1 MASSASOIT BID # GPSTEM ACADEMIC PROGRAM TEAM FACILITATOR HEALTH SCIENCES Massasoit Community College One Massasoit Boulevard Brockton, MA Massasoit Community College requests proposals from qualified vendors to facilitate an Academic Program Team in Health Sciences, composed of faculty and staff from a consortium of the fifteen Massachusetts community colleges, to develop and enhance STEM degree and certificate programs. SUBMISSION REQUIREMENTS Proposals must be submitted before 12:30pm on Monday, August 17, 2015, at which time they will be publicly opened and read in the Purchasing Office, Room A114, Administration Building, One Massasoit Blvd, Brockton, MA Bids submitted after this time will not be considered. Overview Massasoit Community College has been selected by the Department of Labor to lead a consortium of fifteen (15) Massachusetts community colleges in the GPSTEM initiative (the Consortium). Consortium funding for this project is via a United States Department of Labor Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant awarded to the participating institutions listed below. The intent of this program is to assist eligible participants in developing the skills necessary to secure entry and mid-level employment in science, technology, engineering and math (STEM) careers. The Consortium will use the Complete College America Guided Pathways to Success model to successfully achieve the goal of increasing the number of degrees and certificates earned by program participants. The Consortium, in collaboration with industry, will develop or enhance STEM degrees and certificates to best prepare students for STEM careers. The targeted population for this program is TAA eligible workers, unemployed and underemployed workers, and Veterans. 3 Scope of Services The purpose of this solicitation is for Massasoit Community College (MCC) to identify and select a professional consultant ( Vendor ) who will predictably and reliably facilitate an Academic Program Team (APT) in revising and developing competency-based STEM curriculum to align with industry standards and needs in the area of Health Sciences. The GPSTEM consortium will be responsible for identifying and selecting faculty and staff to participate in the APTs, and faculty will be compensated for their participation through the awarded TAACCCT funds. With the support of the facilitator, the faculty participating in the APT will: Conduct an Assessment/Inventory of existing programs in relation to GPSTEM deliverables related to: o Academic Maps o STEM meta-majors o Articulation agreements with four-year institutions o Simulations o Online courses and programs o Internships, Apprenticeships, and Career Placement Identify national curriculum models that can inform the APT s work; Affirm goals for program, certificate, and degree development; Identify highest impact/highest feasibility degrees and certificates for modifying/launching that can be worked on during each period; Articulate and affirm core competencies for highest impact/highest feasibility degrees and certificates; Define common learning outcomes for highest impact/highest feasibility degrees and certificates; Create Academic Maps that align with career pathways for new and existing health sciences degree and certificate programs; o Identify optimal credentials required for each level of employment; o Identify optimal latticing and stacking of credentials to prepare completers for entry and mid-level employment; o Identify programmatic linkages essential for seamless progression and transfer with fouryear institutions; o Bring two- and four-year faculty together to jointly review curriculum to promote the completion and renewal of articulation agreements; Conduct a gap analysis that assesses existing Consortium members curriculum and open educational resources to identify what courses and curriculum must be revised or newly created by faculty at Consortium member institutions; With industry professionals and subject matter experts, review revised and created curriculum and validate relevance and efficacy of curriculum; Share curriculum across the consortium, and collaborate with other consortium faculty to revise curriculum to achieve desired student learning outcomes and program competencies, as well as to promote consistency and transferability of coursework; Identify opportunities for modularizing curriculum;

4 Propose development of online courses and programs so that student learning outcomes may be achieved and mastered in an online environment, including, but not limited to the following: o Identify 1 or more high demand, high feasibility courses to be offered in online format; o Identify additional courses to be offered in an online format in Year 2 of the grant and thereafter; o Identify, if possible, whole programs to be offered entirely online. Research simulation technologies, instructional tools, and software programs that support face-toface and online instruction and help students better master hands-on skills and program outcomes, and: o Identify appropriate simulations to be acquired and integrated into targeted health sciences programs; o Identify additional programs in which simulation technology may be more broadly incorporated and expanded in Year 2 of the grant and thereafter. The selected Facilitator will support and assist the faculty and staff on the APT with setting priorities, identifying resources, and deciding sequencing of activities. The Facilitator may broker participation from state or local industry professionals and subject matter experts as needed to achieve these goals. In addition to assisting faculty from the 15 consortium colleges with the above activities, the selected Facilitator will also: Identify faculty professional development needs related to the development of Career Pathways, Open Educational Resources, Online Course Development and Delivery, Simulation Technology, and other areas, and advise GPSTEM statewide office to arrange for such professional development; Document team s work; Communicate regularly with main GPSTEM office on a schedule to be determined upon award; At the end of each performance period, provide reports to main GPSTEM office, along with recommendations and a work plan for the next phase of work. The selected Vendor(s) must convene teams face-to-face and virtually, and apportion work in a manner aligned with assigned grant funding to achieve the identified deliverables. The Vendors work must be compatible with and complementary to the Massachusetts Community College Council Agreement. The Vendors work and work plan shall not infringe upon the faculty roles as detailed in the Massachusetts Community College Council Agreement or other terms of said agreement. Importantly, the Vendor(s) must be able to manage the above deliverables so that deliverables are achieved in accordance with the grant timeline and work plan. As such, the Vendor(s) will be required to facilitate concurrent work on deliverables and will have significant and quality communications with other APT vendors, to be organized through main GPSTEM office. The above activities are recommended based on previous experience of the consortium members. Bidders may recommend modifications or additions to these strategies, based on their successes with similar past projects. The Project will run for two years, with the periods of performance being: September 1-December 31, 2015 January 1, 2016-May 30, 2016

5 June 1-August 31, 2016 September 1-December 31, 2016 January 1-May 30, 2017 June 1-August 31, 2017 Budget and Work Plan should be broken down into these periods, with deliverables for each period specified. Contract continuation will be dependent upon satisfactory performance as demonstrated by a narrative report, the presentation of promised deliverables and an updated Work Plan to be submitted at the end of each performance period to guide work for the coming period of performance. Termination of Contract The parties agree that either may terminate this Agreement at any time, with or without cause, by giving the other party notice in writing one-hundred twenty (120) days prior to termination. Either party may terminate this agreement for nonperformance, but must give notice in writing 30 days prior to termination. Contractual arrangements will be dependent upon continued funding from the USDOL. Payment Invoices should be submitted at the end of each month. Payment will be made 30 days after approval of invoice. TIMELINE RFP Issued: July 27, 2015 Proposals Due: 12:30PM August 17, 2015 Vendor Selected: August 31, 2015 Proposal Content The submitted proposal will be no longer than 25 pages, double-spaced, minimum 12 point font for main text, excluding budget, budget narrative, and Attachments. The submitted proposal should demonstrate the Vendor s understanding of the nature and scope of the project and should include the following: A. Company Background: a. Company Description b. Company History c. Company Philosophy, Core Values, and Mission d. Company Financial Status e. Company Recent Publications and Recognitions B. Knowledge, Skills and Experience a. Significant Knowledge in Curriculum Development in Postsecondary Education b. Significant Knowledge and Experience in Health Sciences c. Industry experience or significant experience in working with industry in Health Sciences

6 d. Relevant skills in facilitating and leading teams of higher education faculty and staff in collaboration with industry professionals e. Experience in collaborating with faculty in higher education f. Experience with and knowledge of curriculum development and the curriculum approval process g. Relevant skills in project management and meeting critical deadlines h. Relevant skills in documenting teams work i. Up-to-date knowledge of industry needs and academic programming in the area served by the consortium as demonstrated by recent projects. C. Proposed Work Plan a. Strategy elements and activities b. This contract, or any part thereof, may not be assigned by the Contractor or its right, title, or interest therein assigned, transferred, conveyed, sublet, or disposed of without the previous consent of Massasoit Community College. Massasoit Community Colleges reserved the right to reject any and all bids, to omit an item or items, and to waive technicalities, irregularities, and omissions, if in the opinion of the College they are insubstantial and to do so will serve the best interests of the College. It is understood that Massasoit Community College is a state institution and derives its operating funds from annual appropriations by the Legislature of the Commonwealth of Massachusetts. Multiple year contracts are subject to annual appropriation of funds. Vendors and their employees are expected to abide by the College s alcohol and drug policy.
