3 Introductory words from the Rector Upon of the decade of successful foundation and functioning of the Pan-European University, we offer the academic community and the public our new vision and direction. The long-term plan of the Pan-European University includes the most ambitious visions for the university education in Slovakia. The main goal of the plan is to build the first private university with excellent research capabilities and world-class researchers. Our educational practices are given an equally high level of attention, which involves upbringing of university graduates in areas, which are unique in their content, and not only in Slovakia. The long-term plan of the Pan-European University for the years sets forth even more challenges, both in the area of international relations, transfer of knowledge and cooperation with the private and public sectors. The long-term plan of the Pan-European University for the period of was developed in compliance with the regulations in higher education, and was approved by the Academic Senate, Scientific Council and the Board of Directors of PEU. I am thankful to the members of the aforementioned bodies, to the PEU faculty deans and further academic staff for contributions and collaboration, which gives us a strong mandate. Detailed actions assumed by the Long-Term Plan of the Pan-European University to be implemented by faculties of PEU will be subject to individual faculty plans. Prof. JUDr. Ján SVÁK, DrSc. 4 CURRENT STATE OF THE PAN-EUROPEAN UNIVERSITY In compliance with 2, para. 10 of the Law No. 131 of 21 February 2002 on Higher Education and on Changes and Supplements to Some Laws, every university shall amend their missions and goals in a form of a long-term plan covering at least six years. All such plans of the Pan-European University (hereinafter also PEU ) reflect its development from the moment of foundation up until the present time. Pan-European University was founded in 2004 as a private university, originally carrying the name of Bratislava School of Law. Since academic year 2010/2011, the university operates under the name of Pan-European University. PEU currently has five faculties, further listed in order of their foundation Faculty of Law, Faculty of Economics and Business, Faculty of Mass Media, Faculty of Informatics and Faculty of Psychology. PEU offers only accredited bachelor s, master s and doctoral studies in 21 study programmes, some of which are not offered by any other universities in Slovakia (e.g. doctoral programme in international law). On the three of its faculties, PEU has habilitation and inauguration rights. At the same time, the university is permitted to perform rigorous examinations at three faculties (Law, Mass Media and Psychology). The following programmes are offered at the Faculty of Law: - bachelor s degree (1st level) with major in Law, - master s degree (2nd level) with major in Law, - doctoral degree (3rd level) with major in Criminal Law, - doctoral degree (3rd level) with major in International Law, - doctoral degree (3rd level) with major in Theory and History of State and Law, - doctoral degree (3rd level) with major in Civil Law. Faculty of Economics and Business offers university education in the following programmes: - bachelor s degree (1st level) under the Economics and Business Management study programme within the major of Economics and Business Management; - master s degree (2nd level) under the Economics and International Business Management study programme within the major of International Business; - doctoral degree (3rd level) under the Economics and International Business Management study programme within the major of International Business; 4

5 Faculty of Mass Media likewise offers study programmes in all three levels of studies: a) bachelor s degree (1st level): - study programme in Media Communication within the major of Mass Media Studies; - study programme in Media Design within the major of Mass Media Studies; 2) master s degree (2nd level): - study programme in Media and Marketing Communication within the major of Mass Media Studies; - study programme in Political Communication within the major of Mass Media Studies; - study programme in Media Design within the major of Mass Media Studies; 3) doctoral degree (3rd level) - study programme in Mass Media Studies within the major of Mass Media Studies; Faculty of Informatics offers studies in the following accredited study programmes: - bachelor s degree (1st level) under the Applied Informatics study program within the major of Applied Informatics; - master s degree (2nd level) under the Applied Informatics study programme within the major of Applied Informatics. Faculty of Psychology offers study programmes in all three levels of studies: - bachelor s degree (1st level) under the Psychology study programme within the major of Psychology; - master s degree (2nd level) under the School and Work Psychology study programme within the major of Psychology; - master s degree (2nd level) under the Social and Counselling Psychology study programme within the major of Psychology; - doctoral degree (3rd level) under the School Psychology study programme within the major of Pedagogical, Counselling and School Psychology. By October 31, 2013, the total number of enrolled students in all five faculties of the Pan-European University was 4,151. 5

7 Student mobility is a significant area for development, which shall be improved persistently. The international focus of PEU is also being displayed in the intensive involvement of students in the LLP Erasmus international academic programme. There is a huge interest among students in partaking in a 1- or 2-semester exchange at corresponding faculties in nearly 70 foreign partner universities, as well as internships in foreign organizations. In the upcoming period we are planning to develop the offer of university education for the foreign students in the form of parallel study at the foreign university and PEU, as well as in a form of joint academic programmes of PEU and foreign universities. Throughout nine years of its existence, 7,421 professionally educated graduates (data from ) have come out from all levels of studies at PEU. In accordance with the internal findings, the graduates of the university did not widen the list of unemployed graduates, and from the point of view of individual employment were not forced to change their professional profile from the one achieved during education. From the country-wide perspective, PEU doesn't belong to the list of universities increasing the number of unemployed graduates, and does develop professionals in the practical fields of high demand. From its foundation, the Pan-European University is positioning itself as an exclusive research and educational institution. Its exclusivity is confirmed by the quality of its academic staff, with a large number of professors and docents compared to the overall number of its employees. 8 MISSION, VISION AND VALUES OF THE PAN-EUROPEAN UNIVERSITY MISSION The mission of the Pan-European University is to offer university education on all three levels (bachelor s, master s and doctoral), facilitate creative scientific research, and creativity in general, and a subsequent obtaining, application and proliferation of new knowledge domestically and internationally. VALUES Exclusive and high-quality education, respect towards rules, progress, professionalism and innovation are the fundamental values of the Pan-European University. STRATEGIC VISION Pan-European University is building an image of a recognizable university offering high-quality education in perspective study programmes, while strengthening its prestige both domestically and internationally. Its goal is to contribute to the development in science and research, and to the overall social and economic development of the society. Pan-European University aspires to receive the status of the best private university in the Slovak Republic with the aim of healthy competition with the best universities in Central Europe. By 2019, the Pan-European University intends to become: - nr. 1 private university in Slovakia; - the first private university in Slovakia with internationally respected research and development, artistic and creative activity; - the first university, where the offered education is based on the proprietary knowledge achieved through in-house research; - the first university to become an attractive employee by the Slovak standards. 8

9 PLANS IN INDIVIDUAL FIELDS OF OPERATION FOCUS AREA 1 Primary goal UNIVERSITY AND LIFELONG EDUCATION - offer high-quality, attractive and accessible university and lifelong education in accredited academic programmes, and to prepare graduates able to apply their qualification in their occupation, both domestically and internationally. Intermediate goals - continuously improve the quality of education offered by the Pan-European University on all levels; - guarantee educational processes with qualified university teachers recognized as prominent authors by the academic society, active in science and research, and to support connection of scientific and pedagogical activities; - ensure close relation between university education and practice, and arrange participation of recognized practitioners in educational processes of PEU foreign specialists in particular. - enable students to shape their study plans in accordance with their individual profiles, while guaranteeing scholarly qualities of the graduates; - strictly comply with study regulations and legislation, norms of the Accreditation Commission and PEU, especially in regards to anti-plagiarism; - increase the number of foreign students at the Pan-European University, and improve the mobility of students for participation in study and research exchange programmes; - develop joint English-taught study programmes with foreign universities; - enable foreign students to conduct their studies at PEU as a part of parallel studies; - develop lifelong education offering, e.g. in a form of short specialized practical courses. Actions - streamline admission procedure, and make admission more attractive for the most perspective students from Slovakia and abroad; - motivate university applicants and create attractive conditions for the finest applicants; - strengthen the development of effective high-quality study programmes, which would reflect the contemporary needs of the labour market, and improve competitiveness of graduates; - specifically support and intensively develop the third level of university education, increase the number of study programmes and students on the third level of studies; - increase attractiveness of study methods, utilize modern methods of teaching and continuously implement the newest scientific and methodological achievements into the pedagogical process; - facilitate guest lectures of Slovak and foreign scholars and practitioners on the contemporary topics, and motivate students towards development of their knowledge 9

10 through participation in such events; - align forms of examination with profiles of subjects, and ensure their objective and transparent evaluation; - introduce a system of advisory and consultation services to assist in improvement of study success; - develop and improve accessibility of the scholarship system; - involve students in research and other creative activities, as well as international projects and competitions; - create study conditions for the most perspective students of PEU involved in scientific, research and creative activities, and students with achievements in Slovak and international competitions (remuneration of these activities with academic credits, financial support, entitlement to an individual study plan, etc.); - create space for students extra-curricular self-realization, e.g. in a form of cultural or sports activities; - facilitate an effective system of feedback between students and academic staff, thus ensuring qualitative growth of the offered education; - increase the number of subjects taught in foreign languages, therefore making studies more attractive to both foreign and domestic students; - broaden opportunities of students in undergoing a part of their study programme in a foreign university with full recognition of academic achievements at the home university; - seek opportunities for development of joint study programmes with foreign universities with the aim of issuing double diplomas; - offer joint study programmes between more faculties of the Pan-European University; - develop the University Information System in accordance with practical requirements; - introduce an internal system of quality assurance for the offered university education by approving a university-wide comprehensive regulation, its constant evaluation and initiation of appropriate measures in cases of non-compliance (in particular, evaluation of student surveys, hearings on the results of such surveys on the level of faculty management and the Rector s Office, ensure adoption of adequate steps and their full implementation, especially in cases where educational activities or teachers had received negative evaluation); - approach actively, and in a qualified manner, the curbing of plagiarism perpetrated by students or teachers, amend the particular disciplinary rules in order for each suspicion of plagiarism to be investigated, and in cases of a violation strictly sanctioned; - develop distant learning and e-learning; - further develop activities within the University of the Third Age project. 10

11 FOCUS AREA 2 SCIENCE, RESEARCH AND CREATIVE ACTIVITY Primary goal - develop science, basic and applied research, development and creative activity, thus strengthening the position of the Pan-European University in the worldwide area of science and research (PEU will be supporting and subsequently implementing the top domestic and international research projects); - development of research and creative activity will be likewise determined by the effort of becoming a research institution; - create modern research and creative foundation will be considered the top priority of PEU, which will reinforce innovative and creative ability of the institution. Intermediate goals - create conditions for the transition of PEU towards essential priorities of scientific and information-driven society, development of knowledge-based and creative economy, in which knowledge and information, their creation and distribution are the primary goals, all being a significant business product; - Centre of Knowledge Transfer will become the base for effective association between academic and business areas, as well as appropriate structures of the autonomous region; - improve the cooperation of the Pan-European University in the area of science and research with other relevant subjects; reinforce international collaboration in research; - facilitate publication of findings in the area of science and research in reputable sources, especially in recognized international scientific journals; - increase the number of research activities among educational activities in general; - increase the number of scientific publications and international visibility of individual research findings and creative activities; - streamlining of communication with young doctoral students is among the highly prioritized research and creative practices at PEU; - involvement of talented students in research and creative activities of the university and its individual faculties; - increase visibility of PEU s achievements among the general public. Actions - raise the publishing activity, mainly in cited or specialized scholarly and research journals or foreign peer-reviewed journals, specifically in regards to professors and docents of PEU (every docent and professor shall deliver at least one foreign contribution per year); - intensify publishing and creative activity of other academic staff (assistants and assistant lecturers) and doctoral students by raising the number of publications and SCI citations in cited journals, as well as active contributions in conferences on basic research (at least one such contribution abroad and two at home per year); - create a publishing plan for all faculties of PEU for the period of at least three years ahead, ensure its release and regular review; - consider the possibility of one-time rewards for the category A publishing output, 11

12 which would stimulate academic staff towards the rise in their publishing activity; - support active participation in foreign conferences and other scientific events, and enable such participation, including its financial coverage; - continue in organizing seminars and conferences, workshops both domestic and international ones (with the focus on their strictly scientific character in order for the contributions to be admissible in the accreditation of PEU); - support facilitation of international scientific conferences hosted by the Pan-European University (each faculty shall host an international conference at least once per year); - get involved in projects of international cooperation in the area of science and research, and create conditions for inclusion of research teams from individual faculties in international networks and research teams (through support of bilateral and multilateral collaboration between universities and international mobility of teachers); - involvement of full-time doctoral students in at least one-month/one-semester exchanges abroad during the term of their doctoral studies; - gradually increase the number of research projects, and projects in creativity (European research projects, such as Marie Curie Program, VEGA, KEGA, APVV and Vysegrad Fund), in order for each teacher and researcher (full-time doctoral students) to be involved in at least one scholarly research project; - gain support from structural funds for the creation of centres of excellence or university research parks; - continue in training employees of PEU in project management in order to obtain inhouse specialists with respective skills; - intensify dialogue with institutions competent in allocation of state funds for the promotion of science and research, in order for such financial flow to be evenly distributed among private universities as well; - support participation of university teachers and students as research associates in projects funded through grants (APVV, VEGA, KEGA, JEAN MONNET PROGRAMME), specifically by offering temporary relief plans when conducting such activities in parallel with full-time curricular involvement (teaching of lectures and seminars); - creation of the so-called Knowledge Triangle combination of research, education and innovation, as well as support of synergy between these counterparts; - support issuing of scholarly journals on individual faculties, and gradual improvement of their quality and international prestige; - raise visibility and propagate the outcomes of research activities (e.g. Notitiae ex Academia Bratislavensi Iurisprudentiae); - streamline cooperation between individual faculties and workplaces in the area of science and research (support of interdisciplinary research with the aim of creating research teams between individual departments and faculties of PEU), continue the trend that has been characterizing PEU since its inception: close link between social sciences with creative disciplines and informatics; - support aside from the basic research the applied research performed in collaboration with renown practical workplaces, including the foundation of a creative alliance between research and industry; - continue in supporting involvement of students at all levels of studies in research and creative activities, development of student research and scholarly practices, which is of exceptional importance in identifying gifted students and application of their potential in furthering the growth of science, research and creativity at PEU, as well as propagation of its results, and in general increasing the attractiveness of student participation in science and research (each faculty shall ensure annual organization of 12

13 research and creative competitions on the level of a faculty, country, or even international ones; outcomes of such competitions shall be published in proprietary research periodicals or mass media); - create conditions for the growth of qualification of researchers (e.g. through the temporary reduction of work-load related to teaching activities, i.e. preparation and teaching of lectures and seminars); - conduct habilitation and inauguration procedures for the most recognized researchers and pedagogical staff, especially internal employees of PEU (each faculty shall develop a plan for the improvement of qualification of its research and pedagogical staff in a way that will ensure a balanced qualification structure and fluent guaranteeing and co-guaranteeing of study programmes with the perspective of their broadening, especially in regards to the new doctoral study programmes); - focus on the development of rules and organizational structure, which would ensure the quality and ethics in research and creative activities (PEU will develop a project that will focus on verifying the assessment of the results of introducing internal research quality assurance system). 13

14 FOCUS AREA 3 INVESTMENT AND DEVELOPMENT PLANS Primary goal - create high-quality material conditions for the realization of educational programmes and other activities Intermediate goals - ensure financial prosperity of the Pan-European University; - guarantee financial security to university teachers and other employees; - carry on with the effective system of social services for students, including accommodation, nutrition and other services. Actions - optimize revenue and expenses of the Pan-European University; - guarantee working positions attractive to qualified professionals; - adapt and increase effectiveness of financial redistribution based on current challenges; - promote accommodation possibilities in Uninova Hostel; - create conditions and possibilities for sports and team student activities; - develop a real plan of material development and renovation of the movable property of the Pan-European University; - revise the technical equipment of the educational process, modernize and adapt premises, where the educational processes take place; - develop the library of PEU and increase accessibility to scientific and scholarly information, including electronic sources, specifically through broadening the spectrum of available domestic and foreign databases; - focus on creation of the modern, fully digitalized university library, which would offer high-quality services in accordance with demands of the top level research (library will at the very least provide services satisfying the Slovak standards, and will slowly raise on par with the European standard); - participate in grant projects, including the project on improvement of library equipment. 14

15 FOCUS AREA 4 KNOWLEDGE TRANSFER, COOPERATION WITH PUBLIC ADMINISTRATION, PRIVATE SECTOR AND INFLUENCING SOCIAL DEVELOPMENT Primary goal - streamline the transfer of knowledge from the area of science and research into the process of education, and develop coordination of educational process with practices of public governance and the private sector. Intermediate goals - broaden the possibilities for cooperation between the Pan-European University, system of public governance and the private sector; - perform the role of a public forum for discussion of academic and social issues; - deliver graduates able to find occupation on the labour market; - increase awareness of students and graduates on the developments in the area of science and research. Actions - distribute informational and propagation materials about the university among the general public; - offer up-to-date information on the university events to the media; - promote cohesion and solidarity of the graduates of the Pan-European university and their relationship with PEU upon their graduation, develop a university alumni database and programmes of mutual cooperation; - promote possibilities of cooperation between the Pan-European University and the system of public governance, develop opportunities for undergoing various internships and practical visits for students and graduates; - expand possibilities of effective collaboration of the Pan-European University with the private sector, undergoing internships and training courses; - improve integration of internships and trainings into the curriculum; - inform graduates on possibilities of occupation and further increase of qualification; - regularly perform surveys among PEU graduates and their potential employers with the aim of developing educational programmes and attractiveness of education at the Pan-European University. 15

16 FOCUS AREA 5 Primary goal ACTIVITIES IN AREA OF INTERNATIONAL COOPERATION - strengthen position of the Pan-European University among international institutions offering university education, and develop international activities and collaboration with partners abroad at the highest level possible. Intermediate goals - forge bilateral and multilateral cooperation, strengthen partnerships with Slovak and foreign universities; - support the creation of joint study programmes with foreign partners (implement at least one joint study programme with a foreign university at each faculty); - increase the number of mutual exchanges (number of outgoing and incoming students and teachers from abroad); - build the prestige and a good name of the Pan-European University not only in the Slovak Republic, but also internationally. Actions - create a network of partner universities, increase the quality and deepen the collaboration with partner universities; - broaden the multilateral cooperation in international projects of the European Union; - depending on the further professional development, widen the implementation of mutual mobility, including students, teachers and academic staff; - develop and introduce attractive conditions for the studies of foreign students, especially by means of offering a larger number of courses taught in world languages and creating study programmes taught in foreign languages; - support involvement of the Pan-European University in international university networks and university consortia; - develop a mechanism at the Pan-European University responsible for communication and international relations; - organize international conferences and scientific events, and develop cooperation platforms. 16

17 FOCUS AREA 6 Primary goal MANAGEMENT AND DEVELOPMENT OF PERSONNEL CAPACITY - support professional growth of the professional employees and guarantee their activity at the Pan-European University. Intermediate goals - continuously develop intellectual potential of the Pan-European University, which includes its professors, docents, other teachers, scholarly and further employees, and support the growth of their qualification; - further stabilize human resources, especially in regards to researchers having the best outcomes in the area of science, research, creativity and project performance (consider a form of social benefits for the best scholars having a full-time employment contract with PEU, and who have become the core employees of the university); - individually especially financially and in regards to the work-load support those scientific and pedagogical employees of PEU, who have noticeable pedagogical and scientific achievements within the university, and are not in employment relationships with any other university or public/private sector institution (i.e. their occupation is exclusively tied to PEU); - creation of conditions for the raise in qualification of young teachers, especially in regards to the possibility to undergo doctoral studies and further partake in habilitation procedure; - continuously improve working environment and conditions. Actions - form working conditions, which would retain and with their favourable conditions attract highly skilled teachers and researchers to work at the Pan-European University; - motivate current employees to improve their professional qualification and create conditions where fulfilment of qualification criteria would be accessible; - stabilize the positions of key employees guaranteeing and co-guaranteeing study programmes, as well as other academic staff; - establish possibilities of specialized post-doctoral work positions; - support the use of inter-university exchange of teachers and strengthen the mobility of academic staff between faculties; - enter into employment agreements with academic workers and employees from the European Union Member States or third countries; - maintain the positive economic status of the Pan-European University; - increase efficiency of internal, and particularly external, communication and marketing; - harmonize the qualification structure with the real requirements of the Pan-European University and its faculties, mainly with the goal of ensuring a stable accreditation of educational programmes; - continue to distribute financial resources primarily on the principle of performance of individual academic employees; - conduct hiring process in an open and transparent manner; - increase effectiveness of cooperation and management between teachers at PEU. 17

18 FOCUS AREA 7 CREATION OF ACADEMIC TRADITION AND IDENTITY Primary goal - strengthen position of PEU in the area of education and science in the Slovak Republic, Czech Republic, Austria and other states. Intermediate goals - build a tradition of high-quality and wide-spectre performance in education and research; - continuously innovate, while preserving intellectual, moral and academic tradition; - offer university education and conduct research for the human development, and development of the entire society; - increase international prestige of the Pan-European University, and strengthen relationships with the top foreign universities; - respect the co-existence of traditional values and modern trends in education. Actions - modernize methods and processes in education, as well as facilities, while preserving a certain range of traditional methods; - offer services in both classic and electronic formats; - develop a tradition of organizing regular annual scientific conferences and scholarly seminars; - get increasingly involved in international university and research activities, and exchange programmes; - raise publishing activity in reputable international journals; - make items containing name, symbol or other identification of the Pan-European University more accessible. 18
