We have successfully presented the latest project developments to the Independent Reviewer Board in February The reviewers commented on the satisfactory progress of the work saying a significant amount of work was accomplished [ ] it became clear that the emar EMSF models and the Ecosystem have matured and that several state of the art applications (such as e-purchasing and e-drawings), decision support and optimization tools are now ready to be assessed and validated by different stakeholders during the final year of the project. Our intention now is to move forward and put in action all the emar tools and engage the European Maritime Community. 2 NEWSLETTER MAY-JUNE 2014 p.2 CASE STUDIES & CURRENT TRENDS Notes October 2014, Presentation of emar in MTEC Invitation for an emar Presentation on May Access Points: The emar AP Innovations An Ecosystem member is typically a company that participates in a commercial context and, in this process, connects with other members to exchange information. Ecosystem s members vary in characteristics, service provisions, objectives but they all have something in common: (a will for) sharing efficiently and effectively information, no matter if they are Shipping Service Providers, Logistics Services Providers, Governmental bodies, or anything else. Up to now, this communication is bi-directional, that is, the receiver gets the message from the sender(s) and this is replicated as many times as needed. The problems include multiplication of the same information and non-standardized information. Initiated by the PEPPOL project, developing Access Points has helped streamline this process. emar takes this one step further, fully supporting the Access Point technology, supporting all relevant equipment and processes and making it significantly easier to adopt emaritime Access Points. With emar AP, the exchange of documents and information between providers and consumers becomes easier. The emar Ecosystem supports a standard set of information types (SSD, TSD, TEP, GII, TS, TSP*) whereas the emar Ecosystem Infrastructure provides the gateway among Ecosystem members. A federated network of emar Access Points connected to each other using a common set of standards, within a community. Maritime Logistics Service Providers offer their business as a value added service to their peer Maritime Logistics Service Consumers. The emar infrastructure has been designed to supplement existing network services by providing the means for a participant to interconnect services instead of replacing existing services. Furthermore, the emar Ecosystem takes full benefit of the zappdev environment, enabling agility in the organizations but also enabling new entrepreneurs to quickly gain technology sufficiency and readiness to participate the Ecosystem. The emar AP now controls access, caches or discovers and invokes software services on the Ecosystem, based on the emaritime Strategic Framework EMSF, processing instructions of the Message. The emar zappdev based Access Points, significantly reduce barriers to entry for a newcomer and enables all companies easily and effectively integrate not only their existing but also their potential business services. * want to learn more about these abbreviations? DANAOS, EBOS, Inlecom and CLMS pulled their resources together and developed an innovative directory of e-maritime services which is already in use by shipping companies for day to day operations. The emar shipping platform transforms maritime legacy services into advanced e-services and currently hosts the following services: Ship Voyage Monitoring: enabling cooperation between the Shipping Company and the Charterer e-purchasing improving cooperation between the Shipping Company and the Supplier e-drawing, enabling cooperation between the Shipping Company and the Technical/Repair Yard/Purchasing executives and departments e-crewing, facilitating interaction between shipping companies and crew candidates. In its full operation, the emar Platform will provide high end and high impact services, including: Strategic Fleet Management: Emphasise on traditional strategies such as market segmenting, fleet scheduling and business networking including cooperative planning of resources. Personnel management and training systems: Manage terms of employment for seagoing personnel and offer high-end recruitment process coordination and crew assignment. Chartering: Manage and monitor the chartering process: rates and trends from brokers, brokers reports, communication between charterers and vessels, company alerts. Ship condition monitoring, maintenance and emergency support systems: Controls and monitors the efficiency of the ship by advanced management processes
4 NEWSLETTER MAY-JUNE 2014 p.4 CASE STUDIES & CURRENT TRENDS Single Windows: a roadmap for the Maritime Community From the e-maritime perspective a successful Single Window system should achieve the following functions in order to fulfil improving competitiveness of maritime transport: Simplify administrative procedures for co-modality, providing interoperability between this Single Windows platforms and regulatory compliance reporting systems; Improve the utilization of maritime transport resources by supporting maritime transport stakeholders to establish and manage competitive business networks; Support improved efficiency of shipping services (e.g. cost/ton-km) and enhancing the attractiveness of short sea shipping for efficient door-to-door supply chains (improved service reliability, environmental impact and ease of use); Support the development of European Ports as key logistics hubs; Our analysis has shown, that the developmental pathways of National Single Windows (NSWs) for maritime transport differ from country to country, however, all are somehow interlinked to Port Single Windows which in turn are increasingly linked with Port Community Systems (PCSs). Currently, the following two electronic submission scenarios are widespread: 1. Ship formalities information is submitted to Port Community Systems from which the information is passed to a National Port Authority for authorising entry or exit. The information is then passed to a National maritime application from which the SSN notifications are handled; the PCS also handles intercommunications for Customs clearance; 2. Ship formalities information is submitted to a National Maritime Single Window or National SSN application acting as a Single Window for communications to both SSN and Customs. While the landscape in Europe is characterized by a network of existing Port Community Systems and Customs Single Windows, the challenge for Europe is to build upon these long-established existing systems and transform them into broader National Single Windows that correspond to the single entry point criteria. Inevitably, this covers all government agencies and should fulfil all import, export, and transit-related regulatory requirements.
