1 PENNSYLVANIA CONVENTION CENTER Exhibitors Rights And Union Jurisdictions EXHIBITOR HANDOUT To assist you in planning your participation in this upcoming exposition, we are certain you will appreciate knowing in advance that union labor may be required for certain aspects of your exhibit handling. To help you understand your own rights as an exhibitor and the union jurisdictions we ask that you read the following: EXHIBITOR RIGHTS Task Work Rules Booth Set-Up May install and dismantle their own booths, as follows: Up to 300 net square feet in size May use hand tools only Includes graphics and exhibitor-owned floor covering Without any time limitation. Personal Vehicles Exhibitors and Customers may load and unload: Automobiles, station wagons, mini vans, SUVs and non-commercially registered 4 wheel pick-up trucks and vans. Computers Full-time regular employees of Customers & Exhibitors may connect their personal computers, computer components & peripherals without limitation Easels & Card Signs Show Management may place, move and/or remove easels or card signs May only be installed by exhibitors or full-time company employees after they check-in with the PCC. No power or battery operated tools,. No hammers, ladders, or saws may be used. (Please see the back of this handout for more information) This excludes the pipe & drape structure itself. May use their own equipment, including but not limited to, carts, dollies, luggage carriers and 2 wheel hand trucks May not use motorized or hydraulic devices Desktop or Laptop computers. Includes computer peripherals. Placed and removed by Show Management. UNION JURISDICTIONS CONVENTION WORKERS: Handle all freight. They unload trucks or vehicles and deliver materials to and from booths. They are responsible for general decorating, installing & removing carpeting, floor covering, pipe & drape CARPENTERS: Handle all installation and dismantling of exhibitor s booths that are not covered by the Exhibitor Rights. ELECTRICIANS: Handle all electrical work and apparatus used to supply power, light, sound or signal connected directly to service exhibits, erect cable and lights on rental equipment, Install all truss, lighting, electrical signs & chain hoists in exhibits. STAGEHANDS: Install sound systems, cameras, screens and AV equipment in exhibits. (ONLY in booths not erected by an EAC) RIGGERS: Load & unload, deliver machinery; position all machinery, operate forklifts to install and dismantle exhibit booth header sign, beams, etc.. All Installations requiring power lifting.
2 Exhibitor Rights In 2003, the Pennsylvania Convention Center (PCC) implemented a new Customer Satisfaction Agreement that was specifically aimed at making it easier and less expensive for our Customers and Exhibitors to conduct business within our building. These rights are among the most progressive in the industry. Therefore, we strongly encourage you to take the time to review your rights, so that your experience at the PCC is handled in a costeffective manner. Exhibitors' Booths In exhibit booths that are no larger than 300 net square feet, an Exhibitor or a full-time company representative(s) may erect or teardown booths and may use non-powered hand tools. The use of power tools, battery operated tools and ladders are prohibited. In exhibit booths that are no larger than 300 net square feet, only an Exhibitor or a fulltime company representative(s) of exhibitor s company may hang signs or graphics. Loading and Unloading Customers and Exhibitors may load and unload non-commercial automobiles, station wagons, mini-vans, SUVs, and non-commercially registered 4-wheel pick-up trucks and vans. Customers and Exhibitors may use equipment, including but not limited to carts, dollies, luggage carriers 4-wheel flat bed carts and 2-wheel hand trucks. The use of any motorized or hydraulic devices is prohibited. Computers All full-time regular employees of Customers and Exhibitors shall be permitted to connect their personal computers (desktop and laptop), computer components and peripherals with no limitation. All-third party vendors, including rental companies, contractors and/or vendors must utilize union workers to install and dismantle their laptops, desktops, and computers. The installation and dismantling of all computers (in bulk) in the Cyber Cafes and all meeting rooms shall be handled by a combined workforce of Electricians and Stagehands that is designated by the Labor Supplier (Elliott Lewis). Computers on Stage Computers set on stage are exclusively the jurisdiction of Stagehands. Exhibits Décor and props (on stage) are installed and dismantled by Stagehands. I & D Exhibits (not set by Exhibitor) are installed and dismantled by Carpenters. Easels and/or Sign Cards All full-time regular employees of Show Management, Meeting Planner or Show Organizers may place, move and/or remove easels or card signs or both. Signs and easels need to be delivered to a central location for organization s staff members to move to appropriate location.
3 Pennsylvania Convention Center Exhibitor Handout Hand tools for the Installation of your Exhibit This handout will show what tools are acceptable, and what tools are prohibited to use in booths 300 sq.ft. or less. If booth size is over 300 sq. ft., Union Labor is required to do the installation. (Please see the back of this handout for more information) The Following Tools are Acceptable: Screwdrivers Paint Brushes Tape Measure Staple Gun Wrenches Nut Drivers Hex Keys Level Pliers The Following Tools are Prohibited: NO Power or Battery Operated Tools NO Ladders NO Saws NO Hammers
4 Electrical Exhibitors cannot run cords under carpet. Exhibitors can run cords over carpet as long as they are concealed and do not impose a trip hazard, i.e. side curtains, under tables with skirts. All cord within booth must be grounded 3-wire, 14 A.W.G. (American Wire Gauge) cords. No household ungrounded 2-wire extension cords allowed. The use of latex / zip cord is prohibited. Florist All commercial deliveries must utilize union labor to unload and deliver floral arrangements and plants to exhibits and meeting rooms. Exhibitors and Customers using a non-commercial vehicle can load, unload and deliver plants to their designated area. Exhibitors and Customers and their employees at the organization can load and unload their plants or floral arrangements in non-commercial vehicles, i.e. automobiles, station wagon, mini van, SUV s and non-commercially registered 4-wheel pick-up trucks and vans. They may use their own equipment, including but not limited to carts, dollies, luggage carriers, flat bed carts and 2-wheel hand trucks. They may not use motorized and hydraulic devices. Freight The use of motorized pallet jackets by Customers/Exhibitors is prohibited within the PCC. The Customer/Exhibitor is free to move any freight within their booth using non-motorized dolly. These rights apply to PCC Customers and Exhibitors only. A PCC Customer is any organization that has entered into a lease agreement for the use of our facility, and a PCC Exhibitor is any entity that is exhibiting at an event held within our facility. These particular Customer and Exhibitor rights do not apply to contractors that are working within our facility. All contractors performing work at the PCC should contact the facility s labor supplier, Elliott-Lewis, to arrange for the procurement of the required show labor. 5 Pennsylvania Convention Center 1101 Arch Street Philadelphia, PA Phone: (215) Fax: (215) Exhibitor Cost Saving Measures Order your labor early o If you have an oversized booth (larger than 300 square feet) you have to use the labor supplied by either the Appointed Decorator of the show or your own Exhibitor Appointed Decorator (EAC) to build your booth. Order your labor early!! Do not wait until you are in the Pennsylvania Convention Center (PCC). There is always a substantial price difference between early ordering and on site ordering. It will be cheaper for you to order your labor beforehand. Check with the Appointed Decorator for pricing. o Ordering your labor early will also increase your efficiencies when in the PCC. By preordering your labor you can schedule the time that you will need the men in your booth. If you wait until you are on site, you will be at the mercy of the availability of the men and may have to wait some time until the men can start in your booth. o Order your Electrical needs early. This again will save you in costs and efficiencies. By preordering your Electrical needs, you will not have to wait to start building your booth and its many components (floor coverings, etc ) until the electric is laid. It is also cheaper to order in advance than it is on site. Set the computers o You have the right in the PCC to set the computers, components and all peripherals in your booth. There is no booth size limitation to this rule. You will not need any union labor to set the computers in your booth. If you are renting the computers, components and peripherals you may still set them up. Rent equipment from your Show Appointed Audio/Visual Vendor o If you need to rent computer equipment (monitors, etc ) for your exhibit booth and you are electing to not install it, use the appointed AV vendor for your show. The rental price will be comparable to an outside company but the labor cost will be significantly lower if you use the appointed vendor. When an outside company comes into the building, they are required to use union labor and at a four (4) hour minimum. Your Show Appointed AV vendor will be able to utilize his labor in multiple booths thereby billing you per hour not a four (4) hour minimum. When a non-appointed AV vendor comes in, they can not utilize their labor in multiple booths because they are here specifically for you, so they have to include the four (4) hour minimum in their bill. This is for both the set up of the show and the dismantling of it. If you were to need two men to set your equipment, you are facing sixteen (16) hours of labor when you use a non-appointed AV vendor to hang one large plasma screen in your booth.
6 PCC ELECTRIC SERVICE CHECK LIST o ELECTRIC SERVICE IS NOT PROVIDED WITH THE RENTAL OF BOOTH SPACE. o Please check your event file to see if you have placed an order for electric. If you have not ordered electric please proceed to the PCC Service Desk to place an order. Our service representative is available to answer any questions you may have. o Booth power will be discontinued if an order is not received by the start of the event. o Electric is routinely turned on (1) hour before the start of the event AND turned off (1) hour after close of event each day. o Please take precautions with perishables, refrigeration and programmed electronics; (24) hour electrical service is available upon request. We recommend confirming your request for (24) hour power with our service desk representative. In accordance with PCC Safety Regulations: Electric distribution panels must remain accessible at all times. Exhibitors are prohibited from accessing the electric distribution panels if there is a short circuit or the power is tripped, Exhibitors should immediately report this to the PCC service desk representative. Exhibitors are required to turn off items requiring power in the booth at the end of the event each day for safety and to save energy. All distribution of power/extension cords and network data cable under carpet/flooring shall be performed by PCC electricians. A PCC Electric Labor Order must be submitted to facilitate this service. Exhibitors are prohibited from installing extension cords/cables of any kind that are placed within booth space over OR under carpet/floor which will impose trip hazards. Exhibitors may install these cords/cables along a side drape wall to a front corner location that will not impose trip hazards. Any installation of electric cords/cables not considered back of booth or in side drape line requires an Electric Labor Order. Hard wire and/or splicing require an Electric Labor Order. All cords within booth must be grounded 3-prong, 12 gauge UL cords. Any household, ungrounded 2-prong cord is prohibited from use in the PCC. All electrical equipment and installations are subject to inspection and removal if not in compliance. Thank you in advance for your cooperation, PCC Convention & Meeting Services Department
7 PENNSYLVANIA CONVENTION CENTER LABOR SUPPLIER Phone: (215) Fax: (215) RIGGERS WORK RULES A. Working Hours B. Holidays 1) The work week shall consist of Monday through Friday. The first eight (8) Hours worked each day shall be performed at straight time regardless of an individual s starting time. Any work performed in excess of eight (8) hours a day shall be paid at time and one half the Base Rate. 2) All work beyond eight (8) hours per day, or on Saturday, shall be paid at the rate of time-and-one half the Base Rate. 3) Sundays and Holidays shall be paid at the double time rate. 4) Once an employee reaches a higher rate of pay he/she shall remain at that rate until a break of six (6) hours at the minimum is given. 5) The Employer cannot unreasonably replace Employees on the job in order to solely avoid paying the higher rate. 6) Any employee called back to work with less than six (6) hours off will be paid at the overtime rate. 7) There is a four (4) hour minimum call guarantee for all employees. New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day. If any of these days falls on a Saturday the prior Friday will be observed. If any of these days falls on a Sunday the following Monday or official day designated by the government will be observed. C. Union Jurisdictions 1) The employer shall recognize the jurisdiction of the Union at the Pennsylvania Convention Center for all types of functions, such as Trade Shows, Exhibits, Expositions, Decorating and Service Contracting.
8 Phone: (215) Fax: (215) This type of work shall include but is not limited to: a) All fork lift operations as pertaining to machinery and equipment that requires specialized lifting or handling. b) The movement of oversized or abnormally heavy objects. c) The raising and lowering of oversized or heavy exhibit booth structures. d) All fork lift operations when it pertains to the raising of floor mounted truss not suspended by motors. e) All raising of floor mounted truss when Geenie lifts are in use. D. Customer Satisfaction Agreement The Union and the employer are also signatories to the Customer Satisfaction Agreement covering show labor performed at the Pennsylvania Convention Center. The parties agree that the Customer Satisfaction Agreement supersedes any and all provisions of this Agreement to the extent they are inconsistent with any provisions of the Customer Satisfaction Agreement. E. Labor Requirements 1) Local minimum shall consist of a steward and additional personnel required. F. Elliott-Lewis Related Terms and Conditions 1) All initial labor calls must be finalized at least seven (7) days in advance of the required start date. 2) If you wish to request a particular trade Foreman, or other show worker, by name you must make this request at least fifteen (15) days in advance of the scheduled start date. 3) It will be the explicit policy of the Pennsylvania Convention Center and Elliot-Lewis Convention Services to give show labor employment preference to individuals living in the Greater Philadelphia Metropolitan Region.

All labor purchase orders at the Pennsylvania Convention Center are strictly cost-reimbursable in nature. G. Customers and Exhibitors Rights These rights apply to Pennsylvania Convention Center Customers and Exhibitors only. A Pennsylvania Convention Center Customer is any organization that has entered into a lease agreement for the use ot our facility; and a Pennsylvania Convention Center Exhibitor is any entity that is exhibiting at an event held within our facility. These particular Customer and Exhibitor rights do not apply to contractors that are working within our facility. All contractors performing work at the Pennsylvania Convention Center should contact the facility s labor supplier, Elliott-Lewis Convention Services, to arrange for the procurement of the required show labor.
10 Site Office Pennsylvania Convention Center 1101 Arch Street Philadelphia, PA Phone: (215) Fax: (215) Computer Jurisdictions Show Management Office - S/M can set their personal computers and peripheral devices that belong to them. If not, then it becomes a composite crew (1 to 1 ratio). Please note: as of June 2011 rental computer equipment went to arbitration --- the outcome; Show Management can not set rental equipment. Show management and all contractors must utilize union personnel when a third party is supplying computer, components and peripherals. Speaker ready room equals a composite crew, 1 to 1 ratio of electricians to stagehands to set computers. Cyber Café / Stations = a composite crew, 1 to 1 ratio of electricians to stagehands to set computers. Meeting Rooms = stagehands jurisdiction (if for presentation purposes only). If the Production Company or Audio Visual Company decides to go above the normal outlet power, then they need to contact the PCC Utilities / IT Department to drop more power. Career Center / Computer Labs = composite crew (1 to 1 ratio) of electricians to stagehands to set computers. Computers on the exhibit floor = Jurisdiction of stagehands (if a/v gear), however to move a/v gear on/off the exhibit floor you need laborer(s). It is the jurisdiction of laborers to move equipment on/off the exhibit floor. Registration Electrician s jurisdiction Electricians will be requested and invoiced through the PCCA Utilities Department ( ). Stagehands and the remaining trades will be requested and invoiced through Elliott Lewis.
