1 Service Document Probation Hostel for Young Offenders I Service Definition Introduction Probation Hostel, an approved institution under the Probation of Offenders Ordinance, Chapter 298, provides residential training of not more than 12 months to young offenders. Through a well-structured environment and properly-designed programmes, Probation Hostel aims at bringing about character reform, changes in behaviour and attitude as well as social re-adjustment so that young offenders will return to the community as law-abiding citizens. Purpose and objectives While maintaining their contact with society through employment or schooling, and based on social work principles and approaches, the purpose and objectives of Probation Hostel are: To use social work approach to implement the court directives with the ultimate goal of re-integrating young offenders into the community. To provide guidance in employment or schooling to facilitate the re-integration of young offenders into society. To provide social work programmes which aim at helping young offenders acquire the ability, skills, motivation and maturity to lead a law-abiding life after discharge. To promote volunteerism and community service among the residents with a view to enhancing their self-esteem and developing their potentials. To offer a stable, safe, fair and warm communal living environment.

2 Nature of the service The service is to be operated in compliance with the Probation of Offenders Ordinance, Chapter 298. Services provided include: (a) Residential training in the form of small group living within the Home to increase and facilitate individual contact, treatment, attention, privacy and closer relationship among residents and with the residential workers. (b) Formulation, implementation and review of individual rehabilitation plans or programmes, together with relevant others involved in residents placement, through regular case discussion and conference. (c) Individual or group counselling to deal with residents emotional and behavioural problems. (d) Training programmes to develop life skills. (e) Guidance and assistance in employment or schooling to cultivate residents interest in study and proper work habit. (f) Monitoring of residents leave of absence to allow them to take up normal employment or education in the community. (g) Social, cultural and recreational activities to develop social skills and interest for better adjustment in the community. (h) Planning and implementing community service project to enhance residents self-esteem and to develop their potentials. (i) Family life education programmes to develop skills and knowledge for the improvement of family and inter-personal relationship. (j) Encouraging and facilitating contact with families and arranging home leave to prepare residents for family reunion. Target group The target group are young offenders aged 15 to under 21 on admission committed under the Probation of Offenders Ordinance, Chapter 298.

3 Fee charging Residents are to contribute a Board and Lodging Fee as approved by the Financial Secretary to cultivate their sense of responsibility and to encourage good budgeting. The Board and Lodging Fee is subject to regular review. II Performance Standards The service operator will meet the following performance standards: Outputs Output Standard Output Indicator Agreed Level 1 Rate R(1) of successful completion of residential training (i) within a year 2 Rate R(2) of completing scheduled entry conference (ii) for individual residents within a year 3 Rate R(3) of completing monthly case assessment (iii) for individual residents within a year 4 Number of social work programmes (iv) completed within a year 70 % 100% 100% not less than 15 (Keys and definitions at Appendix of this Service Document.)

4 Essential service requirements 24-hour care per day, with at least two staff members on duty at all times A scheduled daily routine as approved by Director of Social Welfare (DSW) Discipline be promoted through a scheme of reward and privilege as approved by DSW Registered social worker Sufficient and varied food on a dietary scale as approved by DSW Separate beds for residents Toys, books and other equipment appropriate to residents age All services to comply with Manual of Procedures for Correctional Institutions and Aftercare Service. Quality Service operators will meet the requirements of the 16 Service Quality Standards (SQSs).

5 Keys R(1) Rate of success = Illustrations/Definitions Appendix Actual no. of successfully-completed cases during the year x 100% No. of completed cases (both successful and unsuccessful) in the year (i) Successful completion of residential training refers to the completion of training period as specified in the court order R(2) Rate of completing scheduled entry conference = No. of entry conferences completed during the period x 100% No. of entry conferences required during the period (ii) Scheduled entry conference refers to conference initiated by the Home and shall meet the following criteria: a) Participants include the resident, his family members, the supervising probation officer, and social work staff of the Home; b) Scope of discussion includes residents welfare plan, expectation of concerned parties and adjustment to residential training; c) Content is documented, i.e. record is kept; d) There is follow-up action; and e) The conference has to be held within 2 to 6 weeks upon the admission of the resident. R(3) Rate of completing monthly case assessment = No. of monthly case assessment completed during the period x 100% No. of monthly case assessment required during the period (iii) (iv) Monthly case assessment refers to the assessment and review of the overall performance of individual residents in the month. The resident s parents shall be involved in the assessment of the resident s progress on a quarterly basis. Case assessment shall be documented, and supervising probation officer shall be provided with assessment report. Social work programmes refer to number of groups or mass programmes organized by social work staff of the Home applying social work values, knowledge and skills and with planned objectives, programme contents, evaluation and documentation.
