Minutes from the meeting of 18 November 2010 The minutes were agreed as accurate. Joanne English asked for pages to be numbered in future. 4. Items from the last meeting we discussed again Focus groups cancer screening Claire Stevens has arranged with Suzanne Robinson to have a room at Olive Mount for a focus group for people with learning disabilities and family carers on 4 February, (Unfortunately, this clashes with the People First AGM.) Jo English suggested that a Getting Involved Group (GIG) meeting could also be held to discuss cancer screening, and she could help with putting Claire`s questionnaires in an easy-read format. Social Services rep on Health Task Group Kevin has spoken to Donna Coleman about this and an has gone out to find a City Council representative. Royal Liverpool Hospital report about complaints Suzanne is trying to make contact with the Learning Disabilities Steering Group at the Royal and will ask about the report that has been written about complaints made by or on behalf of patients with learning disabilities. 5. Healthcare facilitators Vivien Mansfield started yesterday as the second Healthcare Facilitator, joining Suzanne, and she was welcomed to the Task - 2 -

3 Group. Vivien and Suzanne will be working closely with GP practices, making sure that their registers of people with learning disabilities are up to date and that people are receiving annual health checks. They are writing to GPs about the support they can give and they hope to meet with groups of GPs and practice nurses to explain their role. Suzanne and Viv`s workplan will include some of the priorities from Liverpool`s Health Self Assessment. Des Chow asked if they would be willing to speak to members of the different BRM communities, as he can help to organise this. Jennie suggested that they could also be invited to meet with the Separate or Different Group. 6. Health Self Assessment: action plan and Task Group priorities Kevin and John have been writing up the draft action plan, following the validation meeting for the Health Self Assessment. They will bring this to the next Health Task Group meeting. The action plan will show our main objectives for the year, the actions needed and who will carry them out. Some of this will need to involve other parts of the PCT, such as Primary Care Commissioning, who are responsible for the Directed Enhanced Service for annual health checks. Clare Mahoney suggested meeting with key people in March to take this forward. We are awaiting the letter from the North West Joint Improvement Programme to the PCT Chief Executive, Derek Campbell, that will confirm the results of Liverpool`s validation meeting. 7. Strategy to meet the needs of people with profound and complex disabilities Liverpool does not have a written plan (strategy) about meeting the needs of people with profound disabilities and their carers. We received a Red rating for this in the Health Self Assessment. Our action plan says we - 3 -

4 should set up a group to work on a local strategy. This will need to cover issues like the therapies and equipment that people with profound disabilities need to stay alive and improve their quality of life. The strategy also needs to link with the services that are provided for children and young people with complex needs, as these services are not always there when they become adults. A first meeting should be set up for the strategy group and its membership should include family carers and the Healthcare Facilitators. Jo English said that a priority for the Getting Involved Group this year is to involve more people with complex needs, and they are linking with service users who attend the Lancaster Centre day service. (Clare Mahoney and Des Chow had to leave at this point. Kevin took over as Chair for the rest of the meeting.) 8. Green Light Toolkit Kevin explained that the Green Light Toolkit is a way of trying to improve access to specialist and mainstream mental health services for people with learning disabilities who need them. Mersey Care have been given an incentive payment (CQUIN) to make improvements, and a consultant psychiatrist is working on this. Part of the Toolkit looks at the experiences of patients using Mersey Care`s mental health services, and Kevin is keen to involve self advocates, Terry Kelly and members of the GIG to help with this. 5 Kevin feels that mental health problems in people with learning disabilities can be overlooked until they become challenging. There is a need for mental health awareness raising in learning disability services. 9. PCT Operating Plan Every year the PCT sets out its priorities for action in its Operating Plan. John gave out draft copies of what the Learning Disability Commissioners thought should be included in this year`s Operational Plan. These proposals reflect the priorities in the Health Self Assessment and the three main objectives that the Health Task Group agreed last summer. 10. Any other business i) Jonathan asked if meeting dates for the Health Task Group could be changed from Thursdays, as he has a job on that day. Kevin will talk to Clare about this. ii) Maureen said that 100,000 had been given to raise awareness of breast, bowel and lung cancers. She wondered how many people with learning disabilities were affected by cancer and whether the messages about the importance of screening were reaching them. The focus group organised through LINks was one way of finding out. iii) Jennie Man reported that the Liverpool Learning Disability Making It Happen Partnership website is going to be re-designed and organised so that useful information will be easier to find. There will be web pages devoted to information about Health. 11. Date of next meeting The next meeting of the Health Task Group has been re-arranged to: Monday 21 st February 2011, am 1.00 pm, at Olive Mount
