1 EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S (B)(3) The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. With the exception of egregious errors, content (including spelling, grammar, and punctuation) of these orders has been reproduced as submitted. * POLLUTION PREVENTION WEEK * [M05-244] WHEREAS, Arizonans take great pride in the natural wonders of their state and are in favor of a strong economy and a clean and safe environment; and WHEREAS, pollution prevention is an approach to environmental protection that focuses on prevention, and is therefore a preferable strategy for protecting our environment; and WHEREAS, buildings built to Leadership in Energy and Environmental Design (LEED) standards emphasize energy efficiency, materials selection, and indoor environmental quality, all elements of pollution prevention leading to a healthier environment for our children; and WHEREAS, a strong pollution prevention program will reduce the number and types of contaminants adversely affecting Arizona s children and public; and WHEREAS, pollution prevention increases industrial efficiency and can save businesses money; and WHEREAS, pollution prevention offers both environmental protection and increased economic competitiveness; and WHEREAS, by focusing attention on pollution prevention and innovative technologies, the state of Arizona will meet the challenges of the next century for economic competitiveness, and environmental protection; and WHEREAS, the National Pollution Prevention Week is an opportunity for government, industry, schools, military, and environmental organizations to recognize the potential of pollution prevention and to work together to plan for a prosperous and sustainable future; NOW, THEREFORE, I,, Governor of the State of Arizona, do hereby proclaim September 19 through 23, 2005 as. * POLLUTION PREVENTION WEEK * in Arizona and urge all applicable state agencies, businesses and citizens of Arizona to implement pollution prevention as a priority in our state. 2 * FIESTAS PATRIAS DAY * [M05-245] WHEREAS, on Wednesday, September 15 th, 2005, thousands across the Great State of Arizona will gather in celebration of the 195th Grito of Méxican independence, culminating this year s Fiestas Patrias ceremonies; and WHEREAS, Fiestas Patrias commemorates Méxican independence and pays tribute to patriots and visionaries whose resilience brought about a new republic dedicated to better government, liberty and justice; and WHEREAS, in the early morning hours of September 16 th, 1810, Father Miguel Hidalgo y Costilla rallied villagers from the town of Dolores, leading cries for independence from Spain; and WHEREAS, the historic Grito de Dolores exemplifies, to this day, the very best in México and her people - bravery, determination and national pride; and WHEREAS, Arizona is honored by its history of friendship and achievement with México and remains steadfast in its commitment to bilateral cooperation and mutual prosperity; NOW, THEREFORE, I,, Governor of the State of Arizona, do hereby proclaim Wednesday, September 15 th, 2005, as * FIESTAS PATRIAS DAY * and invite all to join me in declaring Que Viva México Long Live México! 3 CONSIDERANDO QUE, en la madrugada del 16 de septiembre de 1810, el padre Miguel Hidalgo y Costilla convocó a los habitantes del pueblo de Dolores, incitándolos a combatir por la independencia contra España; y CONSIDERANDO QUE, el histórico Grito de Dolores es un ejemplo perenne de lo mejor que hay en la gente de México: valentía, determinación y orgullo nacional; y CONSIDERANDO QUE, Arizona se siente honrada por los históricos lazos de amistad y colaboración conjunta con México, y que permanece resuelta a continuar en su compromiso de fortalecer la cooperación bilateral y la prosperidad recíproca; POR LO QUE, yo,, Gobernadora del Estado de Arizona, por el presente proclamo el día Miércoles 15 de septiembre del 2005 como * DÍA DE LAS FIESTAS PATRIAS * e invito a todos a que se me unan en proclamar, Qué Viva México! ATESTIGUA: Secretaria del Estado * HIRE A VETERAN MONTH * WHEREAS, Arizona is home to more than 565,000 veterans; and [M05-247] WHEREAS, whenever called upon to defend our nation s security at home or abroad, the men and women who serve in the U.S. Army, Navy, Marines, Air Force and Coast Guard have responded immediately and effectively, placing national interests above their own; and WHEREAS, of the 48 million of these citizen soldiers who have served the United States of America, more than a million have made the ultimate sacrifice by giving their lives, and another 1.5 million have been wounded; and WHEREAS, today our men and women in uniform daily put their lives at risk, seeking to secure the blessings of freedom and liberty for oppressed people around the globe; and WHEREAS, in 1944, President Franklin D. Roosevelt signed the G.I. Bill into law, he observed that more than anything else America s service men and women wanted the assurances of satisfactory employment upon their return to civilian life; and WHEREAS, today s veterans offer to Arizona s businesses the benefits of high skills, education, leadership, maturity and dedication learned in military service; and WHEREAS, these highly specialized skills are available to Arizona employers to utilize as a contribution to the overall well being of the economy and the state; Volume 11, Issue 36 Page 3324 September 2, 2005

4 NOW, THEREFORE, I,, Governor of the State of Arizona, do hereby extend greetings and best wishes to all those observing November 2005 as * HIRE A VETERAN MONTH * DONE at the Capitol in Phoenix on this Twenty-fifth day of August in the year Two Secretary of State * LUNG CANCER AWARENESS MONTH * [M05-248] WHEREAS, lung cancer is the leading cause of cancer death in both men and women in the United States and the world, this year killing more Americans than breast, prostate, and colon cancer combined; and WHEREAS, three thousand people in Arizona alone will be diagnosed with lung cancer this year; and WHEREAS, former smokers and people who have never smoked comprise the majority of new cases of lung cancer each year; and WHEREAS, there is currently no standard screening for lung cancer, and funding for lung cancer medical research falls far short of that for other less fatal diseases; and WHEREAS, the Lung Cancer Alliance is dedicated to informing and helping people living with lung cancer or at risk for the disease; NOW, THEREFORE, I,, Governor of the State of Arizona, do hereby proclaim November 2005 as * LUNG CANCER AWARENESS MONTH * in the State of Arizona, and urge all citizens to do all we can to increase awareness of lung cancer issues, and offer compassion to people with lung cancer.
