar roles. The proposer shall also submit a Staff Availability Chart showing details of availability of each staff member based on the percentage of time he or she will have to devote to this project, taking into consideration their other project commitments. 2.3 Cost Proposal Requirements The Cost Proposal shall include a detailed itemized cost for each study corridor and the total cost proposed for the project. The itemized costs for each corridor shall include, but not limited to, development, design, specifications, procurement, deployment and installation support services, operation and maintenance. Any assumptions, constraints or contingencies in the proposed price to perform the services should be listed in the cost proposal. 2.4 Proposal Conditions CCRPC may issue addenda/amendments to this RFP which will be available on the CCRPC website at traffic monitoring system using bluetoothtechnology/. It is the proposer s responsibility to check for updated information on the website and submit the addenda acknowledgement form or amendments available on the CCRPC website along with the Technical Proposal. All proposals shall be submitted in accordance with requirements set forth in this RFP for consideration. It is the consultant s responsibility to ensure timely arrival of the proposal at the CCRPC office on or before the due date and time. CCRPC is not responsible, in part or whole, for costs incurred in preparation of the proposal in response to this RFP. The cost of preparing, submitting and presenting the proposal is at the sole expense of the consultant. 12 Chittenden County Regional Planning Commission

13 All proposals become the property of CCRPC upon submission. The CCRPC reserves the right to seek clarification of any proposal submitted and to select the proposal considered to best promote the public interest. All proposal information, technical and detailed cost proposals will be held in confidence during the evaluation process and before awarding the contract. All of these documents and information, thereafter, will become public information. 2.5 Non Discrimination and Title VI The consultant shall comply with the provisions of the Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and subsequent related acts, and all other federal statutory laws which provide in whole or in part that no person or entity on the grounds of race, color, national origin, sex, physical disability, or veteran status be excluded from participation in, be denied the benefits of, or be otherwise discriminated under the State, federal and USDOT assisted contracts, programs and activities. 3.0 SCOPE OF WORK Functional and Technical Requirements The scope of work has been developed to provide guidance for project functional and technical requirements and specifications to develop, procure and successfully deploy a Bluetooth based real time traffic monitoring and vehicle speeds estimation system along the project corridors. A working group will be created to oversee and direct the development of project requirements, specifications and development and deployment plans. This group will include, but not limited to, staff from the CCRPC, Vermont Agency of Transportation (VTrans), FHWA VT division office and representatives from participating municipalities. 3.1 General Functionality The advanced traffic monitoring system shall be capable of monitoring and measuring vehicular movement by identifying and comparing unique MAC (Media Access Control) addresses and time stamps associated with Bluetooth enabled electronic devices either installed in vehicles or carried by users. The system shall be capable of collecting and disseminating high quality travel times and speed data in a format compatible with SQL and integrate the system with the VTrans TOC. 3.2 Systems Engineering Process The proposer shall develop and submit a Systems Engineering Analysis report for approval from CCRPC and VTrans prior to developing and/or designing the real time traffic monitoring system. The Systems Engineering Guidebook for ITS, published by FHWA, shall be used as reference for the Systems Engineering process. The proposer shall comply with 23 CFR and at a minimum the systems engineering analysis shall include: Identification of portions of the Chittenden County Regional ITS architecture being implemented, Identification of participating agencies roles and responsibilities, Requirements definitions, Analysis of technology options to meet requirements, Procurement options, Identification of application ITS standards and testing procedures, and Procedures and resources necessary for operation and management of the system. 14 3.3 Functional Requirements and Technical Architecture The proposer shall develop and submit the advance traffic monitoring system Functional Requirements and a Technical Architecture including necessary hardware and software requirements for a real time traffic monitoring system deployment. The system shall be designed and deployed in an open format so that discrete open components or subsystems can be easily expanded in the future Bluetooth Detectors The traffic sensors shall be deployed along the road side of the identified corridors and shall be working in conjunction with a backend data processing system, through the VTrans TOC. The sensors must deliver real time speed and travel time information for the corridors where the sensors are installed. The Bluetooth sensors shall meet the following minimum requirements: Sensor units shall be able to detect devices, at a minimum, within a radius of 150 ft. Sensors shall communicate with the VTrans TOC and central software server as well as the VTrans ATMS 511 system. Sensor unit radio shall implement an RSSI (Receiver Signal Strength Indicator) metric for every detected MAC address, to allow use of distance of detected devices from the sensor unit. Sensor units shall be equipped with the following power options: o Power Over Ethernet (PoE), IEEE 802.3af standard, 110/220 VAC supply o 115 volt 60 Hz AC (AC/DC adaptor) o Solar Power with backup battery for at least 2 days Sensor units shall be equipped with the following connectivity options: o Ethernet 10Base T/100Base T; Static and DHCP IP Addressing o Cellular Network o Fiber Optics Network Sensor units shall be able to operate in extreme weather conditions ( 25 F to F) System Communications The communication system shall be able to connect roadside sensors with central data processing server at the VTrans TOC utilizing 4G/LTE network and/or a secure VPN connection through cable network and/or fiber optic cables. The system shall include a reliable and dependable wireless communication system. All access to the central system shall be through a secure firewall. The proposer shall describe and provide recommended transmission wireless bandwidth requirements for the real time data feed. Communications between the server and individual sensors are independent through the full range of deployed locations and do not rely upon communications with any other sensors. The communications systems shall incorporate an error detection/correction mechanism to insure the integrity of real time traffic conditions Traffic Monitoring Web Based Application The proposer shall develop a multiple level web based application architecture and web page layout for approval prior to building an application. The traffic monitoring web application shall meet the following minimum requirements: a. The web application shall be integrated with the VTrans ATMS 511 system. b. Two levels of web applications shall be developed 1) for general public viewing purposes and 2) password protected (administrator level) for approved personnel to access all reports and data, and monitor the system c. Provide GIS based interactive maps with full color schema 14 Chittenden County Regional Planning Commission

15 d. Generate reports such as average travel times and speeds for corridor level over selected time periods e. Generate graphs and charts based on user selected filters f. Display current travel conditions and real time speed information to the nearest minute. g. Detect and identify any type of system malfunction and device outage pertaining to the deployed equipment. h. Display system status and communications disruptions between any devices in the system including, but not limited to, Bluetooth sensors, wireless and cable communication system, solar controllers and all devices subsystem. i. The system shall provide privacy and protect personal information that may be derived from the retrieval and storage of MAC addresses. 3.4 Test Corridor Deployment and Validation The consultant and/or its sub contractors shall design, procure, furnish and install the proposed system for testing purposes along 1 corridor, identified by VTrans and CCRPC, and run the system for at least 15 days prior to developing deployment plans for all corridors. The test system shall demonstrate at least the following: Web application displaying Travel Times and average travel speed compatible with the VTrans GIS system Event and/or Emergency Situation scenario Travel time data collection system Test System Performance, Validation and Operational Parameters A validation procedure for the test system will be developed and submitted to the project manager for approval. Upon approval of the procedure, data will be downloaded to validate the test system. The Bluetooth data shall have the following minimum accuracy during the test system validation: 1. 95% accuracy for probe vehicle traveling time along the test corridor 2. 95% accuracy for probe vehicle speeds along the test corridor A validation and operational parameters report will be prepared and submitted to CCRPC and VTrans staff for review and system acceptance. Any equipment that does not meet validation criteria and the approved functional requirements and technical specifications can be rejected by CCRPC and VTrans. The consultant shall replace defective equipment and run the validation procedure again. The consultant and/or its sub contractors shall describe capabilities to provide reliability for uptime 24/7, 365 days of the traffic monitoring system. 3.5 Education, Training, Workshop and Support The proposer shall develop and provide system documentation, user manual and training for VTrans and CCRPC personnel involved in the operation, management and maintenance of the traffic monitoring system. The consultant shall conduct a training workshop for CCRPC and VTrans personnel on the use, operation and maintenance of both the hardware and software components of the system as well as performing equipment failure diagnostics. The consultant shall provide training material and a user s manual with complete instructions prior to the workshop. Chittenden County Regional Planning Commission 15

16 3.6 Final Design Plans, Specifications and Deployment Final Plans and Specifications The proposer shall develop engineering design and deployment plans and specification packages for installation of permanent Bluetooth detectors, corresponding communication systems, and monitoring application software. The engineering plans shall show feasible locations to install Bluetooth detectors along the 5 study corridors (see Table 1.1), communication system, utilities, public right of row limits, temporary traffic control plans etc. The package shall also include technical specifications of Bluetooth detectors, associated communications system both wireless, cable and fiber optics, and related hardware. The CCRPC and VTrans project managers review and approve the final design plans and specifications prior to any procurement Final Deployment The consultant and/or its sub contractors shall procure, install and deploy as per final plans and specifications (as approved by CCRPC and VTrans) a completely functional Bluetooth traffic monitoring system for the 5 study corridors. The deployment will also include a completely functional monitoring web based application software and it will integrate the system with the Tri State ATMS 511 system. This task also includes procuring required hardware, software licenses; data exchange servers, communication systems agreements and required licenses for deploying a complete real time traffic monitoring system. The consultant shall provide deployment and installation support services including reviewing shop drawings, equipment hardware and software specifications cut out sheets and confirm to match with the design specifications. 3.7 Maintenance and Support The terms of maintenance and support to be provided following acceptance of the system /software/hardware shall be specified separately and included in the Cost Proposal Form as a component of the total project cost. Proposer shall include the price for ongoing releases of proprietary software, hardware upgrades and any subsystem upgrades in the proposed support cost. 4.0 PROPOSAL EVALUATION AND SELECTION 4.1 Evaluation Process All Technical Proposals will be reviewed and evaluated by a review committee consisting of staff from the following organizations: CCRPC, Federal Highway Administration (FHWA), Vermont Agency of Transportation (VTrans), and members of the CCRPC Transportation Advisory Committee (TAC). All Technical Proposals will be evaluated against the mandatory proposal requirements furnished in Section 2.0 in an initial review process. Proposals that fail to comply with the requirements may be rejected and not considered further in the evaluation process. 4.2 Technical Proposal Scoring Technical proposals are assigned scores using a predetermined point methodology for each of the factors below for a total of 100 points. 16 Chittenden County Regional Planning Commission

17 a. Responsiveness to the scope of work 15 points b. Knowledge of the project area 5 points c. Project Understanding, approach and Methodology 40 Points d. Project schedule and work plan 10 points e. Proposer Team and specific experience of the proposed staff 20 points f. Proven record of successful deployment of similar projects 10 points Once the technical proposal review is complete and scored, the cost proposal information will be reviewed by the review committee for consistency with, and in light of, the evaluation of the technical proposal. The proposed project cost will be a consideration in the selection. Specific attention will be given to the commitment implied for key staff and the overall labor effort proposed, and their relationship to the estimated project cost. 4.3 Optional Interviews and Presentations CCRPC, in association with VTrans, reserves the right to select the top three highly scored consultants and invite for optional interviews prior to awarding the contract. In this process, the review committee may ask the respondents to give an oral presentation, no more than 20 minutes, of their respective proposals. The purpose of this oral presentation is to provide an in depth analysis of certain qualifications, experience in performing similar services, and an opportunity for the proposer to clarify or elaborate on their qualifications without restating the proposal to the review committee. The optional interview and presentation is merely to present facts and explanation to the review committee but not to negotiate any terms of the contract or selection process. The optional interview and presentation, if deemed necessary by the review committee, will be held at the CCRPC offices in Winooski, Vermont. The day and time will be notified to the respondents at least 1 week prior to the meeting. All costs and expenses incurred in traveling for the purpose of interview and presentation shall be the responsibility of the consultant. 4.4 Additional Information CCRPC and VTrans reserve the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RFP in part or in its entirety if it is in the best interest of CCRPC and VTrans. This solicitation of proposals in no way obligates the CCRPC to award a contract. 4.5 Contract Award Contract will be awarded based on a competitive selection and scoring process. The scores from the technical proposals evaluation, cost proposal review and interviews and presentations (if held) will be taken into account in making a final decision to award the contract. It should be noted that the consultant with lowest cost proposal will not necessarily be awarded the contract. The review committee will make a recommendation on a preferred consultant to the CCRPC TAC. The TAC is responsible for final selection of a qualified consultant and awarding the contract. 4.6 Term of Contract Delivery time and deployment of equipment and devices are of the essence of this project. The expected time frame to complete the project is 12 months from when the Notice to Proceed is issued. The CCRPC Chittenden County Regional Planning Commission 17

18 shall determine the Effective Date after the contract has been fully executed by the proposer and by CCRPC and all approvals required by CCRPC and VTrans contracting procedures have been obtained. 4.7 Insurance and Financial Information The selected proposer firm will be required to submit proof of insurance and carry the adequate insurance coverage, as specified in the CCRPC s contract, for the term of the contract. The selected firm and subconsultants shall submit the VAOT Form AF 38 (Consultant Financial Background Questionnaire), available at services/related documents prior to entering into a contract with CCRPC. 5.0 General Terms and Conditions 5.1 Confidentiality The successful response/proposal will become part of the contract file and will become a matter of public record, as will all other responses received. In case, proposer includes any material that is considered to be proprietary and confidential under 1VSA, Chapter 5, the proposer shall clearly designate the material as such, explaining why such material (hardware and/or software) should be considered confidential. Under no circumstances can the entire response or cost proposal be marked confidential. Proposals so marked shall not be considered. 5.2 Contract Requirements This project is using funds from the Federal Highway Administration. The awarded contractor will be subject to the contracting requirements outlined in 2 CFR 200. The selected proposer shall sign a contract with CCRPC to provide the services and items named in its proposal at the costs agreed by the CCRPC. Vendors and sub contractors may have standard terms and conditions which are required to be submitted with the proposal, however, the CCRPC and VTrans reserve the right to negotiate such terms and conditions and will not accept the Vendor s standard form in lieu of the Standard State Provisions for contracts and grants. 5.3 Type of Contract A contract entered into as a result of this RFP, will be a deliverable based contract. The CCRPC, in association with VTrans, may undertake negotiations with the lead firm/proposer that emerges through the evaluation process. 5.4 Standards Each component of the real time traffic monitoring system shall be installed in accordance with the manufacturer s recommendations in compliance with all industry standards, codes and State and FHWA standards such that each device and sub system is fully operational and can be operated and controlled from the VTrans TOC and from the field via a laptop. 18 Chittenden County Regional Planning Commission

19 5.5 Project Policies, Guidelines and Methodologies Advanced Traffic Monitoring System The proposer shall be required to comply with all applicable laws, regulations, policies, standards and guidelines affecting information technology projects, which may be created or changed periodically. It is the responsibility of the proposer and vendors to insure adherence and to remain abreast of new or revised State and FHWA laws, regulations, policies, standards and guidelines affecting project execution.
