1 PANEL Session title: Creativity, innovation and sustainability: understanding and promoting urban-rural constraints between an approach of Rural Territory Development and Cultural Identity. Panel s Concept Note: Nowadays one of the major concern at international level relates to the pressure imposed on rural territories due to globalization and leveling, causing lack of identity, sustainability and ability of resistence. On one side rural areas are experiencing an homogenisation of production processes and a standardisation of products with negative impact on the environment and the economic and social context where families of farmers live, people that today is less poor but more vulnerable. On the other side there are anxieties due to lasting differences and inadequate inclusion of citizens and rural territories a Synergic processes based on the win-win urban-rural articulation are not yet to come. These could enable a better quality of life for the population and ethical links between

2 city and countryside, thanks to which this last one could stop being considered the eternal loser and the yet to disappear. Objetivos de Desarrollo Sostenible (ODS) (Sustainable Development Purposes) set out circumstancial challenges to the reversion of these tendencies, because of the articulation and multidimensionality, mutual dependence of different factors to attack structural barriers regarding not only poverty and inequality, but also regarding those ones associated with life quality and lifestyle, consumption sponsors, energy sources, the ambiental management. The Panel enquires about the role that a perspective like Desarrollo Territorial Rural con Identidad Cultural (Rural Territorial Developmnent with Cultural Identity) can play facing this situation and facing new challenges. Desarrollo Territorial Rural con Identidad Cultural can be seen as a process of productive and institutional social transformation which is based on the valorization of resources of specific rural territory. This is seen as linked to other territories and cities. Social transformation is based on the cultural heritage seen also as a creator and innovator value; and on the strenghtening of individual and collective rights of the territorial actors. The productive transformation refers to the sustainable articulation of the territorial economy with dynamic markets, contributing at the same time to the preservation of material and immaterial territorial actives. The institutional transformation refers to the stimulation of the interaction and the agreement between local actors and external public and private factors. The purpose is to understand if and how a comprehensive approach based on Desarrollo Territorial Rural con Identidad Cultural can generate positive changes in the valorization of the capital, represented by the diversity, natural recourses and rural territories cultural heritage, essential elements to better the sustainable quality of life. 2. Aims of the session: The goal of the Panel is focusing on good practices and lessons which could offer patterns to reach a territorial development model by considering diversities and promoting multiple articulations (identities and tangible e intangible expressions of the biocultural heritage; urban/rural; public/privateda; external domestic and exportation; tradition-innovation; local and external consciousness; etc.).

3 During the Pre-Forum there will be a territorial route during which delegations from different countries will visit realities concerning the city of Turin and Piedmont, wineproducer UNESCO Heritage territory. As a mixture of national and international realities, it will be possible to find future scientific and technical cooperation links. During the Pre-Forum, you can detect the presence of Nodo de Investigación-Acción y Formación para el Desarrollo Territorial y la Valorización del Patrimonio Biocultural. 3. Talk key points : Questions guide of the Panel are: a) Do autonomous and decentralized public politics favour the establishment of governamental civic spaces and social coalitions respectful of diversities, and new deal between the State and the Civil Society? b) How is it possible to deal with processes of social inclusion to overcome sectoriality and aim at a rural territorial development to preserve identities having peace as the main goal? c) Can the Rural Cultural Heritage be converted into a sponsor of inclusive territorial development processes of local communities and into a facilitator of the urbanrural articulation? d) Can specific public politics as the ones of food safety go beyond territorial initiatives that increase the value of agro-alimentary heritage and the universal rights approaches? e) How can rural products be a way to strenghten the multifunctional agricultur and local agro-alimentary systems, contributing to the production of natural and cultural territorial resources and to the connection of consumers and producers? f) What can bring the approach of Desarrollo Territorial Rural con Identidad Cultural to a context that needs new challenges and new types of articulations, thoughts and both individual and collective actions? 4. 5 5. Lista de ponentes confirmados SILVIA SCARAMUZZI Phd in Agricultural Economics and Policy. Assistant professor in Agri-food Economics at the University of Florence. Head of International Relations of the Department of Economics and Management of the University of Florence, she is responsible for more than 100 bilateral international agreements and responsible for all the student and teaching staff mobility within the Erasmus + Program. She is the author of more than 100 publications, with particular reference to agricultural policy, agricultural credit, local and rural development, food quality, typical products. She has taken part as coordinator and member to many International, National and Regional research projects, also as advisor to the local policy maker HUGO JOSÉ SILES NUÑEZ DEL PRADO Obtained his degree in International Relations at Universidad Católica de Córdoba, Argentina. 6 MARIANA ESCOBAR Mariana Escobar is PhD in Political Science from the London School of Economics and Political Science (LSE). Mrs. Escobar has an extensive trajectory as a policymaker in the fields of poverty, human rights and public security. Prior to joining the Department for Social Prosperity (DPS, in Spanish), she conducted programs in these areas for the National Planning Department, the Inter American Development Bank, and the President of Colombia s Office. In addition, she has an important academic research experience at the LSE s Centre for Global Governance and the National University of Colombia s Institute for Political and International Relations Studies in areas related to the internal conflict and illegal rents. She is currently Deputy Director of the DPS, the Colombian government agency in charge of overcoming extreme poverty and repairing victims of the internal conflict. SUE MILLAR Sue Millar is President of ICOMOS International Scientific Committee on Cultural Tourism (ISCCT) and ICOMOS representative on UNESCO World Heritage Centre s World Heritage Sustainable Tourism Programme. As President of ISCCT she collaborated with ICOMOS Philippines in 2012 an international conference was held in Vigan: Cultural Tourism for Community Development: 40 Years of the World Heritage Convention; and with ICOMOS Thailand in 2013 participating as a keynote speaker at the Expert Symposium in Sukhothai: Living Heritage: Creative Tourism and Sustainable Communities. Director of an International Cultural Heritage Management Consultancy Currently, also Co- Director Culture Works (London) Ltd specialising in developing the capacity of heritage and tourism organisations to improve the visitor experience at a destination through interpretative planning, communications and encounter strategies, and the effective use of accredited vocational qualifications. 7 ESTEBAN GALLEGO RESTREPO Esteban Gallego is a Business Administrator from the University of Antioquia, Colombia; Marketing Specialist from Kean University, United States; and candidate to the Government and Public Management Master degree from EAFIT University, Colombia. Currently, working as the Food and Nutrition Security Director of Antioquia, Colombia. More than 10 years experience in the private and public sectors. A wide experience in the social sector have allowed him to understand the challenges and opportunities the city and the region face and present them at the national level at the different panels he participates in. Advisor to the National Government in topics related to the familiar agriculture politics and the programs for youth and childhood related to the food security. Broad experience in project analysis and implementation; direction of work groups; implementation and direction of strategies aiming at the achievement of the organization s objectives. Effective leader for the implementation of the plans drawn up by the organization, guaranteeing the efficient use of the human, physical and financial resources. GIOVANNI BELLETTI PhD and Associate professor in Agricultural economics at the Department of Economics and Management at University of Firenze. The main research fields are economics and organisation of agriculture and agro-food system, quality issues in agro-food system with specific focus to origin products and geographical indications, rural dynamics and rural development policies, multifunctionality of agriculture and agri-environmemntal policies, agricultural diversification with specific focus to rural tourism and agritourism. He has coordinated and participated in several national and international research projects.

8 JEAN PAUL LACOSTE PhD en Estudios del Desarrollo del IDS, University of Geneva, current Manager of Ford Foundation, Oficina de la Región Andina y Cono Sur, joined in His work focused on better economic opportunities and create actives in vulnerable rural populations in poverty situations. CLAUDIA RANABOLDO Claudia Ranaboldo, Italian, studied at Università di Torino and has been worked for 30 years in Latin America, based in Bolivia. She redeemed as public authority (Directora de Planificación en el Fondo Nacional del Medio Ambiente; Directora nacional de Género y Desarrollo Rural; Subsecretaria de Promoción Productiva) and as international adviser in topics related to the local development and to equity and sustainability. She published several documents and studies. She has been working for 10 years as main investigator at RIMISP Centro Latiamericano para el Desarrollo Rural, and coordinator of Programa de Desarrollo Territorial Rural con Identidad Cultural, the one which is present in Latin America and that has relations with other parts of the world.
