2 Second e-health Congress Conclusion Report (18-20 November 2007, Antalya) individuals attented to the Second e-health Congress organized by the Ministry of Health from Ministry of Health s Centre Departments, 81 Provincial Health Directorates, public agencies, health and informatics sector as well as international experts and Health Managers from abroad. 2. Mr. Nihat AKPINAR, Head of Department of Information Processing of the Ministry of Health mentioned at the openning speech that, the international and national standards especially which are the bases of e-health have been determined and implemented, all health care institutions with Ministry of Health hospitals on the head, informatics infrastructure are strengthened and got ready to start the implemantation process. Mr. AKPINAR also said that, even if it is not statisfactory currently, initial progress have been achieved for Decision Support Systems which will be used by health policy makers for planning, auditing and training purposes, in some fields. Deputy Undersecretary of the Ministry of Health Assis. Prof. Hakkı YEŞİLYURT said; e- Health Project has been designed to support all other components of the Health Transformation Programme in terms of efficiency which is started in 2003 by the Ministry of Health and speacial emphasis is given to the project. Mr. YEŞİLYURT mentioned; besides e-health Project, the accelareted studies carried out rapidly on other value added projects such as Telemedicine, Call Centre & Central Hospital Booking System and Central Blood Bank Information System will implemented in the new term. Deputy Undersecretary of the State Planning Organization Mr. Halil İbrahim AKÇA said; the transformation triggered by the rapid developments of information and communication technologies started in the second half of 20th century, have made fundemental changes to the all countries shaped by the industrial society s institutional structure and understandings who wants to take part in the Modern World, tradional sectors are reshaping due to the growing economic value of information; tradional work, production of services, social life and education styles are changing according the facilities supported by the Information and Communication Technologies. Mr. AKÇA also gave brief information on e-transformation Turkey Project, Information Society Strategy and related e-health activities carried out in Turkey and welcomed positive developments in health domain in the context of Information Society Strategy. 3. A CEO forum on e-health: Sectors Expectations took place under the direction of Deputy Undersecretary of the State Planning Organization Halil İbrahim AKÇA. Discussions carried on private sector companies readiness on e-health Project, the precautions taken by the companies in terms of security, privacy and confidentiality of health information, the studies carried out in the context of Interoperability in Health and mobile signature. 1

3 4. Head of Information Processing Department of the Ministry of Health Mr. Nihat AKPINAR, gave a presentation on e-transformation in Health. In his presentation, he gave information on informatics projects of the Ministry of Health, current status and the progress achieved on the information and communication technologies in the scope of Health Transformation Programme. 5. Dr. Salah MANDIL who is consultant to the WHO, ITU and Ministry of Health, Turkey gave a presentation on e-health: An International Role for Turkey. Dr. MANDIL mentioned the studies carried out and beneficiaris aquired in the scope of e-health Strategy of the Ministry of Health and briefed on international e-health Practices and developments especially on Health Care Management Information Systems, TeleSurveilance, standards in e- Health, Digital Security and legal infrastructure. 2

4 6. National and International e-health Practices panel organized under the direction of Dr. Salah MANDIL. BIREME Director, from Brasil, Dr. Abel PACKER gave a presentation on Virtual Health Library and e-health In his presentation he mentioned the strategies for managing health information and gave information on Brasil s unique application in the field. In the same panel, American Association of Telemedicine Director Prof. Rashid BASHSHUR, in his presentation on Telemedicine History and Transformation, gave information on telemedicine application history, challenges on telemedicine and trends on telemedicine. 3

A panel organized on Ministry of Health s e-health Project under the direction of e-health Coordinator Dr. Nihat YURT and with the participation of Ministry of Health IT consultants İlker KÖSE, Ahmet ÖZÇAM, Emin AYDOĞAN and Yakup ARSLAN. Ministry of Health s e-health Project history, project components, Family Medicine Information System developed under the project scope, Decision Support System, Sağlık-Net, National Health Data Dictionary, Health Code Reference Server, minimum electronic health records and digital security activities are discussed. 8. Under the direction of IT consultant of the Ministry of Health İlker KÖSE a panel organized on Family Medicine Practice and Information System. Deputy General Director of Primary Care Services Specialist Dr. Bekir KESKİNKILÇ gave information on Family Medicine Practice in the context of Health Transformation Programme. Eskişehir provincial Deputy Health Director Dr. Orhan Koray ARBERK and İzmir Eskişehir provincial Deputy Health Director Şenol SARIAVCI gave information on Family Medicine Practice in Eskişehir and İzmir provinces. 4

International Standardization Organization ISO / TC 215 Health Informatics Technical Committee Security Working Group Convener Ross FRASER gave a presentation on security, privacy and confidentiality of electronic health records, the principles and related ISO / TC 215 standards. 10. METU Software Research and Development Centre Director Prof. Dr. Asuman DOĞAÇ, gave a presentation on RIDE project (European Union e-health Roadmap) developments and progress running under the European Union 6th Framework Programme under the coordination of METU-SRDC. 6

Under the direction of Prof. Dr. Asuman DOĞAÇ and with the participation of former EU Commision e-health Working Group Member Diana WHITEHOUSE, State Planning Organization Information Society Deparment Director Recep ÇAKAL and Technical and Scientific Research Council (TÜBİTAK) Information and Comminication Technologies national contact point Ebru Başak AKÖZ, a panel organized on Interoperability in e-health and EU s 7th Framework Programme Diane WHITEHOUSE gave information on e-health Activities carried on the EU and interoperability. Recep ÇAKAL gave information on Information Society activities carried under the authority of State Planning Organization and relations with e-health. Ebru Başak AKÖZ gave a presentation on information and communication technologies activities under EU s 7th Framework Programme. 12. Dr. Hasan ŞAPCI from Michigan Health System, gave a presantation on Chronic Diseases Management and Home Care Technologies. Information presented on chronic diseases management and chaging paradigms, chronic diseases cure model, home care and surveilance technologies and related telemedicine applications. 7

9 13. Under the direction of IT consultant of the Ministry of Health İlker KÖSE and with the participation of IT Consultants M. Murat GÜREL, Hakan ÖZER, Soner KIRICI and Erdinç SABUR, National Health Data Dictionary, Health Code Reference Server, Decision Support System, Geographic Information System, and Saglik-NET portal presented and demonstrated. 8

10 14. Dr. Songül DOĞAN from Department of Information Processing of the Ministry of Health presented current situation of primary care information systems and related future activities. 9

11 İbrahim NAYIR from Drug and Pharmacy General Directorate presented Drug Tracking System. Afyon Provincial Health Director Dr. Hasan Hüsnü EREN gave a presentation on provincial health information system project. 10

12 Tekirdağ Provincial Health Director Dr. İlyas ÇOLAK presented health information system online developed in Tekirdağ. Dr. İlyas BOZKURT from İstanbul Provincial Health Directorate, presented 112 emergency services information system and geographic information system. 11

13 Kocaeli Provincial Health Director Dr. Hasan AYDINLIK, gave information on provincial health information system. 15. e-health Coordinator of the Ministry of Health Dr. Nihat YURT and IT consultant Ahmet ÖZÇAM presented Telemedicine Project of the MoH s and telemedicine experiences around the world. 12

14 16. Head of Department of Information Processing of the Ministry of Health Nihat AKPINAR and IT Consultant Yakup ARSLAN, gave information on Establishment of Call Centre and Central Online Hospital Booking System. 13

15 17. WHO e-health Coordinator Dr. Yunkap KWANKAM, gave presentation on WHO s activities on e-health. He mentioned priority areas of WHO in the scope of e-health and beneficiaris aquired on e-education. 18. Don NEWSHAM from Canada, who is COACH CEO and ISO / TC 215 Standards Developing Organization Working Group Convener, gave a presentation on Canada experiences on e-health and latest developments. 14

16 19. Under the direction of Dr. Mahir ÜLGÜ from Department of Information Processing of the Ministry of Health a panel organized on Standards on Hospital Information Systems and Re-Organization. In the panel, Deputy Chief Physician Dr. Levent KIDAK from İzmir Training and Reserch Hospital, gave a presentation on Reporting Processes in Hospital Management. IT Consultant M. Murat GÜREL gave information on Sağlık-Net Integration with Hospital Information System. 15

17 Presentations given by Selçuk UZUN from Akgün Company on Development Process of Hospital Information System, Bülent SUBAŞI from Birim Company on Meeting the requirements today and tomorrow, Okan KÜÇÜKERSAN from Çözüm Company on E- Booking Systems and Çağatay IŞIKSUNGUR from EES on New generation Hospital Information Systems. 16

18 20. e-health Coordinator Dr. Nihat YURT presented Future Trends in e-health Applications and e-health Impact on Health Reforms. He mentioned e-health Journey around the world, future trends and 10 e-health Practices economic impact from selected EU countries.. 17

19 21. Habibe AÇIK from Turkcell and Afşin ACAR from Intel, presented Mobile Health Applications. 22. Deputy Undersecretary of the Ministry of Health Prof. Dr. Sabahattin AYDIN and Business Development Director of Turkcell Altuğ ACAR, launched mobile signature application to the Family Medicine Information System. Mobile Signature Unit Manager Deniz TUNÇALP, gave a presentation on Mobile Signature. IT Consultant İlker KÖSE, presented mobile signature usage in Family Medicine Information System. 18

20 23. Under the direction of IT Consultant Ahmet ÖZÇAM a panel organized on Smart Card in Health, e-prescription, Medula. Health of Department of Information Processing of Social Security Institution Sami KIRAÇLI, gave a presentation on Universal Health Insurance and Medula application. Head of Deparment of Information Processing of the Pension Funds İrfan YENGİNGÜÇ, presented Pharmacy/Prescription Application. 19

21 Project Manager Oktay ADALIER from TÜBİTAK gave information on Electronic Identity Authentication System in Health and e-identity Card. 24. Head of Department of Performance Management and Quality Criteria Development Department of the Ministry of Health Hasan GÜLER, presented Minisrty of Health s Performance Management and Hospital Practices. 25. Head of Information Processing Department of the Ministry of Health Nihat AKPINAR and e-health Consultant to the Ministry of Health Dr. Salah MANDIL, summarized the activities of the Congress, thanks the participants and closed the session. 20
