1 Transnational Association of Christian Colleges and Schools Accreditation Commission Meeting October 20-21, 2014 Hyatt Regency Orlando International Airport 9300 Jeff Fuqua Blvd Orlando, Florida, USA, CANDIDATE STATUS Candidate Status is granted to institutions which are in Basic Compliance with the TRACS Standards. Basic Compliance is the determination by the Accreditation Commission that an institution is in full compliance with all Standards related to the Institutional Eligibility Requirements (IERs) and has the ability to be in Substantive Compliance with all of the Accreditation Standards within the period of candidacy. Candidacy is for a period of up to a five-years. During that time, each institution must come into Substantive Compliance with all the Accreditation Standards, conduct a self-study, host an on-site team evaluation, and appear before the Accreditation Commission for Accredited Status. To maintain Candidate Status, the institution must remain in compliance with all IER-related standards. The following institutions were granted Candidate Status by the TRACS Accreditation Commission after completing a successful self-study and being evaluated by an on-site evaluation team: Nehemiah Gateway University (Rruga Nehemia, 7304 Bucimas, Pogradec, Albania) The Accreditation Commission, at its October 21, 2014, meeting, voted to grant Nehemiah Gateway University Candidate Status as a Category III institution. come into compliance with all remaining recommendations and suggestions by February 15, 2016, prior to receiving permission to move to the process for Accredited Status. Association Free Lutheran Theological Seminary and Bible School (3134 East Medicine Lake Boulevard, Plymouth, MN 55441) The Accreditation Commission, at its October 21, 2014, meeting, voted to grant Association Free Lutheran Theological Seminary Candidate Status as a Category III institution, with one condition. come into compliance with the Commission s condition by August 15, 2016, and come into compliance with all remaining recommendations and suggestions prior to receiving permission to move to the process for Accredited Status. ACCREDITED STATUS Accredited Status is granted to institutions which are in Substantive Compliance with the TRACS Standards. Substantive Compliance indicates that the Accreditation Commission
2 has determined that an institution s level of compliance is sufficient to warrant accreditation and that the institution can come into full compliance with all the Accreditation Standards within a maximum of two years. Initial accreditation is for a period of five years. For Reaffirmation, each institution must complete a successful self-study, host an on-site team evaluation, respond to the team recommendations, and appear before the Accreditation Commission by October The following institutions were granted Accredited Status by the TRACS Accreditation Commission after completing a successful self-study and being evaluated by an on-site evaluation team: Manthano Christian College (6420 Newburgh Road, Westland, MI 48185) At the meeting on October 21, 2014, the TRACS Accreditation Commission voted to grant Manthano Christian College Accredited Status as a Category II institution, with one condition. provide evidence of coming into compliance with all remaining recommendations by August 15, 2015, and provide documentation supporting this for presentation at the fall 2015 Commission meeting. In addition, Federal Regulations require that an Adverse Action be taken for any institution, approved at this meeting, which fails to come into compliance with all standards by August 15, Veritas Evangelical Seminary (3000 W. MacArthur Blvd, Suite 220, Santa Ana, CA 92704) At the meeting on October 21, 2014, the TRACS Accreditation Commission voted to grant Veritas Evangelical Seminary Accredited Status as a Category III institution approved. provide evidence of coming into compliance with all remaining recommendations and suggestions by February 15, 2016, and provide documentation supporting this for presentation at the spring 2016 Commission meeting. In addition, Federal Regulations require that an Adverse Action be taken for any institution, approved at this meeting, which fails to come into compliance with all standards by August 15, REAFFIRMATION Reaffirmation is granted to institutions which are in Substantive Compliance with the TRACS Standards. Substantive Compliance indicates that the Accreditation Commission has determined that an institution s level of compliance is sufficient to warrant accreditation and that the institution can come into full compliance with all the Accreditation Standards within a maximum of two years. Reaffirmation is for a period of ten years with an interim five-year Quality Compliance Review (QCR). For the next Reaffirmation cycle, the institution must complete a successful self-study, host an on-site team evaluation, respond to the team recommendations, and appear before the Accreditation Commission by October The following institution was granted Reaffirmation by the TRACS Accreditation Commission after completing a successful self-study and being evaluated by an on-site evaluation team: Page 2 of 6
3 Gutenberg College (1883 University Street, Eugene, OR 97403) At the meeting on October 21, 2014, the TRACS Accreditation Commission voted to grant Gutenberg College Reaffirmation I status as a Category II institution. remaining recommendations and suggestions by February15, The institution must provide evidence of coming into compliance with all remaining recommendations and suggestions by August 15, 2016, and provide documentation supporting this for presentation at the fall 2016 Commission meeting. In addition, Federal Regulations require that an Adverse Action be taken if any institution, approved at this meeting, fails to come into compliance with all standards by August 15, INSTITUTIONS APPROVED TO OFFER A LEVEL NOT PREVIOUSLY OFFERED The following institution was approved to offer programs of study at a degree or credential level different from that which is included in the institution s current accreditation. This change requires a comprehensive evaluation of the institution, including a Self-Study and report from a visiting team. EUCON International College (P.O. Box CK, Saipan, MP USA) To change from an undergraduate only, Category II institution, and begin providing graduate courses as a Category III institution offering an M.A. in Theology ADVERSE ACTION Ohio Mid-Western College (10765 Reading Road, Cincinnati, OH 45241) On October 21, 2014, the Accreditation Commission voted to terminate the accreditation of OMW as a Category II Institution and remove OMW from the list of approved institutions. The institution has until fourteen days from the receipt of the notice of the Accreditation Commission action to file an appeal in accordance with the procedures detailed in TRACS Board Policy #219. If a properly filed appeal is received by that date, the appeal process will begin and the institution will be continued in Accredited Status until the completion of the process. If a properly filed appeal is not received by that date, the vote of the Commission will be final and requires that the institution will no longer hold Accredited Status at the end of the term in which the original action was taken. The action of the Accreditation Commission took was based on the determination that the institution s level of non-compliance with the TRACS Accreditation Standards is substantively significant, that the institution is no longer able to fulfil its mission or to provide a quality of education experience consistent with that associated with an accredited postsecondary institution, and OMW does not have the resources to correct its non-compliance. In summary, the Commission found that OMW was not in compliance with Standards 6.6 (Governance Responsibilities); 17.1, 17.5, and 17.7 (Financial Stability); 18.1 (Title IV Program Responsibilities); 19.1 (Institutional Assessment); and 21.1 and 21.4 (Learning Resources). Community Christian College (1849 N Wabash Avenue, Redlands, CA 92374) On October 21, 2014, the Accreditation Commission voted to place CCC on Show Cause. This action requires that the within 60 days of receiving the notice of this Accreditation Commission Page 3 of 6
4 action CCC must submit a written report in which provide documentation to show cause as to why the Accreditation Commission should not revoke its accreditation. The institution will maintain the current Accredited Status until the first regular meeting of the Accreditation Commission following the meeting where the Accreditation Commission voted to require the institution to Show Cause. At the next meeting, the Accreditation Commission has the following options: If the institution corrects its deficiencies and comes into compliance with the Accreditation Standards, the Accreditation Commission shall remove all adverse action against the institution. If the institution has not corrected its deficiencies and not come into compliance with the Accreditation Standards, the Accreditation Commission shall: a. Terminate the institution s accreditation; or b. Place the institution on Probation in extenuating cases where significant progress has been made toward correcting the identified deficiencies. 1) This can only be granted one time. 2) This cannot be extended for an additional year. The action of the Accreditation Commission took was based on the determination that the institution s non-compliance with the Accreditation Standards is substantively significant and immediately threatens the institution s ability to fulfill its mission or to provide a quality educational experience consistent with that associated with an accredited postsecondary institution, and CCC may not have the resources to correct its non-compliance. In summary, the Commission found that CCC was not in compliance with Standards 6.6 (Governance Responsibilities); 17.1, 17.5, and 17.7 (Financial Stability), and 18.1 (Title IV Program Responsibilities). REMOVAL OF ADVERSE ACTION Faith Theological Seminary (529 Walker Avenue, Baltimore, MD 21212) The Accreditation Commission on October 21, 2014, voted to remove Faith Theological Seminary from Probation, having found that the institution has addressed the issues which precipitated the Commission placing them on Probation, and that the institution has demonstrated compliance with Standards 17.1, 17.4.c., and With the clearance of this Probation, FTS may now begin the process toward Accredited Status. Virginia University of Lynchburg (2058 Garfield Avenue, Lynchburg, VA 24501) The Accreditation Commission on October 21, 2014, voted to remove Virginia University of Lynchburg from Probation, having found that the institution has addressed the issues which precipitated the Commission placing the institution on Probation, and that the institution has demonstrated compliance with Standards 17.1, 17.3, and 17.4, with the condition that the institution continue to document compliance with Standards 17.5 and The Commission action requires that the institution submit a Progress Report for these Conditions by February 15, 2015, and reach full compliance by August 15, Page 4 of 6
5 CLOSURE OF INSTITUTION The TRACS Accreditation Commission on October 21, 2014, accepted the report of closure from the following institution: Tacoma Bible College (106 S 28th St, Tacoma, WA 98402) WITHDRAWAL FROM ACCREDITATION The TRACS Accreditation Commission on October 21, 2014, accepted the request of the following institution to withdraw from accreditation: The Seattle School of Theology and Psychology (2501 Elliott Ave, Seattle, WA 98121) SUBSTANTIVE CHANGES APPROVED BY ACCREDITATION COMMISSION The TRACS Accreditation Commission on October 21, 2014, approved the following Substantive Changes: EUCON International College (P.O.
