5 The following terms shall have the following meanings throughout this Title unless the context of a specific rule requires a different interpretation: (1) Credit Hours: (a) Credit of one semester hour is awarded for each 16 hours of "class work." Class work is lecture and other classroom instruction. Class work is under the supervision of an instructor. (b) Credit of one semester hour is awarded for each 32 hours of "experiential laboratory work." Experiential laboratory work means instruction given to a student by an instructor to increase the student's knowledge and skills without immediate student application. (c) Credit of one semester hour is awarded for each 48 hours of "faculty directed laboratory work." Faculty directed laboratory involves structured and coordinated demonstration by an instructor with immediate student application. (d) Credit of one semester hour is awarded for each 48 hours of "clinical practice." Clinical practice is a structured, faculty-directed learning experience in a health sciences program which develops job proficiency. Clinical practice requires significant preparation, coordination, and scheduling by the faculty and is under the supervision of an instructor or preceptor who is qualified for the particular program. (e) Credit of one semester hour is awarded for each 160 hours of "work experience" such as cooperative education, practicums, and internships. Work experience involves the development of job skills by providing the student with employment that is directly related to, and coordinated with, the educational program. Student activity in work experience is planned and coordinated by a college representative, and the employer is responsible for the control and supervision of the student on the job.

10 Online, modular courses, stackable credentials, selfpaced Bite-size classes-about 3-5 weeks long, called modules Learn on Demand full course offerings are 15-weeks and include all modules required in a full course Some modules completed in as little as three weeks Flexible entry and planned exit points along the way No class schedules or assignment deadlines Learning competencies for each module determined by faculty course developers

11 Full course is made up of 6 smaller chunks: BA 2831: Introduction to Management BA 2832: Planning, Decision making, & the Manager s Environment BA 2833: The Process of Organizing BA 2834: Leading & Staffing BA 2835: Controlling BA 2836: Special Concerns in Management Can sign up for whole course or module by module

12 Each module begins with a pre-test. May skip self-paced material-go directly to final or post-test Facilitator faculty help master the material; live chat rooms, etc. Some modules come with credit hour; some with fractional credit. Build toward certificate or associate degree in business administration, information technology, nursing. Instructors and student services always on call; outside vendor Presidium a call center in Kentucky now part of Blackboard. Cost: $140 per credit additional fees for e-texts modules range from $88 to $105

14 Ensure strong leadership and vision Develop a system of reliable assessments Rethink traditional models for staffing and courses Establish pathways to other degree programs finding ways that the competency-focused programs can transfer to other institutions, and receive financial aid Seek public support for adoption of competency-based degree programs

15 Align degree-based competencies with workplace skills Work to remove policy barriers such as DOE credit hour definition Promote valid approaches to recognizing and awarding prior learning credit Use of competency structures to determine statewide transfer/articulation
