4 Biographies (in order of presentation) Dr. Robert Pasternack Robert Pasternack is Sr. Vice President for Special Education at Cambium Learning Group, the nation s largest provider of intervention to struggling students. Prior to joining Cambium Learning Group he served as Vice President of Education Services at MAXIMUS. Prior to that, Dr. Pasternack served as the Assistant Secretary for Special Education and Rehabilitative Services (OSERS) at the U.S. Department of Education. Before being asked by President Bush to serve that Administration, Dr. Pasternack was the State Director of Special Education in New Mexico. He has been a teacher, a Superintendent, a University Professor, a local administrator, state and national leader during his more than 40 years in education and special education. Dr. Mark Shinn Mark is currently a Professor of School Psychology at National Louis University (NLU). Before joining NLU in 2003, he was a professor of School Psychology and Special Education at the University of Oregon for 19 years. He is a nationally recognized consultant to schools on implementation of multi tiered systems of supports, (aka RTI). He began working in the first sites that evolved into an RTI model in the early 1980s and has worked with schools in more than 40 states in his 25 years of consultation. From 2005 to 2010, he served as the Project Director for the Northern Region of IASPIRE, an USDE/OSEP and Illinois State Board of Education Personnel Preparation Grant for supporting implementation of RTI in a Multi Tier Intervention model in Illinois. Mark has edited 2 books on Curriculum Based Measurement (CBM) and has published almost 100 journal articles and book chapters on progress monitoring, screening, SLD identification practices, and a MTSS service delivery model. He also co edited three editions of Interventions for Achievement and Behavior Problems: Preventive and Remedial Approaches published by NASP, the last of which was released in March In 2003, he was awarded the Jack Bardon Distinguished Service Award by Division 16 (School Psychology) of the American Psychological Association (APA) and this fall, will be honored with the University of Minnesota Psychology in the Schools' Distinguished Alumni Award. Dr. Jack Fletcher Jack M. Fletcher, Ph.D., ABPP (Clinical Neuropsychology), is a Hugh Roy and Lillie Cranz Cullen Distinguished Professor of Psychology at the University of Houston. For the past 30 years, Dr. Fletcher, a board certified child neuropsychologist, has conducted research on children with learning and attention disorders, and brain injury. Dr. Fletcher directs a Learning Disability Research Center grant and has directed program projects involving neurobiological factors and learning in spina bifida and math disabilities, all funded by the National Institute of Child Health and Human Development. He served on the NICHD National Advisory Council, the Rand Reading Study Group, the National Research Council Committee on Scientific Principles in Education Research, and the President s Commission on Excellence in Special Education. Dr. Fletcher was the recipient of the Samuel T. Orton award from the International Dyslexia Association in 2003 and a co recipient of the Albert J. Harris award from the International Reading Association in He is the Past President of the International Neuropsychological Society. Dr. Aimee Holt Aimee R. Holt, Ph.D., is a faculty member in the NASP approved School Psychology program at Middle Tennessee State University. Dr. Holt s primary areas of instruction include courses in Psychoeducational Assessments and Interventions with Specific Learning Disabilities, Practicum in School Based Consultation and Collaboration, as well as Multicultural/Social Basis for Assessment and Interventions. She also serves as a member of the Tennessee RTI 2 Leadership Council and as a reviewer for the NASP Program Approval process through NCATE. Dr. Alan Coulter W. Alan Coulter, Ph.D., was the Director of the National Center for Special Education Accountability Monitoring (NCSEAM), a project funded by the U. S. Office of Special Education Programs and operated by the Human Development Center in New Orleans, from 2002 to Dr. Coulter is currently the Co Director of the Data Accountability Center, the Principal Lead for the TIERS Group, and Senior Manager at the Human Development Center (HDC). Dr. Coulter has served on the President s Commission on Excellence in Special Education and is a member of the National Monitoring Stakeholders Group. Alan has worked directly on accountability efforts in more than six states.

5 Prior to the founding of the National Monitoring Center, Alan was (and remains) the Program Director for School Age and Interdisciplinary Training at the Human Development Center. He is the recipient of Child Advocacy Award from the National Association of School Psychologists, a past president of the National Association of School Psychologists, and past director of the school psychology division of the Texas Psychological Association. Alan has provided continuing professional development in more than 45 states and is currently licensed as a psychologist in Louisiana. Holly Paczak, Ed.S. Holly Paczak, Ed.S., is an experienced implementer and coach for early intervening services. Holly has developed schoolwide classroom level and individual student level programs to improve results. Holly Paczak completed her Specialist Degree in School Psychology at Mississippi State University and an internship with the Louisiana Recovery School District. Holly has made presentations at the national, regional, and state levels and currently divides her time between TIERS Group and the Data Accountability Center.
