2 Lee F. Jackson Chancellor, UNT System Lee Jackson was appointed Chancellor of the University of North Texas System on September 1, 2002 after a thirty-year career in government in Dallas and the State of Texas. The Chancellor reports to the UNT System Board of Regents, who are appointed by the Governor of Texas. Chancellor Jackson is responsible for policy direction, planning, and oversight of one general academic institution (UNT at Denton), one health science center (UNT Health Science Center in Fort Worth), a new Dallas campus (the future UNT at Dallas), and other system initiatives. Chancellor Jackson also serves as a member of the Board of Directors of the Greater Dallas Chamber of Commerce and Downtown Dallas, Inc. He has served as Chairman of the North Texas Commission and a Board Member of The Real Estate Council of Dallas. Chancellor Jackson is the President of the Association of Texas Colleges and Universities and was the past Chairman of the Texas Council of Public University Presidents and Chancellors where he has been active in statewide discussions of higher education accountability. Lee Jackson began his career in the Dallas City Manager s Office, served ten years in the Texas House of Representatives, and was elected four times as Dallas County Judge, chief elected official in the State s second largest county. He received many awards for regional leadership, initiated new programs in juvenile justice, air quality, and transportation, and led the opening of the Sixth Floor Museum, which has become the premiere visitor attraction in downtown Dallas. His international activities include: Participant at the 2nd International Conference on Democracy and Security in Istanbul, Turkey (2007) Presentation of UNT Honorary Doctoral Degree to the King of Thailand (2004) Dallas Community Leaders Study Tour in Israel (2000) Service as a U.S. Consultant to Romania (1999) U.S. Delegate to Argentina/Uruguay with the American Council of Young Political Leaders (1987) The Texas High Speed Rail Inspection Team (France/Germany, 1987) Delegate to the 1985 Japan-Texas Conference in Tokyo Chancellor Jackson was born in Austin, Texas, attended Dallas public schools, received his B.A. in Political Science from Duke University and his Masters of Public Administration from SMU. He and his wife, Margaret, live in the Preston Hollow neighborhood in Dallas. 2

9 Elm Street Lofts UCD Old Municipal Building UNT System s Urban Education Center at Dallas UNT System and Dallas City Partnership As part of the revitalization of the Main Street District, a new city park has been approved. The park will help to create a campus-like atmosphere; both the UNT College of Law and the existing Universities Center at Dallas will face the park. Park construction will begin by Every recent study of Downtown Dallas has concluded that revitalization requires a university presence. UNT System, Urban Education Center at Dallas with Main Street Garden Park. The success of such joint city-university revitalization projects in Chicago, Philadelphia, and other great American metropolitan areas can serve as models. 11 UNT System s Urban Education Center at Dallas 1900 Elm Street Flexible spaces for academic and administrative growth out of 1901 Main Housing opportunities for existing and future students of all programs The Loft Building One of Dallas original broad-front stores, Titche- Goettinger Department Store, still stands at 1900 Elm over seven decades after it first opened in Transformed into 129 loft-style residential 1900 Elm Street, Dallas, Texas apartments with an expansive first-floor retail concourse, 1900 Elm, The Titche-Goettinger Building, has kept its historical and architectural appeal. Ranging in size from 494 to 2,685 sq. ft., each open, airy, loft-style apartment is designed around original architectural elements. Each one is different from the rest. Some feature fabulous arched windows with panoramic city views. Others have floor to ceiling windows that open to the building s spectacular open-air atrium. Many feature original 15-ft columns adorned by ornate crown molding, as well as authentic casement windows. 11
12 UNT System Proposed College of Law City s commitment The City of Dallas, committed to the new law school, has donated the Old Municipal Building and adjacent annex to house the UNT College of Law. The city has also allocated substantial funds for renovation of the building. The Need for Legal Training Old Municipal Building, Dallas, Texas Litigation is changing, making cases more complex. Tort reform has reduced civil case loads, but juror days in Dallas County increased last year. 90% of Texas law school graduates remain in the state, the highest percentage in the nation. 75% of Texas law school graduates have employment within nine months of graduating and that includes time for taking the bar exam. 12
13 UNT System Proposed College of Law Geography DFW is the largest metro area in the United States without a public law school. Bring Affordable and Accessible High-Quality Legal Education to an Underserved Population The current lack of an affordable, accessible, and high-quality public law school in the Dallas-Fort Worth region means that many qualified students must either relocate to another area or even forego their pursuit of a legal education altogether in spite of significant job opportunities for trained lawyers in our area. State Population Growth Since 1980, Texas population has grown from 14.3 million to 22.5 million, but no additional legal education has been added. The last public law school in Texas opened in DFW Economic Growth Texas ranks third in Gross State Product, it ranks ninth in legal workforce necessary to remain competitive. As Texas moves from a commodity-based economy to a trade and technology base, its economy will be more dependent on complex transactions that rely on the intellectual capital of a strong legal infrastructure. Lubbock DFW Waco Austin San Antonio Houston The DFW region has proportionally fewer lawyers than the national average, than the average of the 10 most populous states, and than the average of all other Texas metropolitan regions. Local Numbers The DFW economy generates more than 1,400 new legal jobs annually. North Texas area employers must recruit trained attorneys from other regions and states every year. Dallas, itself, must import 30% of its attorneys from out-of-state law schools. 13

Houston has three law schools (two public, one private) with FY 2004 enrollment of 2,953. By comparison, the more populous DFW region s law school enrollment was only 1,561 at its two private law schools. 14
15 UNT System Proposed College of Law Equal access to Law: Student Opportunity In Houston, there were 11,186 baccalaureate degrees awarded in 2002 with 969 first-year law school seats available; its ratio of bachelor s degrees to first year law school seats was 12:1.
