1 COUNCIL OF MANAGERS OF NATIONAL ANTARCTIC PROGRAMS (COMNAP) WORKSHOP SEA ICE CHALLENGES Jointly hosted by the Australian Antarctic Division (AAD) and the Antarctic Climate and Ecosystems Cooperative Research Centre (ACE CRC) Hobart, Australia May 2015 CALL FOR EXPRESSIONS OF INTEREST (16 February 2015) Convened by Rob Wooding, COMNAP Vice Chair Background In recent years, vessels travelling in many parts of the Southern Ocean have experienced serious problems with expanding sea ice coverage. This trend is creating growing challenges for national Antarctic programs, particularly in supplying and sustaining research stations. The aim of the Sea Ice Challenges Workshop is to obtain the latest scientific advice on the causes and likely future trends in sea ice expansion, to scope the challenges these trends will pose for national Antarctic programs and other operators, and to identify and discuss potential solutions. The workshop will bring together scientists, Antarctic program managers, sea ice forecasters, ice navigators and shipping experts from around the world to work together in addressing a multifaceted challenge of critical importance to everyone who operates in the area. The aims of the workshop are to: (a) Understand the causes of the expansion in sea ice in the waters around Antarctica (b) Scope the challenges sea ice expansion pose for sustaining Antarctic stations that depend on over water refuelling and resupply (c) Identify and explore potential solutions Agenda The following topics will be part of the programme. Session 1: Recent National Antarctic Program Experiences with Changing Sea Ice Session 2: Sea Ice Trends Session 3: Sea Ice Technology (display) Session 4: Operational Implications Session 5: Operational Requirements for Sea Navigation Session 6: Available Technologies to Assist Sea Ice Navigation/Voyage Planning Session 7: Icebreaker Solutions Session 8: Alternative Solutions

5 UPDATE: 15 February 2015 Some news on COMNAP Projects and from Expert Groups. Also, information on other Antarctic activities and events. If you have any national Antarctic program news you would like included in the next COMNAP Update send it to by 15 March PROJECTS Antarctic Flight Information Manual (AFIM) Reformat Project Managers: Paul Moran & Brian Stone, EXCOM Oversite: John Hall Over the next few weeks, all text information from the paper version of AFIM will be entered into the new electronic system. After that, each national Antarctic program will be asked for confirmation of their AFIM point of contact (POC). Each AFIM POC will then be given access to the new electronic system in order to review the information for their national Antarctic program s section of AFIM and to prepare a list of graphics that need to be recreated in electronic format for inclusion. Submission of any such graphics is the responsibility of the national Antarctic program to provide. Antarctic Roadmap Challenges (ARC) Project Manager: Michelle Rogan-Finnemore, EXCOM oversite: Kazuyuki Shiraishi The ARC project has formed a Steering Committee (the ARC-SC) to provide oversite of the project. The co-conveners of the ARC-SC are Mahlon Chuck Kennicutt II and Yeadong Kim The project will begin to seek community-wide, open input by way of an on-line survey which will begin on 1 March The results of that survey will inform a second community-wide, open survey. Expert groups are also welcome to submit a white paper on technology and exceptional logistics requirements. Finally, the ARC-SC will lead a workshop to collate the information obtained from the surveys, white papers and other community input. 6 EXPERT GROUPS Air Group Leaders: Brian Stone & Giuseppe de Rossi, EXCOM Oversite: John Hall The ATCM and CEP requested COMNAP, SCAR and IAATO to produce papers to bring to the ATCM XXXVII (2015) meetings which explore the risks and benefits of Unmanned Aerial Vehicles (UAVs) in the Antarctic region. The first draft of the COMNAP Working Paper is now available for review, comment and suggestions by way of the COMNAP member s-only website. Could all MNAPs alert their aviation and technical experts to this draft, especially those in the COMNAP Air and Safety Expert Groups. All feedback to on the draft Working Paper is welcome before the deadline of 28 February Thereafter draft 2 of the Working Paper will be sent to all COMNAP MNAPs for review before submission to the ATS Secretariat as per our COMNAP Rules of Procedure. Outreach Group Leader: Eva Gronlund, EXCOM Oversite: Yves Frenot Information has been shared with members of this Expert Group on the ATCM Workshop on Education to be held on 31 May 2015, Sofia, Bulgaria. The objectives of the Workshop are: a. Learning more about the education and outreach projects already being undertaken (i.e. Sharing experiences in organising educational activities); b. Examining how projects might be linked to maximize the return on resources and the overall impact (e.g. evaluation of national/ international engagement); c. Considering how to secure support for a Communication, Engagement and Education Forum as a lasting legacy of the IPY, bringing science and education communicators from the Treaty Parties, COMNAP, SCAR and others to meet together before ATCMs, to exchange ideas on how to take forward the ATCM s desire for improved education and outreach; d. Defining a plan for the celebrations of the 25th anniversary of the Madrid Protocol. The morning session of the one-day workshop will be for oral presentations and the afternoon session for general discussion. Those attending and wishing to give a brief (5-10 minutes) presentation and those wishing to produce a poster for display should send an to the coordinators of the workshop by 15 March 2015 indicating the title of the presentation or poster. More information is available at Safety Group Leader: Henrik Törnberg, EXCOM Oversite: Kazuyuki Shiraishi As we did at AGM XXVI(2014) in Christchurch, we propose to hold a topical break-out session on Safety and share lessons learned at COMNAP AGM 2015 in Tromsø, Norway. The session will be held from on Day 2 of the AGM (Thursday 27 August). There will be time for 3 x 30 minute presentations and 1 x 30 minute discussion. The Norwegian Polar Institute as AGM host will use one of the 30 minute presentation sessions. For session 2 we are looking for a presentation by a national Antarctic program that has experience they can share on Ground Penetrating Radar (GPR) use for crevasse detection. For session 3 we are open to suggestions from any national Antarctic program for a topic for presentation. Please as soon as possible if you or your national Antarctic program can assist with sessions 2 and 3 as described above. Training Group Leader: Verónica Vlasich, EXCOM Oversite: Hyoung Chul Shin During AGM XXVI(2014) in Christchurch, this group agreed to continue to develop practical training modules on Antarctic matters. At that time, the group chose the issue of non-native species (NNS) as Module 2. Work on Module 2:NNS is now beginning. So members of the group are invited to send to the Expert Group Leader any practical training material on NNS that you use in your national Antarctic programs. These materials will be the basis for Module 2 with practical tips and advice to reduce the risk of the introduction of NNS into the Antarctic region. The goal would be to complete Module 2 in time to present the results at ATCM XXXVIII(2015) in Sofia in June. Therefore, please send any NNS materials from your program to no later than 6 March

7 Medical (Joint Expert Group on Human Biology and Medicine) Group Leader: Jeff Ayton, EXCOM Oversite: John Hall During AGM XXVI(2014) in Christchurch, there was support for a telemedicine workshop to be held at COMNAP AGM XXVII(2015). Plans are underway for this workshop which will likely be held on Day 2 of the AGM (Thursday 27 August 2015). National Antarctic program managers are encouraged to make their medical personnel aware of the proposed workshop, to encourage them to participate in planning for the event and to support their attendance to the workshop. Further details will be made available soon. OTHER COMNAP UPDATES The Waste Water Management Workshop Convener s Report is available from the member s-only area of the COMNAP website. Thanks to Sandra Potter (co-convener), José Retamales (co-convener) and Hyoung Chul Shin (EXCOM oversite) for the success of the workshop and the production of the report. The Proceedings of the COMNAP Symposium 2014: Success Through International Cooperation have been published (ISBN ). Each national Antarctic program will be mailed 10 printed copies. Each speaker and poster presenter will also be mailed a copy. One copy will also be given to each ATCM XXXVIII delegation in Sofia, Bulgaria. The 2015 application round for the COMNAP Antarctic Research Fellowships has now opened, the deadline is 3 June COMNAP, SCAR and CCAMLR have again joined forces to launch fellowships for early career researchers. The SCAR and COMNAP Fellowships are worth up to US$15,000 each and up to six fellowships in total are on offer for The CCAMLR Scholarship provides funding of up to AU$30,000 to assist early career scientists to participate in the work of the CCAMLR Scientific Committee and its working groups over a period of two years. The COMNAP/SCAR photographic exhibition Our Antarctica: Images from the Great White South, first shown in July 2012 in Portland, Oregon, on the margins of the SCAR OSC and the COMNAP AGM, are now on exhibit (3 February 15 March 2015) at Centro Joaquín Roncal, Zaragoza, Spain, and will later in the year be exhibited in other venues in the country. Thousands of people have now seen the stunning images, raising their awareness of the beauty of Antarctica. Thanks go to David Walton for project management regarding travel for the exhibition and to Javier Cacho Gómez for his efforts in finding the venues in Spain for the exhibition. Plans are advancing for the COMNAP AGM XXVII, August 2015, Tromsø, Norway, hosted by the Norwegian Polar Institute. Information on accommodation is now available on the member s-only area of the COMNAP website and AGM registration for members will open 1 April

8 OTHER NEWS The 14 th Conference of the IHO HCA (HCA-14) has been postponed and will not take place in Guayaquil, Ecuador, in March 2015 (host was INOCAR). The IHO HCA is liaising with INOCAR to confirm that it will host HCA-14 in However, in the case that INOCAR is unable to host the meeting in 2016, HCA Members are kindly invited to consider offering an alternative venue. In order to assist in longer-term planning and scheduling, offers to host HCA-15 in 2017 or 2018 would also be welcome and should be sent to the HCA Secretary not later than 31 March Part I of the IMO Polar Code which addresses the safety of shipping in polar waters was adopted by the IMO on 21 November Part II of the Polar Code which focuses on discharges of pollution from ships is likely to be adopted in May The Polar Code (Parts I and II) is due to take effect from 1 January 2017, with further negotiation on pollution prevention and other vessels (including fishing vessels) taking place in May 2015 and 2016 respectively.
