4 What are Equity Scholarships? Equity Scholarships assist fi nancially disadvantaged students with the costs associated with tertiary study. There are two types of Equity Scholarships available through UAC: Institution Equity Scholarships funded by individual institutions, donations or sponsorships Indigenous Commonwealth Scholarships funded by the Australian Government. Institution Equity Scholarships Institution Equity Scholarships (IES) are funded by participating institutions and are awarded to students experiencing fi nancial disadvantage and/or other educational disadvantages. They aim to maximise the participation in higher education of students from low socio-economic backgrounds and also target groups statistically under-represented in higher education. All IES are available to applicants who receive means-tested payments such as Newstart Allowance, Disability Support Pension, Parenting Payment Single and Carer Payment. Some institutions may award IES to applicants receiving student income support payments, eg Youth Allowance, Austudy, ABSTUDY. IES provide consideration to students experiencing a wide range of educational disadvantages including: carer responsibilities English language diffi culties Indigenous Australian status fi nancial hardship long-term or recurrent medical conditions or illnesses refugee status regional or remote disadvantage sole parent responsibilities. For more information about educational disadvantages, see Table 5: Descriptions of educational disadvantage on pages Indigenous Commonwealth Scholarships Indigenous Commonwealth Scholarships are funded by the Australian Government. The objectives are to facilitate choice in higher education and to increase higher education participation for Indigenous students. The main Indigenous Commonwealth Scholarship types are: Indigenous Commonwealth Education Costs Scholarship to assist students with general education costs Indigenous Commonwealth Accommodation Scholarship to assist students from regional and remote areas who have to relocate to attend higher education with accommodation costs Indigenous Access Scholarship a once-in-a-lifetime scholarship to assist students access higher education. 5 Equity Scholarships through UAC for UAC offers a year-round centralised Equity Scholarships process. This means that you can apply for Equity Scholarships from August until July the following year in a single application. Applicants submit one Equity Scholarships application during the admissions period. Applications remain live throughout this period and will be considered by participating institutions for all relevant offer rounds. Not all institutions participate in all offer rounds. With the exception of the Main Round, when all institutions must participate, institution participation in all other offer rounds is optional. Not all institutions make scholarship offers after the Main Round. To check which institutions may participate in each Equity Scholarships offer round, visit Supplying documents You need to submit your online Equity Scholarships application and provide supporting documentation at least seven working days before any offer round to be guaranteed consideration in that Equity Scholarships offer round. Your application and all associated supporting documents must be received at UAC by Wednesday 6 January 2016 to be considered with Main Round Scholarship offers. UAC will make every effort to assess all supporting documentation submitted before institutions make their scholarship offers, but cannot guarantee the assessment of documents submitted outside the required time frame. Participating institutions UAC provides a centralised Equity Scholarships application process for most of UAC s participating institutions. By submitting just one application through UAC you ll be considered for all available Equity Scholarships for which you re eligible at participating institutions. You can only receive an Equity Scholarships offer from an institution at which you re currently enrolled and/or from which you ve received an offer of admission. You ll be considered for all available Equity Scholarships for which you re eligible. You can only receive an Equity Scholarship from an institution at which you ve received an offer of admission or are currently enrolled. The application process You apply through ES Online on UAC s website at apply. An ES application number and four-digit ES PIN will be generated after you enter your contact information. The online application will ask a series of questions. They are designed to determine which applicants best meet the eligibility requirements for the available. You will also need to agree to the Declaration and authority you can read the printed version on page 6. At the end of your online application download your Confi rmation of application and Scholarships document package. Check your Scholarships document package so that you know what supporting documents you need to provide to UAC. Not all applicants will need to supply supporting documents to UAC. For information on providing documents to UAC, refer to page 7. If you have a disability and are having problems with the UAC application process contact us. We will help you with your application. Making changes to your application After you have applied through ES Online, you can use Applicant Services at to manage your application. You will need your ES application number and ES PIN to log in. Using Applicant Services you can: change your ES PIN change your contact details view and print your Confi rmation of application and Scholarships document package add disadvantages (see below) view and print your outcome letter. Adding disadvantages to your application You can add disadvantages to an Equity Scholarships application you have previously submitted in the application period. Do not start a new application. Go to Equity Scholarships Applicant Services at applicant-services to add additional disadvantage/s to your application. Remember to download your Confi rmation of application and Scholarships document package if you ve added disadvantage/s to your ES application as you may need to supply additional supporting documents. For information on providing documents to UAC, refer to page 7. Additional disadvantages and all associated supporting documentation must be received by UAC at least seven working days before an Equity Scholarships offer round to be considered in that round. Do not start a new application within the same admissions period to add disadvantages to your existing application, or for any other reason. Contact equity@uac.edu.au if you have any queries about this process. The selection process Institutions make Equity Scholarships offers as a result of a competitive application process. Applications are assessed based on the information provided in the application and supporting documentation. This means: institutions will award IES to applicants who best meet the eligibility requirements. Read the institution entries on pages for eligibility requirements for each scholarship. institutions will award Indigenous Commonwealth Scholarships to applicants who best meet the Government s eligibility requirements read pages (They may also consider other educational disadvantages such as, long-term medical conditions refer to pages ) When you apply online you ll be given instructions about which documents you need to supply. It is your responsibility to provide the necessary documentation within seven working days of applying. The offer process Equity scholarship offers are released to applicants by UAC on behalf of UAC s participating institutions. After each offer round Equity Scholarships outcomes will be available at Refer to page 5 for ES offer round dates. Outcomes will be provided to both successful and unsuccessful applicants. To access your outcome you ll need your Equity Scholarships application number and ES PIN. You can only receive an Equity Scholarships offer from an institution: from which you ve received an offer of admission at which you re currently enrolled. Unsuccessful applicants If you are unsuccessful in your application, you will receive a letter advising you. You will only receive one letter unless your application has been reassessed (which may occur if you add a new disadvantage to your application). 4 Equity Scholarships

7 At UAC we have to allow time to process your application after we receive it. To ensure your ES application is assessed in time for a particular offer round, apply and provide your documentation as early as possible, but no later than seven working days before the release of the ES offer outcomes and make sure any supporting documentation is correct. The following table shows, for each ES offer round, the UAC dates by which you need to apply and provide documents. When you receive an alert from UAC, go to Applicant Services to view the correspondence and take appropriate action. We recommend that you also go to Applicant Services regularly to check for new correspondence. Some accounts might send s from UAC to your junk folder. Add the domain uac.edu.au to your list of safe contacts to stop this from happening. It is your responsibility to check your s regularly (including your junk s) for any messages from UAC. Offer round participation Not all institutions participate in all offer rounds. With the exception of the Main Round, when all institutions must participate, institution participation in offer rounds is optional. Not all institutions make scholarship offers after the Main Round. To check which institutions may participate in each Equity Scholarships offer round visit You need to submit your online Equity Scholarships application and provide supporting documentation at least seven working days before to any offer round to be guaranteed consideration in that Equity Scholarships offer round. Outcomes for Main Round Scholarship offers will be available on UAC s website on Thursday 21 January Successful applicants If your Equity Scholarships application is successful, UAC will provide information about the scholarship you ve been awarded, together with details of how to accept your offer. Check the instructions in the offer letter about accepting your scholarship offer and for relevant contact details. If you have any enquiries about your scholarship offer, the associated terms and conditions, or the acceptance process, contact the institution that has awarded your scholarship. When you accept an Equity Scholarships offer you must agree to provide personal information relevant to assessing your ongoing eligibility as requested by the institution. Your Equity Scholarships offer is made on the condition that you re eligible to receive an Equity Scholarships on your fi rst census date for the scholarship period. Institutions will confi rm your eligibility before payment is made. Unsuccessful applicants If your Equity Scholarships application is unsuccessful in the admissions period, you are welcome to re-apply in future admissions periods, if you meet the scholarship eligibility criteria of the institution/s to which you are applying and/or at which you are enrolled. You must submit a new application (and new supporting documentation if required). UAC won t use any of your previous application material for a subsequent Equity Scholarships application. If you have submitted an Equity Scholarships application, do not commence a new application within the same admissions period. If you are unsuccessful, your application may be considered in future offer rounds provided the institution at which you are currently enrolled or from which you have received an offer of admission is participating. Scholarship offers by University of Technology Sydney UTS will make offers directly to successful applicants for nine of its Institution Equity Scholarships as follows: UTS Vice-Chancellor s Merit Scholarship Erik Dreikurs Scholarship Law Equity Scholarships Linden Little Equity Scholarships WJ and LM Sinclair Scholarship John Hughes Memorial Scholarship Women in Engineering Equity Scholarship Faculty of Arts and Social Sciences Undergraduate Student Merit Scholarships Ezekiel Solomon Scholarship. For details, read the UTS entries on pages Deferment Initial deferment of an Equity Scholarship is not permitted. Students who are awarded an Equity Scholarship and defer the start of their studies or withdraw from their course before their fi rst census date will forfeit their Equity Scholarship. Students may re-apply for a scholarship if they start studies at the institution at a later date. Termination of an Equity Scholarship Your Equity Scholarship will be terminated for any of the following reasons: you cease to meet the eligibility requirements for your Equity Scholarship the maximum duration of the Equity Scholarship has been reached (if applicable) you ve failed to make satisfactory academic progress as defi ned by the institution you ve committed serious misconduct (eg provided false or misleading information) you don t resume study at the end of an approved interruption-to-study period. Grievance procedures Grievances will be resolved in accordance with the relevant institution s policies. Declaration and authority This is a printed version of the online Declaration and Authority you will have to accept when you apply through ES Online. 1. I declare that all the information submitted is true and complete. 2. I declare that I have read and understood the UAC Privacy Policy on UAC s website at 3. I authorise UAC to verify any information provided by me. 4. I authorise: UAC to use Centrelink Confi rmation eservices to perform a Centrelink enquiry of my Centrelink Customer details and concession card status in order to enable UAC to determine if I qualify for Equity Scholarships the Australian Government Department of Human Services (the department) to provide the results of that enquiry to UAC. I understand that: the department will use information I have provided to UAC to confi rm my eligibility for Equity Scholarships and will disclose to UAC my personal information including my name, address, concession card status, payment type, payment status, income, assets, one-off payment, deduction and shared care arrangements this consent, once signed, remains valid while I am an applicant of UAC unless I withdraw it by contacting UAC or the department I can obtain proof of my circumstances/details from the department and provide it to UAC so that my eligibility for Equity Scholarships can be determined if I withdraw my consent or do not alternatively provide proof of my circumstances/details, I may not be eligible for Equity Scholarships provided through UAC. 5. I authorise UAC to provide all information and documents provided with and/or obtained in connection with this application to all institutions participating in Equity Scholarships through UAC for any purpose connected with this application. 6. I authorise UAC to collect, receive, store, transfer and use any information provided by me, or any information obtained in connection with this application, and to disclose such information to all participating institutions, Universities Australia (UA)*, UA member institutions, the members of the Australasian Conference of Tertiary Admissions Centres (ACTAC), and any other authority or tertiary educational institution either in Australia or overseas, where UAC reasonably considers it necessary to make such disclosure. 7. I understand that UAC may disclose the personal information I have given in this application to the Department of Industry and Science, or its successor, for the purposes of administering Relocation Scholarships and Student Start-up Scholarships. 8. I understand that UAC and the participating institutions have the right to vary or cancel an Equity Scholarships application and/or application for admission or an enrolment made on the basis of what UAC or a participating institution determines to be untrue or incomplete information from any source. 9. I understand that institutions make Equity Scholarship offers based on the information provided by me and on advice received from UAC. 9 Providing documents If you need to provide documents to support your Equity Scholarships application, this will be indicated in your Scholarships document package, generated after you have fi nished applying. You must supply documentary evidence where requested within seven working days of submitting your ES Online application. If you don t supply complete and correctly verifi ed documentation within seven working days of applying, your application won t be assessed. You must send correctly verifi ed copies of documents (refer to Verifying documents below for further information). Overseas documents If your offi cial documents are not in English, you must supply correctly verifi ed copies of the following documents (refer to Verifying documents below for further information): the document in the original language an English language translation of these documents (read below for organisations who can translate your documents). Your documents must be translated by one of the following: Community Relations Commission for a Multicultural New South Wales, Level 8, Stockland House, 175 Castlereagh Street, Sydney NSW 2000, call (tollfree) or visit a translator accredited by the National Accreditation Authority for Translators and Interpreters (NAATI). The translator must be accredited as at least a professional translator. Translated documents must display the offi cial NAATI stamp provided to qualifi ed translators; the stamp shows the level of accreditation and the direction in which they re accredited to translate. A list of NAATI-accredited translators in Australia and some overseas locations is available at or call (02) an interstate offi ce of Community Relations Commission or the Department of Immigration and Boarder Protection Australian diplomatic missions. Change of name If you have documents under a previous name, you must supply documentary evidence to prove your change of name, such as a marriage certifi cate, deed poll registration or other registration with the Registry of Births, Deaths & Marriages. The documentation must show your previous name/s and your current name/s. Without this documentation, your application may be delayed. Transferring your documents to a new application You can request that your documents from a previous application be transferred to a new application, but you will have to pay a fee of $86 and the documents must relate to an application made within the last fi ve years. To have your documents transferred, download the Document transfer form available at enclose payment and post to UAC, Locked Bag 112, Silverwater NSW Having your documents returned to you We do not recommend you send original documents to UAC. However, any documents you provide to UAC can be returned to you for a fee. If the documents relate to the current admissions period, the fee is $41. If the documents relate to a previous admissions period (up to fi ve years), the fee is $86. To have your documents returned, complete the EAS and Equity Scholarships document retrieval form at faq, enclose a cheque or money order for the relevant fee and post to UAC, Locked Bag 112, Silverwater NSW Providing original documents to UAC UAC does not recommend you send original documents to UAC. Timeframe for providing documents You must provide your documents within seven working days of applying for Equity Scholarships. Photocopied documents So that your ES application can be assessed correctly, ensure that all photocopied documents that you submit are: legible easy to read, especially visas and stamps with dates correctly verifi ed. Verifying documents All documents provided to UAC must be correctly verifi ed. Correctly verifi ed means that your original document has been sighted and the copy has been sworn to be a true copy of the original by one of the authorised people mentioned below. Documents not verified or not verified correctly UAC is not permitted to process copies of documents: that are just photocopies (ie not verifi ed) that have not been correctly verifi ed that are photocopies of verifi ed copies verifi ed by a Justice of the Peace without a registration number verifi ed by an International Justice of the Peace. People authorised to verify documents You can take your original documents in person to UAC or the admissions offi ce of a participating institution. Your original documents will be copied and handed back to you. UAC will keep the copies with your application. The admissions offi ce will give the copies to you to submit with your application to UAC. There may be a charge for copies made at some participating institutions. You can also have your documents verifi ed by someone from one of the categories listed below. The categories are for verifi cation in Australia, New Zealand or overseas check carefully which categories apply to you. The person who verifi es your document/s must be contactable by telephone during normal working hours. You cannot verify your own documents, even if you belong to one of the categories listed below, and your documents cannot be verified by a person directly related to you. Documents verifi ed in AUSTRALIA Anyone who is currently employed as: an accountant member of the Institute of Chartered Accountants in Australia, CPA Australia, the National Institute of Accountants, the Association of Taxation and Management Accountants or a registered tax agent a bank manager, but not a manager of a bank travel centre a credit union branch manager a commissioner for declarations a barrister, solicitor or patent attorney a police offi cer a postal manager a principal of an Australian secondary college, high school or primary school a pharmacist a medical practitioner or specialist Equity Scholarships

10 a registered nurse a defence force offi cer. They must include their professional registration number, if available, when verifying your documents. An authorised officer at: Universities Admissions Centre (UAC) the Admissions Offi ce or Student Services Offi ce at any participating institution the Administration Offi ce at any TAFE college Queensland Tertiary Admissions Centre (QTAC), Victorian Tertiary Admissions Centre (VTAC), South Australian Tertiary Admissions Centre (SATAC), Tertiary Institution Services Centre (TISC) (WA) the offi cial records department of the institution that originally issued the document/s. A Justice of the Peace with a registration number. Copies verified by a Justice of the Peace without a registration number will not be accepted. In addition, a Justice of the Peace must add: the state in which they are registered as a Justice of the Peace. 11 Indigenous Commonwealth Scholarships Indigenous Commonwealth Scholarships assist Indigenous students from low socio-economic backgrounds, who are Australian citizens, with costs associated with higher education. These : don t count as income for any social security test will be allocated to eligible applicants on a competitive basis don t need to be repaid. Information in this booklet is based on the Commonwealth Scholarships Guidelines (Education) For more information, visit You are eligible for an Indigenous Commonwealth Scholarship if you are: an Indigenous person are fi nancially disadvantaged are an Australian citizen or holder of a permanent humanitarian visa. You are not eligible for an Indigenous Commonwealth Scholarship if you: are a New Zealand citizen are an international fee-paying student are enrolled or will be enrolled in a domestic fee-paying place are enrolled or will be enrolled part-time (unless there are exceptional circumstances which prevent you from studying full-time, for example, you have a disability or signifi cant carer responsibilities) have completed the requirements of a course of study equivalent to or higher than an Australian Bachelor award, unless each such award is a prerequisite to your: current undergraduate course of study, or Graduate Diploma (or equivalent postgraduate course of study) in an area of National Priority required for initial registration to practise in the chosen National Priority area and there is no alternative pathway into that course of study at your university have already received an Indigenous Commonwealth Scholarship for the maximum duration. Maximum duration The maximum duration you can have access to one or more Indigenous Commonwealth Scholarships is for a total of eight scholarship periods. (See Common terms and abbreviations on page 22 for defi nitions.) Students accessing Indigenous Enabling CECS or Indigenous Enabling CAS who progress to an undergraduate course are excluded from this provision and can have access to one or more Commonwealth Scholarships for a total of 10 scholarship periods. Income support payments Indigenous Commonwealth Scholarships are exempt from the Social Security and Veterans Affairs income tests, as stated in the Social Security Act 1991, section 8(8)(zja). You can fi nd the Act at However, some state government policies may require the income from Commonwealth Scholarships to be included when calculating income support payments (eg rental assistance for state government housing). Taxation If you re a student receiving full-time education at a school, college or university, your scholarship will be exempt from taxation subject to certain exceptions. Refer to the Income Tax Assessment Act 1997, section 51 10, item 2.1A. 12 Table 1: Indigenous Commonwealth Scholarships: Basic eligibility requirements To be eligible for Indigenous Commonwealth Scholarships you must meet all of the requirements outlined in items 1 to 5, plus the requirements in item 6 for the relevant scholarship. You must meet all the requirements by the fi rst census date of the scholarship period. (see Common terms and abbreviations on page 22 for defi nitions.) Condition 1 Australian Aboriginal or Torres Strait Islander status Requirement You must be an Indigenous person. A person will be considered to be an Indigenous person for the purpose of a Commonwealth Scholarships where the person fulfi ls all the following criteria: is of Australian Aboriginal or Torres Strait Islander descent identifi es as an Australian Aboriginal or Torres Strait Islander, and is accepted as an Australian Aboriginal or Torres Strait Islander in the community in which he/she lives or has lived. See below for information on how to provide evidence of Aboriginality. 2 Citizenship and residency You must be an Australian citizen or holder of a permanent humanitarian visa. 3 Low socio-economic You must demonstrate fi nancial hardship either: status requirements through receiving a Centrelink (or other Commonwealth) means-tested income support payment (such as Austudy, ABSTUDY, Youth Allowance), or by providing comprehensive information demonstrating exceptional fi nancial hardship. 4 Study load You must be enrolled, or about to commence study, as a full-time student. Refer to Table 6: Full-time study defi nitions on page 20 to see how institutions defi ne full-time. There are two exceptions see 1 and 2 below. 1 Exceptional circumstances: Your institution may accept exceptional circumstances that prevent you from studying full-time, such as disability or signifi cant carer responsibilities. See Part-time study exceptional circumstances on page 20 for more information. 2 Part-time enabling course: Students can enrol on a part-time basis in an eligible enabling course. However: (a) you will only be eligible to be considered for an Indigenous CECS; you won t be eligible to receive an IAS or an Indigenous CAS (b) you won t automatically be entitled to receive an Indigenous CECS but are subject to a competitive process, as are other eligible commencing students. 5 Previous qualifi cations You must not have completed the requirements of a course of study equivalent to or higher than an Australian Bachelor award, unless each such award is a prerequisite to your: current undergraduate course of study, or Graduate Diploma (or equivalent postgraduate course of study) in an area of National Priority required for initial registration and there is no alternative pathway into that course of study at your institution. (Commonwealth Scholarships Guidelines (Education) 2010, effective 1 January 2010, states that a Commonwealth Scholarship is intended primarily for students undertaking an initial qualifi cation [2.10.1(7)(f)].) 6 Enrolment To be eligible for an Indigenous CECS or an Indigenous CAS you must: be enrolled or about to commence study in either: an undergraduate course of study (not limited to areas of National Priority), or a Graduate Diploma (or equivalent postgraduate course of study) in an area of National Priority required for initial registration to practise in the chosen National Priority area be enrolled as a Commonwealth-supported student for that course of study meet the additional CAS eligibility requirements for an Indigenous CAS (see page 11). To be eligible for an Indigenous Enabling CECS or an Indigenous Enabling CAS you must: be enrolled or about to commence study in an eligible enabling* course be enrolled as a Commonwealth-supported student for that course of study meet the additional CAS eligibility requirements for an Indigenous Enabling CAS (see page 11). To be eligible for an Indigenous Access Scholarship you must: be enrolled or about to commence study in an eligible enabling* course or undergraduate course. *Refer to Table 3: Indigenous Commonwealth Scholarships: Eligible enabling courses on page 13. Evidence of Aboriginality If you re an Australian Aboriginal or a Torres Strait Islander, you must provide evidence of your Aboriginality by one of the following methods: provision of your Centrelink Customer Reference Number (CRN) so UAC can confi rm you currently receive ABSTUDY or by the correct completion of the Declaration Australian Aboriginal or Torres Strait Islander. If your answers indicate that you need to complete and return this declaration, you will receive a Scholarships document package at the end of your ES Online application. You will need to print, fi ll in and return this declaration to UAC. If your Aboriginality is questioned, you ll be asked to provide further evidence. 10 Equity Scholarships

13 Additional requirements for Indigenous CAS and Indigenous Enabling CAS Commonwealth Accommodation Scholarships (CAS) are open to commencing and continuing Indigenous students from regional and remote areas of Australia who: have a demonstrated current fi nancial hardship, and had to, or will have to, relocate to undertake their current higher education course of study. In addition to the basic eligibility requirements for a Commonwealth Scholarship (see Table 1: Indigenous Commonwealth Scholarships: Basic eligibility requirements on page 10), to be eligible for a CAS you must also meet the following four requirements: 1 It was, or will be, necessary for you to: (a) move from a regional or remote area of Australia (see Regional or remote classifi cation below) to be able to undertake your higher education study, or (b) remain in a major city in order to undertake your higher education study, if you moved away from a regional or remote area of Australia to complete all or most of your secondary schooling at a high school or college in a major city. 2 you ve incurred, or will incur, additional accommodation costs as a result of having to move 3 in , you ll be enrolled as an internal student 1, unless you can demonstrate the need to move 2 4 within the four years immediately preceding the commencement of your current higher education course of study 3 you must have satisfi ed one of the following four requirements: (a) lived in a regional or remote area of Australia for at least three years, or (b) completed your fi nal two years of schooling in a high school or college in a regional or remote area of Australia, or (c) moved away from a regional or remote area of Australia to complete all or most of your secondary schooling at a high school or college in a major city; and it was/will be necessary for you to remain in a major city in order to undertake your course of study, or (d) lived in a regional or remote area of Australia for a total of at least two years, and you relocated from the regional or remote area of Australia to undertake vocational education and training (eg TAFE) for a maximum of two years duration immediately preceding the commencement of your undergraduate course. 1 An internal student is a student who, for the majority of units of study in which they re enrolled in the scholarship period, is required to attend regular classes on campus. 2 For the purpose of determining the necessity for you to move, you should normally be enrolled as an internal student to be deemed eligible for CAS unless you can demonstrate that there are exceptional circumstances preventing you from doing so, including, but not limited to the following: (a) the need for you to attend classes or access other study-related facilities on the campus at which you re enrolled with the eligible scholarship provider or a host provider approved by the eligible scholarship provider through a crossinstitutional arrangement (b) the distance from your home to the relevant campus (c) the availability and quality of transport infrastructure between your home and the relevant campus (d) limitations on your mobility due to disability and/or carer responsibilities. 3 In this context current higher education course of study means: - for continuing students the course in which you are currently enrolled and intend to enrol in for admissions - for commencing students the course to which you have applied for admission and intend to enrol in for admissions. Regional or remote classifi cation Your permanent residence postcode will be used to assess whether you lived in a regional or remote area of Australia. The Commonwealth Scholarships Guidelines (Education) 2010 advise that the Australian Standard Geographic Classifi cation Remoteness Areas (ASGC RA) classifi cation system be used as a guide for the following. RA1 Major Cities of Australia RA2 Inner Regional Australia RA3 Outer Regional Australia RA4 Remote Australia RA5 Very Remote Australia. The Commonwealth Scholarships Guidelines advise: A provider must deem a student ineligible if they have come from a locality belonging to the Major City classifi cation (RA1). The ASGC RA classifi cation system map can be accessed at You can use this tool as a guide for your postcode. All categories other than major cities will be considered to be regional or remote. Payments and conditions Payments Indigenous CECS and Indigenous CAS Your institution will make payments directly to you as soon as practicable after the fi rst census date (set by each institution). You ll receive 50 per cent of the total annual value of the Commonwealth Scholarship in each six-month period. Indigenous Enabling CECS and Indigenous Enabling CAS Your institution will make payments directly to you. You ll receive 50 per cent of the value of the scholarship as soon as practicable after your fi rst course start date. You ll receive the remaining 50 per cent in the six-month period following your fi rst course start date, provided you meet all of the eligibility criteria. If you enrol in an enabling course that is six months or less in duration, you ll only receive 50 per cent of the value of the scholarship. Conditions Ongoing eligibility requirements In order to maintain ongoing eligibility for your Commonwealth Scholarship you must: maintain satisfactory academic progress, according to your institution s policy continue to meet eligibility requirements described in Table 1: Indigenous Commonwealth Scholarships: Basic eligibility requirements on page 10 as relevant to the Commonwealth Scholarship awarded to you, and provide documentary evidence to support your ongoing eligibility when requested. It s your responsibility to advise your institution of any changes to your circumstances that would make you ineligible for your Commonwealth Scholarship. Institutions may approve requests from students to retain their Commonwealth Scholarships when they re on approved leave read Table 2: Indigenous Commonwealth Scholarships: Institution policies for approved leave on page 12. Provision of false information If UAC or any participating institution knows or has reason to believe that a student receiving a Commonwealth Scholarships has provided false or misleading information, UAC, on behalf of the institution/s, is required to re-assess the student s entitlement to the Commonwealth Scholarships. UAC must also notify the Department of Education and Training, or its successor, of the suspected offence and provide the Department with a copy of the student s application and any other relevant information requested by the Department. Study undertaken overseas or through cross-institutional arrangements Students who undertake a program of study (a) overseas or (b) with an institution that s been approved by their institution through a crossinstitutional arrangement as a Commonwealth-supported student, won t be precluded from accessing their scholarship during this period, so long as the program of study is approved by their institution and will count towards the course requirements in which the student is enrolled. Students must continue to meet scholarship eligibility requirements during this period. Equity Scholarships

14 Transfer of a scholarship to another institution If you hold an Indigenous Commonwealth Scholarship at one institution, apply for and receive an offer of admission to a different institution, your scholarship won t be automatically transferred. Indigenous Commonwealth Scholarships are awarded through application to UAC. You must apply through UAC where you ll be assessed in accordance with each institution s selection criteria. Through your ES application to UAC, an institution may award an Indigenous Commonwealth Scholarship for the remainder of the duration of your scholarship. If you ve received part of an Indigenous Commonwealth Scholarship at another institution, you must declare any previous support you ve received when you accept your scholarship for admissions. Being eligible doesn t guarantee a scholarship Meeting the scholarship eligibility criteria doesn t guarantee that you ll be awarded a scholarship. There are limited Equity Scholarships and there are more applicants than. As part of a competitive application process, you re ranked against the eligibility criteria, and institutions award to applicants who best meet the eligibility criteria. If you re unsuccessful it doesn t mean that you re not in need; rather, it means that there are other applicants who ve been assessed as being in greater need. These are referred to as Indigenous Enabling Commonwealth Education Costs Scholarships (Indigenous Enabling CECS) and Indigenous Enabling Commonwealth Accommodation Scholarships (Indigenous Enabling CAS). Six institutions are offering these through UAC in ; see the table below. 16 Institution Equity Scholarships Value and duration The value and duration of the awarded by institutions differ. They may be in the form of one-off voucher to assist with purchasing educational materials, a one-off payment of $2,000, a yearly payment of $500 to $7,000 for the duration of your degree or up to $25,000 a year for faculty-specifi c for applicants meeting fi nancial hardship criteria. Read pages for details of the offered by institutions. See below for institutions offering Equity. Payment If you re awarded an Institution Equity Scholarships, the institution will provide details of how payments will be made. UAC must then notify the relevant institution of the suspected offence and provide the institution with a copy of the student s application and any other relevant information requested by the institution. Viewing correspondence from UAC You must provide an address when you submit your ES application as UAC will send you messages when you have correspondence about your ES application. When you receive an alert from UAC, go to Applicant Services to view the correspondence, and take appropriate action. We recommend that you also go to Applicant Services regularly to check for new correspondence. Some accounts might send s from UAC to your junk folder. Add the domain uac.edu.au to your list of safe contacts to stop this from happening. 19 Table 5: Educational disadvantages Institutions make Equity Scholarships offers to applicants demonstrating the greatest level of disadvantage as a result of a competitive application process. When awarding Indigenous Commonwealth Scholarships, institutions must consider the Commonwealth s eligibility requirements as well as other forms of educational disadvantage, listed in the table below. When awarding Institution Equity Scholarships, institutions will consider any specifi c requirements for individual IES as well as other forms of educational disadvantage listed in the table below. Once you have submitted your Equity Scholarships application, you must print your Confi rmation of application and Scholarships document package. Your Scholarships document package will provide details of any documents you need to provide to UAC in support of the educational disadvantages you have claimed in your application. If your circumstances change after you have submitted an Equity Scholarships online application, do not commence a new application within the same admissions period. You can use Applicant Services at to change your contact details and add disadvantages as well as view and print your Confi rmation of application and Scholarships document package and view and print your outcome letter. You will need your ES application number and ES PIN to log in. If you need to make any other changes to your application, equity@uac.edu.au. Type of disadvantage Definition Evidence required Carer responsibilities Sole parent responsibilities A person of any age who, without being paid, cares for another person who needs ongoing support because of a long-term medical condition, a mental illness, a disability, frailty or the need for palliative care. A carer: may or may not be a family member and may or may not live with the person they care for may be in receipt of a Centrelink Carer Allowance or Carer Payment. Volunteers under the auspices of a voluntary organisation are not included. A person of any age who is single and has at least one dependent child under 18 who is wholly or primarily in their care and who is in Australia. One (only) of the following: your Centrelink Customer Reference Number (CRN) if you are receiving Carer Payment or Carer Allowance. You will be required to enter your CRN in your ES Online application an independent statement to support your eligibility for carer responsibilities, completed and signed by a responsible person* who knows your circumstances. *Read page 22 for the definition of a responsible person. One (only) of the following: your Centrelink Customer Reference Number (CRN) if you are receiving Parenting Payment Single. You will be required to enter your CRN in your ES Online application another Centrelink (or other Commonwealth) meanstested income support payment as a single person with at least one dependent child such as Newstart Allowance an independent statement to support your eligibility for sole parent responsibilities, completed and signed by a responsible person* who knows your circumstances. *Read page 22 for the definition of a responsible person. Financial hardship A person is considered to be experiencing fi nancial hardship if they satisfy one (only) of the following criteria: receiving a Centrelink (or other Commonwealth) meanstested income support payment (such as a Disability Support Pension, Parenting Payment Single, Carer Payment) expecting to receive a Centrelink (or other Commonwealth) means-tested income support payment in able to provide comprehensive information demonstrating exceptional fi nancial hardship applicants who are eligible to claim a Centrelink meanstested allowance but choose not to, are not eligible to claim exceptional fi nancial hardship. applicants whose family income is above the Centrelink eligibility threshold are generally not eligible to claim exceptional fi nancial hardship. Your Centrelink Customer Reference Number (CRN). The CRN must be in your name. You will be required to enter your CRN in your ES Online application. you will be asked to indicate in your ES Online application when you expect to receive a Centrelink (or other Commonwealth) means-tested income support payment. No documentation is required to support eligibility for the expectation of receipt of a means-tested payment when you apply. Applicants will be required to verify their receipt of an allowance to their institution after enrolment and prior to payment of an Equity Scholarship. Documentation to support eligibility for exceptional fi nancial hardship demonstrating a level of real and enduring fi nancial hardship. Equity Scholarships

You are not eligible to claim this disadvantage if you are a parent receiving FTB Part A. A person is considered to be experiencing English language diffi culty if they satisfy all of the following criteria: experience diffi culties due to their non-english speaking background that affects their ability to study came to Australia from a non-english speaking country in 2011 or later didn t previously undertake any formal education at an institution where the language of instruction was English haven t undertaken two or more years of full-time study in Australia in a Diploma, Advanced Diploma, Bachelor degree or higher level award. A person is considered to be an Indigenous person if they satisfy all of the following criteria: is of Australian Aboriginal or Torres Strait Islander descent identifi es as an Australian Aboriginal or Torres Strait Islander is accepted as an Australian Aboriginal or Torres Strait Islander in the community in which s/he lives or has lived. A person is considered to be experiencing a long-term medical condition/disability or ongoing effects of abuse if their ability to study at university is being affected, or is likely to be affected, by the long-term and ongoing effects of one of the following: a severe and long-term or a severe and recurrent medical/psychiatric condition or illness a learning, sensory, physical, psychological or other disability/disorder trauma or abuse. A person is considered to have refugee status if they entered Australia in one of the following ways: as a refugee on a Global Special Humanitarian Visa (subclass 202). Institutions may use this criterion in conjunction with other demonstrated disadvantages in awarding their Institution Equity Scholarships. A recent Centrelink Family Assistance Letter which has been issued to your parent/s or guardian/s demonstrating receipt of Family Tax Benefi t Part A. The date of issue of the Centrelink letter should be no older than three months prior to the date of your ES application. The letter provided must include your given name to demonstrate that you are a dependant of the parent/s or guardian/s receiving Family Tax Benefi t Part A. Your parent/s or guardian/s must call or visit a Centrelink offi ce to obtain a Centrelink Family Assistance Letter. You will need to allow at least a week for Centrelink to issue a letter. All of the following: details of the studies you have undertaken a verifi ed copy of your fi rst immigration visa (if your current immigration visa specifi es a different residency visa from that specifi ed on your fi rst, attach a verifi ed copy of both). Refer to pages 7 8 for information on verifying documents a statement of attendance from an Intensive English Centre (if applicable). One (only) of the following: your Centrelink Customer Reference Number (CRN) so UAC can confi rm you currently receive ABSTUDY. You will be required to enter your CRN in your ES Online application a Declaration Australian Aboriginal or Torres Strait Islander. You will be able to print this declaration at the end of your Equity Scholarships Online application. You will need to correctly complete and return the declaration to UAC. If your Aboriginality is questioned you ll be asked to provide further evidence.
