5 MESSAGE FROM THE CHAIRMAN For more than six years, FCBA has been the natural heir to the former CTBA, a name it is still associated with to this day, and to AFOCEL, the Association Forêt Cellulose, as of high importance to those in the forest-based industries. t This origin undoubtedly makes FCBA the most symbolic technical tool of the entire forest-based sector for the service to the wood and furniture enterprises. I can summarise the situation by saying that if it did not already exist, it would soon have to be created. I therefore recognise and appreciate the honour and the difficulty of the task accorded to me by the Board of Directors in appointing me as Chairman. Fortunately, after several years in the wake of Daniel Guinard, Managing Director Georges-Henri Florentin has provided the leadership and management of the teams at our Institute since 2010 through a great deal of hard work and his consummate skill will be a truly pivotal year. JEAN-CLAUDE SÈVE* In 2009, the Ministry of Agriculture asked us to leave the historic site at the Chairman of the Board of Directors of FCBA avenue de Saint-Mandé. My predecessor, Luc Charmasson, led some very challenging negotiations on the funding of this relocation (an additional 2 M from the MAAF and MRP). I would like to thank him for all the work he did with Jean-Marie Lacombe and the Ministries concerned. Although we arrived at an acceptable solution, it is one that leaves FCBA in a new position of some vulnerability created by its debts significantly at a time when the financial crisis still looms large. We will leave avenue de Saint-Mandé at the end of Our entire staff is committed to minimising any loss of activity which may arise due to the move. The second challenge is undoubtedly the emergence of a possible reduction in the funding of institutes over the next 3 years. FCBA will have to continue its efforts to enable the professions to take over their institute completely. Only then will we be able to find the funding we need to continue to move forward. I would like to thank all the professionals for their support. 6 MESSAGE FROM THE MANAGING DIRECTOR FCBA, like any business, is evolving in a constantly changing environment. On the one hand, we have an economic environment that remains gloomy for the country and for our professionals, particularly in the furniture sector. On the other hand, we have what is now the united network involving FBF (France Bois Forêt), FBIE (France Bois Industries Entreprises) and FBR (France Bois Région); three important government initiatives confirming the interest of our fellow citizens in the forest-based and furniture sector. Recognition of the strategic aspect of the network for France with the creation of the CSF-CNI (Comité Stratégique de Filière du Conseil National de l Industrie [Sectoral Strategy Committee of the National Industrial Council]), which has the full support of the Institute. We go more quickly alone, but together, we go further. GEORGES-HENRI FLORENTIN Managing Director FCBA Reform of the Conseil Supérieur de la Forêt et du Bois (Superior Council for Forestry and Wood) with the support of the three Ministers responsible for Agriculture, Industry and Housing, causing Senator Philippe Leroy to remark We have not seen this for forty years. Launch of the Plan Nouvelle France Industrielle (PNFI - New Plan for Industrial France) by Frank Mathis and Dominique Weber, fully involving FCBA and numerous other actors to develop wooden high-rise buildings (ten floors of offices, fifteen floors of accommodation). To meet these challenges, the Institute intends to be an exemplary technical tool attentive to the needs of its professions as well as a source of innovation. With this in mind, it has brought together three Strategic Steering Committees and reformed its Board of Directors. After two Chairmanships of the Board held firstly by Jean- Marie Lacombe (Furniture) from 2006 to 2010, then by Luc Charmasson (Construction) from 2010 to 2013, to whom the Institute pays tribute, the sawmill sector took responsibility for our organisation under the auspices of Jean-Claude Sève, a renowned professional with a wealth of experience. There were many successes in 2013: The launch of the INEF 4 and Innovathèque Grand Est projects, The conclusion of an agreement for a resource centre with the Moniteur group and another with Pro France, Success in 8 European projects under the WoodWisdom-Net+ programme, BNBA accreditation for 3 years will see the completion of our construction work at 10 rue Galilée in Champs-sur-Marne. Located in the centre of the residential cluster and sustainable city, 10,400 m² of wooden construction (almost 95% French) will contain our living labs and offices. Let us hope that the University following in the Institute s footsteps on the land in the avenue de Saint-Mandé will use wooden materials to honour the memory of the Technical Institute s sixty years and the historic furniture of Faubourg Saint-Antoine. In 2014, there will be more than 6,000 reports of tests conducted with degrees of precision ranging from 25 microns to 25 metres, with more than 2,000 companies receiving our support throughout the year by means of certifications or evidence of quality and more than 150 research and innovation projects with our European and French partners (CTP, CSTB, CETIM, INRA, competitiveness clusters, etc.) co-financed by our line Ministries, CODIFAB, FBF and the COPACEL. The philosopher Alain said that Men can only be truly happy when they desire and invent things. In collaboration with our professionals, let us resolutely invent the future of our businesses! 7 THE GENERAL ASSIGNMENTS PRESENTATION RESOURCES AND SKILLS SERVING THE SECTOR FCBA s mission is to promote innovation and technological progress and to improve productivity and quality in industry by promoting an integrated approach and highlighting synergies in the sector. Its special character lies in the diversity of the professionals on whose behalf it operates: forestry, logging and sawmills, pulp, panelling, packaging and miscellaneous products, wood construction industries, furniture, gluing, finishing, wood processing and preservation, environment, health, energy, etc. By monitoring the industry s technical, economic, regulatory and standardisation issues, it helps companies to integrate innovations, adapt to rapidly changing markets and position themselves within Europe and worldwide. FCBA makes its know-how, expertise and skills available to professionals through joint actions: innovation and research, information management and dissemination, promotion of the industry, standardisation and development. 8 OBJECTIVES The new Performance Contract sets out the overall strategy that FCBA, the technical tool of the French forestry-wood sector, will be implementing to improve the sector s competitiveness. It includes 7 strategic objectives that will shape FCBA s research programmes for the next 4 years. 1 Increase the productivity of the production forest while respecting biodiversity with the creation of new forest varieties, an in-depth evaluation of knowledge of silviculture and wood quality, optimising the costs of forestry operations and defining the environmental impact of logging roads. 2 Increase and energise the use and enhancement of resources, particularly hardwoods. This will involve a better understanding of the resource and its availability, increasing timber harvesting by developing mechanisation and using new information technologies, creating added value for wood products, particularly hardwoods, optimising primary processing and enhancing the value of wood fibres and components in high added value products. 3 Promote the conditions for sustainable housing, through the creation of a living lab on sustainable housing and living spaces, the evaluation of bio-sourced wood products for construction, and helping to satisfy the basic construction requirements for durability, energy efficiency and user comfort, without ignoring the structure s sustainability. 4 Be proactive in the socio-environmental field for wood and businesses, by promoting the environmental advantages of the forest, wood, paper and furniture sectors, the integration of wood products and furniture in society s demands for health and well-being and the recovery of waste as a resource for materials and energy. 5 Develop innovation to serve business growth, by improving the internal innovation process and maximising the transfer of technology for R&D projects. 6 Provide high-quality expertise to businesses to increase their competitiveness, by being proactive in providing information on the business environment and its evolution, and assisting companies with developments in standards and regulations. 7 Help FCBA s development projects succeed, especially as regards the future location at the Cité Descartes in Champs-sur-Marne. 9 THE GENERAL ASSIGNMENTS GOVERNANCE The FCBA s Board of Directors comprises 26 members divided into three boards representing all the sectors of the strategic wood industry: the professions: 15 members skilled persons: 7 members representatives of the technical occupations: 4 members A BETTER RESPONSE TO THE EXPECTATIONS OF ALL PROFESSIONALS The Board of Directors has established a strategic steering committee (SSC) for each sector of activity: forest, procurement and primary processing, wood industries construction and furniture. Through these committees, business leaders have become closely involved in guiding and monitoring FCBA s actions and have drafted the Performance Contract. In 2013, the furniture and cross-disciplinary COS met on 13 February and 12 November respectively. Ten professional or inter-professional committees provide liaison between the professions and FCBA. They are responsible for expressing the professionals needs with regard to research and joint actions, and they provide guidance in choosing action programmes and evaluating the results of joint actions. 13 THE GENERAL ASSIGNMENTS FCBA PARTNERSHIPS NATIONAL COOPERATION The CTI network: the largest French network for technology development The CTI network includes 40 institutes and laboratories and employs 4,000 people in a number of industrial sectors. In the field of construction, FCBA is a member of the MECD group (Materials and Equipment for Sustainable Construction) with CERIB, CETIAT, CTICM and CTMMC. SYNERBOIS, a joint FCBA-CSTB team CSTB (Scientific and Technical Centre for Construction) plays a major role in the field of construction. Wood materials are the challenger in this sector, they have many advantages: properties in terms of mechanics, acoustics and thermal insulation, and a role in reducing greenhouse emissions through carbon storage, among others. FCBA and CSTB have joined forces with the joint SYNERBOIS team since 2007 to establish a true partnership that will gradually increase wood s market share in construction. FCBA is a member of the CSTB Steering Committee and the French Central Committee for Technical Evaluation Documents. INTECHFIBRES: an active partnership IntechFibres is the partnership that binds FCBA to CTP (Centre Technique du Papier - Technical Centre for Paper), with a team of 15 people. FCBA is developing its expertise in the areas of functionalisation of fibres, production of cellulose micro- and nano-objects and biochemistry. Research projects have been launched to enhance the value of lignocellulosic fibres and certain molecules contained in wood: hemicelluloses, bioactive substances, and lignin. AFNOR: FCBA is a member of the AFNOR network and the NF Trademark Committee. R & D Organisations FCBA is continuing its activities with research institutions such as the INRA, CNRS, ONF, AgroParisTech, IDF, the ENGREF, IRSTEA and universities in Nancy and Bordeaux, the Paris-Est Community of Universities and Institutions (of which it is a member of the Board of Directors) and the ENSTIB (where FCBA is also a member of the Board of Directors). FCBA is participating in networks involving research teams upstream: through clusters aimed at strengthening competitivity: Xylofutur in Aquitaine, Fibres in Lorraine, Industry and Agro Resources in Champagne-Ardenne, Chemistry-Environment in Rhône-Alpes, Advancity in Marne-la-Vallée through laboratory networks (GDR wood sciences), FCBA is active in projects supported by the ANR (National Research Agency) involving laboratories with a significant activity in the area of wood. These BSA (Advanced Silviculture Biotechnologies) offices and laboratories are located within the INRA-FCBA research and innovation centre. This facility is one component of the XYLOBIOTECH platform hosted by FCBA, and created as part of the XYLOFOREST Future Investment project. 12 ANNUAL REPORT FCBA 2013

14 EUROPEAN AND INTERNATIONAL COOPERATION The Forest Based Sector Technology Platform The European research funding for the 7th Framework Programme builds on technology platforms using the example of the Forest-Based Sector Technology Platform (FTP), which FCBA is investing in by providing the secretariat for France. The activities can be accessed at: InnovaWood InnovaWood was created to develop training and research services for the woodworking industries. Other partnerships: European Forest Institute (EFI) FCBA is a member of EFI and an authority in the various regional offices of this network. Transnational programmes: FCBA is working within the framework of the WoodWisdom-Net+, Foresterra and SUMForest programmes. Customers QUALITY Satisfaction CUSTOMER SATISFACTION In 2013, FCBA provided its services to 3,700 customers in France, mainly in the Île-de-France, Rhône- Alpes, Aquitaine and Pays de Loire regions. FCBA measured the level of satisfaction of its customers in line with its values, listening to its professionals as stipulated in the Performance Contract. To do this FBCA surveyed professionals who had used testing and consultancy services on a number of sales-related matters; follow-ups of services, the quality of the documentation and information transmitted, etc. It also asked the companies surveyed to indicate their level of satisfaction with the services carried out. Conducting these satisfaction surveys, for which the return rate was over 20 %, has enabled Customer Services to take corrective actions which are part of our quality policy. 19 THE GENERAL ASSIGNMENTS TERRITORIAL DELEGATIONS Promoting Proximity Located in the major regions with forest-based economies near the industrial sites, the multidisciplinary territorial delegations ensure a close relationship with the customers and the local, industrial stakeholders and wood and furniture professionals, institutions, educational institutions, representatives of the professions, forest managers, associations and research centres. Their teams collaborate with the professional clusters and FCBA cross-disciplinary clusters. They are involved in specific actions and discussions conducted in the regions with local partners to ensure optimum consideration of regional issues and the local context. Objectives and missions FCBA territorial delegates are the local interface between the actors in the territories, whether professional or institutional, and the various components of the Technological Institute. They play a dual role in the exchange of information: listening to, identifying and relaying the expectations of the actors in their territories so that these are better integrated into the activities of FCBA teams; facilitating the distribution in the Territories of the results of the joint actions carried out by various FCBA teams. 18 ANNUAL REPORT FCBA 2013

20 Along with the delegates, other FCBA staff is present in the territorial delegations. These are representatives in contact with companies in the sector offering FCBA s services, including training, as well as engineering project managers, technicians and auditors attached to the professional clusters: Advanced Silviculture Biotechnologies, Primary Processing, Procurement and Furniture. The territorial delegations are intended to move forward gradually and in a practical manner, according to the sector s local needs, with staff from the Timber Construction and Furniture clusters, thus strengthening the interface and proximity capabilities between FCBA and the actors in the territories from all the professional sectors.
