3 Federal Legisla)on 1. DOD Authoriza)on, Public Law Directs: a) Within 90 days (3/30/2012), the Secretary of Defense and the Administrator of the FAA are to report to Congress on progress integra)ng UAS into the Na)onal Air Space (NAS) b) Within 180 days (6/28/2012), the Administrator of the FAA is to establish a program to integrate UAS into the NAS at six (6) na)onal test sites c) With regards to the test sites, the FAA must: i. Safely designate airspace for manned & unmanned aircra[ opera)ons ii. iii. Develop cer)fica)ons standards, and air traffic requirements for UAS Coordinate/leverage the resources of the Department of Defense and NASA iv. Address both civil and public UAS v. Ensure program is coordinated with the Next Genera)on Air Transporta)on System vi. When selec)ng sites, take into account geographic and clima)c diversity, and loca)on of ground infrastructure and research needs 2. FAA Moderniza)on and Reform Act of 2012 a) Secretary of Transporta)on develop a plan to accelerate safe integra)on of UAS into NAS b) As soon as prac)cable, but no later than September 30, 2015, develop the plan in consulta)on with avia)on industry, federal agencies using UAS, and the UAS industry c) The Administrator of the FAA establish six test ranges; loca)ons are not designated d) The Administrator of the FAA will coordinate & leverage resources from NASA & the DOD to select test ranges based, taking into considera)on: i. Geographic & clima)c diversity ii. The loca)on of ground infrastructure and research needs

7 Key Talking Points FAA has not yet iden)fied the requirements for the six test ranges Arizona response will be requirements based demonstra)ng how our state s assets provide the capabili)es for the FAA to be successful in the integra)on of manned and unmanned aircra[ in Na)onal Air Space Arizona has coordinated effort with ACA as the lead Arizona is well posi)oned to be selected as a UAS Na)onal Test Range
8 Arizona has an enviable array of assets to meet the FAA - UAS na7onal test ranges requirements Arizona is already the de facto leader in UAS training. Ft Huachuca is home to the world s largest UAS Training Center; 10,000 UAS operators have been cer)fied to operate UASs More than 33,000 UAS flight hours have been flown in Arizona/Ft Huachuca airspace, all in mixed Manned and Unmanned simultaneous flight. Fort Huachuca has the proven capability for flight data capture and analysis; those established ATC concepts and operator cer)fica)on standards can be readily applied to the FAA UAS test ranges. This fully sa)sfies the direc)ve to team with DoD Arizona has iden)fied three primary range loca)ons for FAA s considera)on and eight secondary op)ons as well. Arizona can sa)sfy requirements for mul)ple FAA ranges Arizona s proposed test ranges would accommodate large and small UAS opera)ons Arizona s proposed op)ons for FAA na)onal UAS test ranges are in close proximity to current DOD and Department of Homeland Security UAS opera)ons Arizona boasts over 350 days a year of perfect flying weather, ideal for con)nual tes)ng Arizona airspace covers open desert, mountains, from sea level to high eleva)on Arizona hosts a broad range of aerospace and engineering research facili)es including the Arizona Laboratories for Security and Defense Research (cer)fied for classified research), and robust academic research at the University of Arizona, Arizona State University, Embry- Riddle Aeronau)cal University and Northern Arizona University Arizona hosts numerous large aerospace defense contractors developing, tes)ng and producing aerospace concepts and vehicles. Addi)onally, Arizona has 1,300 companies in the aerospace and defense contractor and supply chain Phoenix Sky Harbor Interna)onal Airport is the 9th busiest in the USA and in the top- 15 in the world, complemen)ng Arizona s robust air and ground transporta)on arteries By May 2012, Arizona will formally present its case to meet the FAA requirements for UAS na)onal test ranges.
