6 Activity Definitions Single County Authorities (SCA): The agency designated by local authorities in a county or joinder to plan, fund and administer drug and alcohol activities in that county or joinder. The local authorities are the final fiscal and management authority. Prevention: Prevention is a proactive process, which empowers communities and individuals to deal with factors that are shown to contribute to the abuse of substances. Community based prevention requires that a comprehensive needs assessment be conducted to assist in identifying risk factors and to develop a plan to address those identified needs. Activities are categorized into one of the following strategies: Education: Activities in this strategy involve interaction between participants and the educator. This may include coursework in decision-making, refusal skills or others courses designed to enhance the ability of the participant to reduce the influence of the risk factors. Information Dissemination: This activity is the provision of information through the use of brochures, pamphlets, videos or other media. This activity differs from education in that it is a one sided process, from source to audience, with little or no direct contact between the two. Alternative Activities: This strategy assumes that healthy activities will deter participants from the use of alcohol, tobacco or other drugs. Problem Identification and Referral: This category is aimed at identifying those persons who have experienced first use of illicit drugs or underage use of alcohol or tobacco and to determine whether their behavior can be reversed through education. Community-based Process: The goals of this activity are to enhance the community s ability to effectively provide substance abuse prevention and treatment services. This is accomplished through proper planning and coordination of services. Environmental: This activity focuses on the written and unwritten standards of the community. Services under this strategy are divided between those addressing legal/regulatory issues and those addressing community norms and attitudes. Institute of Medicine Service Continuum: A framework reflecting the progression of substance abuse and service strategies from populations with low vulnerability and predisposition to substance abuse though treatment and recovery. The three prevention classifications that also contain the six federal strategies are: Universal: Activities targeted to the general public or whole populations group that have not been identified on the basis of individual risk.
7 Selective: activities targeted to individuals or a subgroup of the population whose risk of developing a disorder is significantly higher than average. Examples of presenting risk factors include: economic disadvantage, family dysfunction, community disorganization, non-supportive school environment Indicated: Activities targeted to individuals in high-risk environments, identified as having minimal, but detectable signs or symptoms foreshowing disorder or having biological markers indicating predisposition for disorder, but not meeting diagnostic levels. Intervention: Intervention activities are aimed at assisting persons in coping with a specific crisis or other situation where their normal coping skills are inadequate. Referral to a structured treatment services is provided where indicated. Assistance Programs: This includes Employee Assistance Programs and Student Assistance Programs, which provide services to individuals whose personal, academic or work performance has deteriorated as a result of their drug or alcohol abuse. Other Intervention: These services may include: Hotline: The provision of referral, advice and crisis intervention through a telephone service. Group Discussion: The provision of intervention services to a group of substance abusers or affected family and friends. Intake, Evaluation and Referral: The provision of intake, evaluation of substance abuse problem and referral to treatment. Outreach: Identification of populations at risk for chemical abuse and associated problems, such as AIDS or TB, and alerting them to the availability and location of necessary services. Treatment: The application of medical, psychological and social services to assist the client in reducing the consequences of substance abuse or substance dependence. Inpatient, Non-Hospital: The provision of medically monitored residential treatment in a free standing or health care specific environment. May include short-term detoxification or residential treatment and rehabilitation services. Inpatient Hospital: The provision of medically managed detoxification, treatment and/or rehabilitation services in a hospital. The facility must be licensed by the Department of Health as an acute care or general hospital or approved by the Department of Public Welfare as a psychiatric hospital. Partial Hospitalization: The provision of psychiatric, psychological or other approved therapies on a planned and regularly scheduled basis. Partial hospitalization is designed
8 for clients who can benefit from more intensive services, but do not require full time inpatient care. Services consist of scheduled treatment sessions 3 days per week for a total time of at least 10 hours per week. Outpatient: The provision of structured counseling or psychotherapeutic services on a regular and predetermined basis. The client resides outside of the facility Regular outpatient: Services are provided in regularly scheduled sessions for at most 5 contact hours. Intensive Outpatient: Comprised of regularly scheduled sessions at least 3 days per week for a total time between 5 and 10 hours per week. Approaches: Transitional Living: The provision of support services in a semi-protected homelike (live in/work out) environment to assist in the gradual reentry of the client into the community. No formal treatment takes place at the facility. Case Management: A collaboration process between the client and the case manager that facilitates the access to available resources and retention in treatment and support services, while simultaneously educating the client in the skills necessary to achieve and maintain self-sufficiency and recovery from substance abuse disorders. Detoxification: The process of assisting a chemically dependent client through the elimination, by metabolic or other means, the presence of chemicals in the body, while reducing the physical and psychological risks. This approach should also include efforts to motivate the client to access formal treatment. Maintenance: The prescription of methadone or other Department of Health approved substance in sufficient doses to achieve stabilization or prevent withdrawal symptoms. When medically appropriate, the goal is to assist the client in permanently discontinuing the use of addictive medications. Drug Free: The provision of counseling, guidance and psychological treatment as a means to deal with a client s substance abuse problem without the use of a maintenance substance. Other Chemotherapy: A treatment approach that includes chemotherapy for other than detoxification purposes. Experimental: An innovative treatment approach not generally used for treatment of substance abusing clients.
