1 E-Rate RFP Eligible E-Rate Services Category 1 and 2 Services The Indian River Charter High School (IRCHS) is seeking proposals for Category 1 and 2 services/equipment under the E-Rate program for Funding Year All proposed services are to be completed within the guidelines and regulations for the local, state, and federal E-rate program. This Request for Proposal is related to the form 470 submitted for funding year by IRCHS. General Guidelines for Submission Vendors responding to this E-Rate Request for Proposals should be aware of the following guidelines: Proposals should adhere to local (Indian River County), state and federal guidelines and regulations. In the event of questions during the E-Rate review process, the successful vendor is expected to reply within two (2) business days to questions associated with their proposal. The contractor is responsible for providing a valid SPIN (Service Provider Identification Number) at the time the bid is submitted. The Department of Business & Technology Services at IRCHS will evaluate all proposals. Criteria for evaluation includes (in descending order of importance): Price of eligible products and services, Price of ineligible products and services, Customer Service and response time, Vendor reputation and qualifications including IRCHS prior experience with that vendor. Those companies submitting proposals are encouraged to familiarize themselves with the site and existing infrastructure. The Indian River Charter High School reserves the right to deny any or all proposals associated with this E-Rate RFP, even with school or SLD funding approval. 2 Page 2 of 7 Category 1 Services IRCHS is seeking discounts on the following telecommunications services as per the Eligible Services List provided by the SLD. Internet Access Dedicated Broadband Internet Service that will connect to the IRCHS internal network This will be the schools primary internet connection, replacing one with a contract expiring June 30, Two other fiber connections will continue in place. The fiber optic that will be installed at IRCHS will provide a solution that is manageable, resilient, and scalable with a strong Service Level Agreement (SLA) and allow for future growth. Proposals should provide incremental pricing for service levels of 2Gbps, 5Gbp, or 10 Gbps inclusive, for one (1) or multiple years Multi-year proposal must provide for extending or abbreviating the contract period if such extension or abbreviation is necessary to make the contract term end on June 30 of the applicable E-rate program year. Multi-year proposals must provide for annual voluntary renewals. Any non-recurring costs should be described and clearly differentiable from monthly recurring costs. Proposed solution should include fiber optic cable to the inside structure of the 400 Building on the IRCHS Campus, the location of the three current fiber connections. The connection must also be capable of integrating with existing network equipment (firewall, web filtering) to provide a secure solution complying with the Children s Internet Protection Act. Vendors must submit a complete response to this RFP. Proposals should be thorough and detailed allowing IRCHS to properly evaluate the vendor s capabilities to provide the required product and services. Reply to this Request for Proposal with information organized into the following sections and appropriately indexed/labeled. Proposal Section 1 Summary. A top-level summary that highlights the major features and most important aspects of the proposal, containing a concise description of the proposed solution, limited to two (2) pages. It should clearly indicate any options or alternatives offered. Readers should be able to determine the essence of the proposal and how well it meets the requirements, using only the Summary. Proposal Section 2 Company Background. Describe the company, its size, number of employees, and annual sales volume. This shall include a brief history of the offering firm, emphasizing its experience in providing product/services to educational customers comparable to or larger than IRCHS (700 Students). Documents returned with proposal should include: 1. E-rate Certification 2. References (minimum of 3) 3. Designation of Subcontractors (if applicable) 4. Official Proposal Form 5. Scope of Work & Pricing

E-rate Service Provider Information Proposal Section 3 Pricing Include a complete description including type of technology recommended for delivery of dedicated broadband Internet services and cost breakdown of the recurring services, integration services, hardware, training, and support maintenance. Quotes should be comprehensive and identify any costs that are the responsibility of IRCHS. Proposal Section 4, Support Services, Discuss in detail the support provided. Maintenance and repair must be available 24 hours a day, 7 days a week, and 365 days a year. The vendor will guarantee a 4-hour maximum response time on all responses. An uptime guarantee (service level agreement or SLA of 99.95% or better shall be provided 24 hours/day, 7 days/week. If a network trouble occurs, the provider will deliver swift, state-of-the-art problem detection, diagnosis, and resolution. Describe commitments and compensation for non-performance. Category 2 Switches Indian River Charter High School (IRCHS) is seeking proposals for eighteen (18) Cisco Meraki-Gigabit Layer 3 POE or highly equivalent to switches. Additionally, IRCHS is requesting multiple fiber modules and GBICs. Cisco Meraki parts and associated specifications are identified in this document. Proposals for equipment clearly equivalent to or exceeding specifications of the Cisco parts will be considered. Upgrade of these switches is the highest priority of the school s Category 2 requests. Proposals are to provide a turnkey solution for all switches. This will include installation and configuration of all switches, testing, and training. See Appendix. Vendors will have 48 hours after vendor selection to raise any questions. Questions will be addressed via , and IRCHS will have the final authority for their resolution. Vendors must be E-Rate eligible to provide the services requested and provide their SPIN number as part of this RFP. Wireless Access Points that can provide ac service with backward compatibility - Access Points should be able to obtain power over Ethernet (POE) and should be able to integrate with the current Meraki Network. IRCHS has standardized on Meraki Wireless but is open to evaluation of other equivalent devices. Indoor Access Points for performance-critical wireless LANs with high-density environments.
