This is a two year grant-funded position and continuation of this position is dependent upon ability to secure additional funding. CLASSIFICATION: SPECIAL CLASSIFICATION: LOCATION: Professional/Management, Regular, Full-time This position is considered fully-exempt for Klamath Tribal members in accordance with the Klamath Tribes Administration Policies & Procedures Reporting and Recordkeeping for Fishing Rights-Related Activity. The Klamath Tribes Research Station Sprague River Water Quality Lab 5671 Sprague River Highway Chiloquin, OR INTRODUCTION This is a two year grant-funded position; continuation of this position is dependent upon ability to secure additional funding. The is a scientific professional of the Natural Resources Department who performs professional and scientific ecological work in connection with the determination, establishment, and application of the hydrologic, geologic, and biological facts, principles, and procedures necessary for the conservation and management of fluvial ecosystems.

2 The will contribute to ongoing efforts by the Klamath Tribes to achieve the ecological goals of: (1) restoring and maintaining habitats for and populations of native fish species (redband trout, Lost River and shortnose suckers, steelhead, Chinook salmon, etc.); (2) restoring and maintaining appropriate rates and pathways of nutrient flux into and through the tributaries to Upper Klamath Lake; and (3) developing approaches that accomplish (1) and (2) in a manner that works for riparian landowners. Under the general guidance of the Senior Aquatics Biologist, the incumbent performs the planning, coordination and execution of fluvial geomorphologic investigations and develops management recommendations within the Department, in compliance with applicable tribal and federal policies, procedures, and regulations. The incumbent will collaborate, coordinate, and communicate with other scientists (tribal and non-tribal) and with landowners. SPECIAL CONDITIONS This position entails duties that are solely fishing rights related activities. Compensation earned by Klamath Tribal members holding this position will not be considered taxable income. Any Klamath Tribal member holding this position will not have state or federal taxes withheld from their payroll checks, nor will they be issued W-2 s. MAJOR DUTIES AND RESPONSIBILITIES 1. Serve as the lead investigator studying erosional and depositional processes as they relate to hydrology, riparian vegetation, soils, non-point source nutrient loading, and land use in the catchment above Upper Klamath Lake, with an emphasis on the Sprague River subbasin. Investigations will consist of research and monitoring oriented towards guiding management actions intended to accomplish ecological goals of the Klamath Tribes. 2. Design and implement a program applying the WARSSS methodology (Watershed Assessment of River Stability and Sediment Supply) in the Sprague River sub-basin (and in other sub-basins as appropriate), and use the results to develop stream restoration and enhancement recommendations. This includes travel to the field. 3. Develop and implement a long-term monitoring program to quantify response of erosional and depositional processes to land use, and to restoration and enhancement measures. 4. Use remote sensing data sets (e.g. existing digital elevation models derived from LiDAR and hydroacoustics, thermal infrared radiometry, aerial photos, etc.) in study design, and data analysis and interpretation. 5. Collaborate with tribal (and other) scientists on multi-disciplinary approaches in achieving the ecological goals of the Klamath Tribes. Page 2 of 6

3 6. Work cooperatively with state, federal, private, and other organizations on planning, designing, implementing, and interpreting the results of studies, restoration, and monitoring programs. Serve as technical liaison on working groups and other committees to promote, enhance, and facilitate stream restoration. 7. Write grant proposals designed to perform the work necessary to achieve the ecological goals of the Klamath Tribes. 8. Prepare written reports, with an emphasis on publishing results in professional journals. 9. Present findings to tribal decision-makers, managers of outside agencies, other scientists, and landowners, and participate in formulating appropriate management strategies. 10. Assist with budgets and planning for programs within the department. Review and monitor expenditures to remain within established budgetary constraints. 11. Plan and schedule recurrent work, handle problems and complete work using own initiative, exercising judgment according to previous training, experience and instructions. 12. Other duties as assigned. SUPERVISORY CONTROLS The is directly supervised by the Senior Aquatics Biologist. This position is expected to work independently, using professional knowledge and judgment in ensuring that duties and responsibilities are carried out in a timely manner, and that policies and procedures are followed. The must exercise good judgment in working with the public, agencies, and other entities. The supervisor outlines the overall tribal and project objectives and priorities, timelines and financial resources available. The employee plans and schedules recurring work, handles problems and completes work using own initiative, exercising judgment according to training, experience, and instructions. Work is reviewed for compliance with policy, procedures, and goal attainment. The will directly supervise staff necessary to accommodate project specific assignments in accordance with policies and procedures adopted by the Klamath Tribes. KNOWLEDGE, SKILLS, AND ABILITIES Extensive knowledge of how various factors (hydrology, soils, vegetation, geology, land use, etc.) interact to produce a particular stream channel morphology, and the ability to apply that knowledge to design, implement, and interpret the results of management actions, research and monitoring projects. 4 Knowledge and ability to investigate erosional and depositional processes in streams, including the ability to develop sediment budgets (bedload and suspended load), and to translate results into management recommendations. Knowledge and ability to use software and statistics to design and analyze data from research and monitoring projects, using software such as Excel, Access, Systat, SigmaPlot, SigmaStat, Rivermorph, QT Modeler and ArcGIS. Knowledge of surface and groundwater hydrology, hydrologic and water quality models, nutrient transport and storage relative to geomorphic characteristics of river channel and floodplain, riparian plant ecology, and remote sensing products and their application. Knowledge of agricultural operations, especially management of irrigated pasture, associated grazing, and the influence thereof on shallow groundwater hydrology and stream channel functional processes. Ability to collaborate and cooperate with other scientists. Ability to interact effectively with non-scientists, including Tribal decision-makers, landowners, managers, and the general public. Good public relations and inter-personal skills. Must be able to meet with a variety of individuals of differing backgrounds in a professional manner, using tact, diplomacy and mature judgment while providing Tribal perspectives Ability to perform work and accomplish tasks in accordance with established polices, procedures, practices and priorities of Natural Resources Department. This includes the ability to plan and organize work using one s own initiative and to seek information and assistance from other sources as necessary. Good organizational and planning skills, ability to meet deadlines. Ability to plan strategically and collaboratively develop and meet programmatic goals and deadlines. Ability to communicate orally and in writing. Ability to express her/himself in a clear and concise manner for the purposes of correspondence, reports, and instructions, as well as for obtaining information or conveying messages. Ability to perform tasks which require constant bending, lifting, stretching, and stooping. Ability, knowledge and skill to prepare and administer Tribal budgets, to provide financial guidance and assistance, and administer contracts and grants in accordance with established policies, rules, and regulations. 5 Ability to work an irregular work schedule, which may require work in inclement weather and rugged terrain. Skill and ability to operate a vehicle in adverse weather (e.g. snowy conditions) and on rugged forest roads. QUALIFICATIONS, EXPERIENCE, AND EDUCATION Master of Science Degree in Fluvial Geomorphology or closely related field, REQUIRED. (Copy of transcripts must be submitted with application.) Two (2) years demonstrated work experience applying the concepts of hydrology and hydraulics, sediment budgets, erosional and depositional processes, riparian community dynamics, and river restoration to making management decisions, REQUIRED. Experience with various types of statistical theory and analysis (multivariate statistics preferred). Demonstrated leadership, ability to overcome barriers and find meaningful collaborative solutions, ability to facilitate and resolve differences as they arise. Dependable and responsible, highly motivated, and able to work independently. Computer experience, REQUIRED. Emphasis will be in the use of Excel, Access, Systat, SigmaPlot, SigmaStat, Rivermorph, QT Modeler, ArcGIS and in a networked environment. Must possess a valid Driver's License, have a good driving record and be insurable by the Klamath Tribes. Must obtain valid Oregon Driver s License within initial 90-day probationary period as a condition of employment, REQUIRED. (Copy of valid DL must be submitted with application.)
