In this regard, we invite technically complete and commercially competitive proposals from reputed vendors for supply, installation and commissioning of Primary PIX 535, Failover PIX 535, Cisco IPS, L2 Switches, Cisco 8 Router and Rack. The Detailed Bill of Material is specified in Annexure I. The format of the Technical Bid and Commercial Bid is as follows: a) Format of Product specification (Technical Bid): - S.No Part No Make And Model Description Quantity The technical bid should also include the product literature, manual and a short description of the product proposed to be supplied. In case, the product as specified in the BOM is end of life or not being manufactured by the OEM, the vendor is required to provide sufficient proof of such claim and is allowed to quote for an alternate product with such similar working capability.

2 Vendors in such similar line of business and having adequate experience in such similar projects may only submit the bids. The bids received from vendors who do not have adequate experience in executing such similar projects would be rejected and the Institute would offer no explanation. The Institute also reserves the right to request for proof of experience from vendors submitting the bids, in case it is required. b) Format of Commercial Bid Make & Amount in Rs. The vendors are required to submit the commercial bid strictly in the format specified above. Commercial bids received in any other format or without proper inputs will not be evaluated. Terms and Conditions: -. Technical and commercial bids should be submitted duly signed and stamped by the vendor s authorized signatory on or before January 29, 2007 by 0.00AM. 2. The prices as quoted in the commercial bids would be considered as the final prices for evaluation. However, the Institute can further negotiate with the selected vendor for downward revision in the prices. In any case, upward revision in the price from what is quoted in the commercial bid will not be allowed. 3. The price quoted should be valid for 6 months. The Institute may place repetitive order for the same equipments within a period of six months.. The technical and commercial bids submitted by the vendor must be in strict accordance with the formats stated in the tender document. Deviations from the same, if any, must be highlighted with sufficient reason in writing for the deviation. In case the bids do not match the Institutes standards, they may be rejected without any explanation for the same to the vendor. 5. The technical bid should strictly not carry any commercial information otherwise the bids from the vendor would be summarily rejected. 6. After the submission of bids, no change in the content of the bid would be allowed. However the Institute at its discretion may request the vendor to provide additional inputs if required. In case of the vendor not being able to submit the additional input in 2

3 writing on or before the date specified by the Institute, the bid received from the vendor would be rejected and no explanation would be offered to the vendor for the rejection. 7. Vendors are required to provide onsite comprehensive warranty for a period of 3 years from the date of acceptance of the product by the Institute. 8. The insurance of the equipments would have to be borne by the supplier till the equipments have been satisfactorily installed, commissioned and integrated at the Raipur location and the issue of acceptance certificate by the Institute is issued to that effect. 9. In case of the vendor being selected and the order being placed on the vendor, the payment terms would be as under:- a. 70% of the total order value would be paid after supply, installation & commissioning and integration of the equipment at Raipur Location and issue of acceptance certificate in writing by the Institute to that effect. b. 30% of the order value would be paid after the completion of the warranty period or against a bank guarantee drawn on a scheduled commercial bank in favour of IDRBT, Hyderabad for the equivalent amount of claim valid till the end of the warranty period. c. Octroi/Entry Taxes will be paid at actuals on submission of original Octroi/Entry Tax receipts and an invoice towards such claim. 0. All payments will be released based on submission of separate invoices. The bidder/vendor is required to quote CST/APGST /Service Tax Reg No. on the invoice submitted for payment without which no payment will be released.. The supply of equipments should be done within 0 weeks from the date of acceptance of purchase order. 2. Repeated failure a. If, during the warranty period, any system as a whole or any subsystem has any failure on two or more occasions in a period of 3 months, it shall be replaced by equivalent new equipment or any alternative steps are to be taken which would serve the purpose to the RBI. 3. The Vendor should be the original manufacturer of the equipments or authorized supplier/representative in India. An Authorization letter from the respective manufacturer of the equipments to this effect should be furnished compulsorily as enclosed in Annexure II, without which bid will be rejected.. Every month at least 2 man days of engineers with sufficient knowledge on networking technology should be made available to the Location for any required configuration as and when desired by the RBI. 5. Any item additional to what is stated in the bill of material may be quoted as optional item in the commercial bid. 6. IDRBT reserves the right to split the tender. 7. The decision of IDRBT is final. Packing, Marking and Shipping The equipments should be delivered to the RBI office at Raipur Location. Each case, packing or box shall be plainly marked to the following addresses: Shri. The vendors are required to adhere to tendering norms and no undue explanation, request for change in due date of bid submission, etc. will be offered by the Institute. Any request of any kind from the vendor before the bid submission due date must be forwarded to the undersigned in writing. The Institute reserves the right to accept or reject the vendor request without offering any explanation or reason for the acceptance or rejection. However, in case of any change/amendment in the tender content, all vendors participating in the tendering process would be informed in writing and sufficient time would be provided to adhere to such change/amendment. The bids should strictly be submitted on or before the due date. No change in the due date & time of submission of the bid will be allowed. Any vendor requesting to do so will not be allowed to participate in the bidding process.
