3 THE CONTEXT & OUR BELIEVE! INITIATOR:! Let s first look at the facts. We re looking at an influx in the EU of approximately refugees per year from 2004 until After that, numbers rise steeply to over in In 2015 over refugees are expected. For comparison: the EU counts well over inhabitants. (Figures: EuroStat) Most politicians tell us that these facts and figures suggest we should still be able to handle these numbers in an humane, constructive and sustainable way. Europe is rich, well organized and largely not overpopulated. PARTNERS:! And yet: in reality we see that we are by no means prepared for what s coming and happening. We re unprepared for the basics: to keep refugees more or less safe during their journey through Europe. We re unprepared for housing, feeding and assisting them in the application process for asylum. We are unprepared for welcoming a group with potentially traumatic and emotional strains. And we re even more unprepared for the next steps, leading to access to society and citizenship and transforming migration from a burden to an asset. This leaves us in a state of utter collective uncertainty. We have no clue what the actual problem-to-be-solved is, and where to start. We have old policies, laws, habits and reflexes that tell us what to do, but the answers don t fit. In other words, whether we like it or not, we are being disrupted - and we cannot cope with the drastically changing environment that lies ahead of us. So, it is time to start over If at first the idea is not absurd, then there will be no hope for it. - A. Einstein
4 OUR MISSION Let s be very straightforward and honest with you. The refugee crisis is here to stay with us, for a long time. [ ] We will all have to face the consequences of the refugee crisis every single European, 500 million of us. - Frans Timmermans, First Vice-President of the European Commission Our trigger: the sight of millions of people on the move, in- and around Europe, desperately trying to escape war and poverty. We ve never seen anything like this in recent European history. We believe that building more- and higher fences is not an adequate answer to this refugee crisis. Whether we like it or not, it is highly likely that the influx of refugees will continue to grow, now and in the future. Governments are struggling and seem to lack ideas and the ability to act, leading to overall insecurity, which makes this crisis even bigger. So it s up to us now to get involved! Our mission: Develop new, outstanding, never thought of, outside-the-box ways, means and solutions without thinking in constraints. We believe this can give a first push to solve at least some of the issues in the European refugee crisis. We don t pretend to find the complete answer, we do think we can help out with humane, constructive and sustainable solutions. Our goals: 1. Delivering great (and feasible) ideas for Europe, to inspire change and coop with diverse aspects of the refugee crisis, varying from personal safety for refugees within the European frontiers, to practical social designs that help us live together in a drastically changing society. 2. Present a full report to the authorities in The Hague and/or Brussels and interested stakeholders. 3. (Crowd) fund a selection of practical ideas. Our means: the creative thinking power of of the most promising designers of the very best Dutch universities and academies (industrial/product/social/services/arts/ interactive). Our toolset: a full, one-day design hackathon at the Dutch Design Week Eindhoven
5 OUR PRINCIPLES 1. We have a urgent need for outside-the-box (read: outside-the-political & emotional box), ideas, visions, solutions and inspirations for the European Refugee crisis 2. For politicians, legislators and parties involved, it is almost impossible to create an environment to think outside-the-box and develop ideas in complete freedom, without constraints 3. New ideas, outside the framework, only emerge in a surrounding that inspires, creates confidence & trust and in essence is without any judgment 4. Really new ideas are not created within the known playing field. They emerge if we change the playing field and start to think all over again 5. Every idea, inspired vision, solution is valuable and can be considered as a new experiment. There is no wrong, no right, there is only creation 6. We re breaking all of the rules. Even our own rules. How do we do that? By leaving plenty of room for X quantities. John Cage
6 SCOPE, DESIGN THEMES AND EXECUTION This DESIGN HACKATHON will focus the creativity and practical problem-solving skills of the designers to a range of subjects that matter in this crisis. To be clear: we don t believe that design can end wars or poverty, so we focus on the territory that we do have influence on: Europe. Design themes (these themes will be enriched and made more specific with the help of specialists in the field) Theme 1 Crossing borders (the journey) a. Patrolling the waters (smart patrolling with limited means for personal safety) b. Travelling over land (communications, warnings, measures against people smuggling, et cetera) c. Applying for asylum & registration (crucial for safety & security reasons and planning of aid etc.) Theme 2 Between the lines (process toward asylum or not) a. Temporary housing & living conditions (how to cope with sudden enormous pressure on communities, public assets-, systems and budgets.) b. Special physical & mental health care issues (outside medical profession) c. Preparing for an unknown future (finding ways to reduce waste-of-time and insecurity in the period between applying for asylum and the final decision) Theme 3 Arrivals (settling in) a. Black Box (how to deal with the group of refugees that, for all kinds of reasons, will go- or stay under the radar.) b. Making competences count c. A world of citizens (designs - social, housing policies, media influence, educational tools et cetera - that can help us to live together in a respectful, responsible and socially and economically constructive way)
7 EXECUTION OF THE ACTUAL HACKATHON After a welcome to Dutch Design Week, further introductions, a short outline of the context and some practical explanation, this will - in short be what the actual Hackathon looks like: Registration, lunch & welcome ± 150 Designers are to be expected Agenda / set up / input (why? How? What?) We invite a selected group of experts (for instance on housing, asylum law, public infrastructure and refugees) to give clear input Short break designers Set up speed dates Designers will be grouped in tables of 5 designers, leading to 30 tables These tables will be divided in groups of 10 We ll have three rounds of ideation, each taking about an hour and a half. There are 3 main design categories (Crossing Borders, Between the Lines, Arrivals) 3 rounds of ±1.5 hour design-hackathon The designers are free to choose their sub-design themes within the category they are assigned to. After each round, the results (sketches, drawings, footnotes, additional text) will be digitalized and put online (Sketchdrive), for everyone to follow. They are encouraged to develop more than one idea per table per round A group of senior designers will be around, to help out if a group gets stuck in the process of ideation and keep everything and everyone upto-speed. We want to invite a selected group of experts (for instance on housing, asylum law, public infrastructure and refugees) to answer practical questions or to help out when asked by the designers. French fries, drinks after When the ideation rounds are finished, all ideas and materials will be digitalized and made available to everyone with an interest in them. We ll close the Hackathon with a discussion to try to establish which ideas and especially which alternate ways of thinking may have the most impact and feasibility. For this discussion we think about inviting some stakeholders: refugees, NGO s, local and national public services. We d also like the national press to be present at this point.
8 AFTER THE HACKATHON After the hackathon Our goal is to communicate the results of the hackathon through four channels: 1. Press attention (national/regional/european/design literature/design blogs, et cetera) 2. A complete online catalogue in Sketchdrive 3. A complete printed catalogue in which we capture the lines of thinking and illustrated idea s 4. By a crowd funding action to actually realize some of the ideas that come up

Reservation of a great location: De Lichttoren, Eindhoven old Philips Factory (one of the most inspiring locations at the Dutch Design Week) 7. Full support of sufficient senior designers to help us out 8. Full support of Dutch Design Week 9. Full support of online publicity agency NR6 10. Full support Total Identity 11. Full support of Design Perron (one of the largest centers of activities during the Dutch Design Week)

We need specific support in: a. Enrichment and specifying design themes b. Delivering experts during the Hackathon c. Helping to spread- and supporting useful ideas that come up d. FUNDING! Minimum to get started with: Out-of-pocket-costs (materials/printing), rent, basic catering for the designers, strong wifi station et cetera. e. Support in press and political contacts
