4 What is the DCM Program Role? Support Research: Following the tenet collect once, preserve, use many times, DCM supports the development of the broadest possible collection of applications and fully leverages federal research investment. Support Operations: Reconsider all aspects of how public sector transportation agencies (including the federal government) procure, acquire, capture, store, manage, and share data from multiple sources - e.g., connected vehicles, mobile devices, infrastructure, crowdsourcing. 4
5 Transformational Changes Exploit potential opportunities in flexible and dynamic data communication between vehicles, infrastructure-based technologies, and mobile devices Transition from single-source to multi-source Transformation needed in the mechanisms that allow researchers, public sector agencies, the private sector, and other interested parties to utilize and share data resources. 5
6 Technical and Non-technical Issues Some key issues are technical in nature, and here the USDOT can take a leadership role by prototyping innovative data capture and management systems that successfully deal with these technical challenges Other issues are non-technical, and to a great extent, involve a re-casting of traditional relationships between the federal government and stakeholders in the public and private sector that collect and utilize data. 6

9 Candidate Public Sector Roles in CV Deployment 1. Hands off: Public sector leaves development and deployment to the private sector 2. Research only: Public sector conducts basic research and prototyping, and facilitates the same by other sectors, but stays out of deployment 3. Active operations and management: Public agencies manage and operate CV data collection, aggregation and distribution and application deployment 4. Partner: Public sector cooperates with private sector to deploy and operate CV system 9
