2 Green Data for a Growing Green Economy The creation of this report was funded through a grant from the U.S. Department of Labor s Employment and Training Administration to the Maryland Department of Labor, Licensing and Regulation in partnership with the District of Columbia Department of Employment Services, Virginia Community College System, and the Virginia Employment Commission. These four agencies and the three political jurisdictions that contain them make up the Mid-Atlantic Regional Collaborative (MARC). As a Labor Market Information (LMI) project of the MARC, the MARC Green Consortium project was administered by the Maryland Workforce Corporation. 4 OVERVIEW This catalog is intended as a guide to those interested in green jobs-related education and training opportunities in the MARC region comprised of the State of Maryland, the Commonwealth of Virginia, and the District of Columbia. The creation of this catalog was funded by a grant from the U.S. Department of Labor that was awarded to the Maryland Department of Labor, Licensing and Regulation (DLLR) in partnership with the Virginia Employment Commission (VEC), the Virginia Community College System (VCCS), and the Department of Employment Services in the District of Columbia (DOES). These four agencies and the three political jurisdictions that contain them make up the Mid-Atlantic Regional Collaborative (MARC). The MARC Green Consortium is a Labor Market Information (LMI) project of the MARC. The information in this catalog is derived from four comprehensive surveys of all education and training organizations in four sectors four year colleges and universities, community colleges, training programs, and secondary schools. The goal of the surveys was to identify and gain information on education and training programs in the MARC Region relevant to green jobs (see definition below). This catalog and associated research was funded by a grant from the U.S. Department of Labor s State Labor Market Information Improvement Grants through the American Recovery and Reinvestment Act of This project was administered and overseen by the Maryland Workforce Corporation and involved ICF International and three academic partners Georgetown University s Center for Education and Workforce, the University of Baltimore s Jacob France Institute, and The College of William and Mary s Center for Public Policy Research. Several research reports were produced on various aspects of the labor market (e.g., demand, supply, education and training) related to green jobs. The education and training programs in the MARC Region are offered by a diverse group of over 100 providers which includes four-year colleges and universities, community colleges, secondary schools, and a variety of technical training providers. This last group is composed of unions, companies, on-line providers, and private training institutes. Each of the providers listed in the catalog responded to the survey and identified programs they offer that are green jobs-related. The providers were asked to categorize their program(s) according to the education and training each offers within the following green job categories: Renewable energy and alternative fuels Activities related to manufacturing, production, construction, design, research, delivery, operation, storage, maintenance and distribution of energy (electricity, heat, and fuel) from renewable sources, including wind, solar, biomass, hydrogen fuel cells, alternative transportation fuels, geothermal, ocean, methane, and waste incineration as a fuel source. Energy efficiency and energy conservation Manufacturing, construction, installation, production of energy efficient products (such as Energy Star rated appliances, more efficient lighting), energy efficiency services, weatherization, building retrofitting/efficiency, energy efficient production processes, energy distribution improvements (smart grid), transportation technology, and battery development and storage improvement. Overall increasing the energy efficiency of production processes, distribution, construction, installation, and maintenance. Greenhouse gas reduction Includes controlling and reducing emissions of CO2, other greenhouse gases, waste water, and other pollutants through approaches other than renewable energy generation and energy conservation. Includes generation of electricity from nuclear sources and reduction of greenhouse gas emissions in electricity generation from fossil fuels. Pollution reduction and cleanup Activities related to controlling commercial, transportation, and industrial emissions and pollution; water treatment, recycling operations, waste product management and treatment, activities to remove pollutants and hazardous waste from the environment. 5 Recycling and waste reduction Environmental remediation including the cleanup and disposal of pollution, waste, waste water, and hazardous materials; Superfund/Brownfield redevelopment; and landfill restoration. Sustainable agriculture and natural resource conservation Products and services to conserve, maintain, and improve natural resources and environment, including low carbon agriculture, land management, water management and conservation, wetlands restoration, and environmental conservation. Includes bioscience related activities. Includes reducing the environmental impact of agricultural production and improve natural resources conservation, including reducing use of chemical fertilizers and pesticides, soil and water conservation, sustainable forestry, land management, and wildlife conservation. Education, compliance, public awareness, and training directly related to green jobs Activities to educate the public, business, and government on energy efficiency, renewable energy, energy rating systems certifications (Energy Star, LEED), and more efficient energy consumption. Also informing appropriate parties and enforcing compliance requirements and regulations, promoting state energy standards and plans, and training on effective use of energy related products and processes. In theory, energy trading could include buying and selling of power or fuels related to energy efficiency and renewable energy as well as cap and trade activity to control pollution. The MARC Green Jobs-Related Education and Training Catalog organizes each provider first by location, then by the green job category in which it offers programs. Many, if not most, providers offer programs in more than one green job category. Moreover, many of the training programs themselves provide training which is suited to jobs in more than one category, thus some are listed in multiple categories. This catalog is designed so that users should use location and the green job field or fields in which they have an interest. Accessing the index, users can then navigate to the appropriate section of the catalog and browse the providers which are listed in alphabetical order and the programs they offer within that green job field. Contact information is also provided for each program (some supplementary information gathered from an Internet search). Users will quickly find that the education and training programs are a diverse group. They range from doctoral programs to green certifications for heating and air conditioning. Some providers offer only one program; others offer more than ten. This catalog is designed to be of help to the user wanting to learn skills related to wind turbine maintenance as much as it is to the user who wants to teach environmental science. The diversity in the catalog speaks both to the variety of industries that incorporate green jobs and the range of jobs within these industries. Page 2
