20 Conclusions Montana s benefits structure is fairly easy to understand and appears to be efficient as measured by the litigation rate. It could be revised to be more predictable, equitable and adequate without losing the current efficiency which should lower costs for employers and benefit most workers at the same time. 39 Questions?
