3 The Administrative Staff College of India is pleased to announce the exclusive International Certification Program on Business Management for Women Executives of the Central Public Sector Enterprises (ICP-WX 2015), the second in the series, in collaboration with the International Center for Promotion of Enterprises and the Faculty of Economics University of Ljubljana under the aegis of the Department of Public Enterprises, Government of India. The eight-week program will comprise of four weeks at ASCI (3 August 21 August 2015) and four weeks at FELU, Slovenia (31 August 24 September 2015) coupled with study tours to Austria and Italy. The Administrative Staff College of India, Hyderabad, India ASCI was established in 1956 at the joint initiative of both the Government of India (GoI) and the industry. It is an autonomous, public-purpose institution, with the objectives of being a think tank for policy inputs and to build the capacities of practicing professionals in the management of government and business enterprises. ASCI is the first and foremost institution for practising managers in India. It conducts about 200 Management Development Programs (MDPs) per year, on a variety of functional management areas, theme-specific domains and sectoral disciplines. About 4,000 participants benefit from these programs every year. As on date, more than 120,000 civil servants as well as executives from the industry have been trained by the College. ASCI has to its credit, the experience of successfully conducting a two-year full-time Post Graduate Diploma in Management (Hospital Administration) program for candidates aspiring for a career in the health-care management profession. This program, approved by the All India Council for Technical Education (AICTE), is currently catering to the ninth batch of students. ASCI is also the chosen advisory and research destination for about 100 international and national clients in the government and public sector. (

4 INTERNATIONAL CENTRE FOR PROMOTION OF ENTERPRISES (ICPE) LJUBLJANA, SLOVENIA The International Center for Promotion of Enterprises, Ljubljana, Slovenia ICPE was established in 1974 as a United Nations sponsored intergovernmental organization of member countries from four continents with the objective of promoting and supporting enterprise development in both public and private sector, for the purpose of fostering the member states' economic development in the regional and global context. The ICPE pursues its goals by carrying out education, training, consultancy, information, documentation and publishing activities, directed towards bridging the gap between theory and practice as well as disseminating management improvement experiences and initiatives horizontally across and within countries. In carrying out its activities ICPE cooperates with external experts and national, regional and international organizations. ( The Faculty of Economics Ljubljana University, Slovenia FELU is a national leader and an internationally recognized academic and research institution in the fields of business and economics. It conducts several popular undergraduate and graduate programs. It is accredited by both the AACSB (Association to Advance Collegiate Schools of Business) and by EFMD (European Foundation for Management Development - EQUIS accreditation (European Quality Improvement System) making it among the few privileged business schools in the world to hold both accreditations. It also carries out a large number of Research and Advisory Projects. The Centre of Business Excellence (CBE) of FELU will conduct all activities for the ICP-WX Program on behalf of FELU. 5 DEPARTMENT OF PUBLIC ENTERPRISES (DPE) The Department of Public Enterprises, Government of India - DPE, GoI acts as the nodal agency for all Central Public Sector Enterprises (CPSEs). It provides policy guidance, governance advice and management inputs to the CPSEs on performance improvement, evaluation, financial accounting, personnel management, board structures, wage settlement, training, industrial relations, vigilance, performance appraisal and related areas. It collects, maintains, monitors and evaluates information on several aspects / parameters of CPSEs. DPE also provides an interface between the administrative ministries, the International Center for Promotion of Enterprises (ICPE) Ljubljana, Slovenia, the Department of Public Enterprises (DPE) and the CPSEs. In fulfilling its role, the Department associates itself with other ministries, organisations and also premier management institutes in the country. The DPE-GoI recognizes that there is much to be accomplished in building the leadership pipeline of women executives, keeping in mind the fact that there is a relatively low percentage of women in CPSEs and still lower percentage of women leaders in the public sector. It is in this context that the Department pro-actively encouraged a knowledge partnership among ASCI, ICPE and FELU in order to enable the three worldclass institutions, with public purpose as the cornerstone of their activities, to jointly design, develop and deliver unique and customized International Certificate Programs in Business Management exclusively aimed at enhancing the competencies and capacities of women executives in the CPSEs. The above knowledge-partnership draws its strength from the fact that India is one of the founding members of the ICPE. Since its inception, India has been closely associated with the activities of the ICPE and has deputed a large number of government officials and public sector executives for participation in the short-term and long-term academic courses conducted at ICPE. DPE-GoI recognises the expertise developed over decades in this specialised field available in ICPE, which conducted a program on Women as a Factor of Development in Public Enterprises way back in This innovative program for women executives of CPSEs is thus an important milestone in the progressive human resource development endeavours of the DPE-GoI. (

6 THE PROGRAM THE PROGRAM The three institutions - ASCI, ICPE and FELU - which enjoy recognition, reputation and respect globally, are thus collaborating under the aegis of the DPE, GoI to offer the exclusive and unique two-month International Certificate Program in Business Management for the Women Executives (ICP-WX for short) of CPSEs of India. The aim of the ICP-WX, a unique, trend-setting and path-breaking Executive Development Program, is to help the women officers/executives of CPSEs enhance their competencies and capacities to handle the management challenges (current as well as emerging) better, and progress towards assuming leadership role-responsibilities. The objectives of the ICP-WX are as follows: To facilitate the participants gain greater appreciation of the current trends as well as emerging challenges in the business environment being experienced by the public sector enterprises To help the participants gain deeper understanding of various modern management concepts, tools and techniques To provide the participants with international exposure in the domain of public sector enterprise management and help them hone their leadership competencies To offer them an opportunity to interact with their peers from other public sector enterprises, share inspiring experiences and exchange constructive views and ideas. The program is thus aimed at enabling the women executives of the CPSEs acquire additional attributes, skills and knowledge in the management domain. The envisaged outcome of the ICP-WX would be a substantial enhancement in their efficiency and effectiveness at the workplace, evidenced by demonstrable improvements in the quantum and quality of their contribution and value-addition to enterprise performance and growth.

7 STRUCTURE, DESIGN AND DELIVERY OF ICP-WX STRUCTURE, DESIGN AND DELIVERY OF ICP-WX The ICP-WX is in synchrony with the efforts of the CPSEs to realize the objectives and results identified in their Memoranda of Understanding with the DPE-GoI. Marketing Management in the Public Sector Context Understanding Business Dynamics Services Marketing Product Marketing Customer Orientation & Customer Satisfaction Financial Management & Accounting for the Public Sector Financial Management Corporate Finance Accounting for Managers International Finance Business Data Analysis Companies Act, 2013 Production & Operations Management in the Public Sector Decision-Making Systems Production Management Supply Chain Management Contracts Management Quality Management Human Resource Management & Leadership Development for Women Executives Management and Organization Human Resource Management Building Leadership Capabilities Strategic Leadership and Accountability Managing Change Negotiations and Cross-Cultural Communication Team Building Managing Work-Life Balance Personal Effectiveness Strategic Management & Innovation in the Public Sector Strategic Management Innovation Management Corporate Governance, Ethics and Values Corporate Social Responsibility Business Project Participants in groups (typically a four-member team) would be required to work on a specific Business Project assigned to them. Each team would prepare one such report during the program followed by presentation. Topics would be decided after due consultation with the participants, who would receive guidance and mentorship from faculty members of ASCI and FELU. Many of the above modules would have two facets one of the Indian context and the other of the global context, to bring international exposure and value-added learning to the participants.

8 COURSE COMMENCEMENT, DELIVERY & DURATION COURSE COMMENCEMENT, DELIVERY & DURATION The course duration of ICP-WX 2015 is of two calendar months. It commences on 3 August 2015 (Monday) at ASCI- Hyderabad, India and closes on 25 September 2015 (Friday) at FELU-Ljubljana, Slovenia : Phase Venue Duration Phase-1 ASCI, Hyderabad, India One Month (3-28 August, 2015) Phase-2 FELU, Ljubljana, One Month (31 August 25 September, 2015) The typical daily schedule would be from 0900 Hrs. to 1730 Hrs on six days a week. The day would be divided into four slots of 90 minutes each - two slots in the forenoon (before lunch) and two slots in the afternoon (post-lunch). Each 90 minute slot would be followed by a tea/coffee break of 30 minutes duration. Lunch break would be of 90 minute duration. These breaks are expected to help the participants catch up with updates on their work / home front, on phone / mail. The ICP-WX is a tailor-made executive/leadership development program specially designed and developed for experienced women executives/officers of CPSEs. 9 TEACHING LEARNING PROCESSES TEACHING LEARNING PROCESSES ASCI, ICPE and FELU are specialized institutions with rich experience and acknowledged expertise in the training of public sector managers. The teaching / instructional processes would accordingly be tuned to making the sessions participative, interactive and experiential. The pedagogy involves a judicious mix of theoretical inputs, practice-oriented sessions, exposure visits, case study analyses, theme-based group discussions, simulation exercises, management games, quizzes, role-plays, experience sharing sessions and project presentations. A number of interactive sessions would be arranged with senior civil servants, top management executives including women executives in top management positions from the CPSEs, domain experts, practicing professionals and/or industry leaders to help participants relate their learning to real-life scenarios, work-place challenges and stakeholder expectations, more closely. A highlight of the program would be invited talks by and interactive sessions with the top officials of the DPE-GoI on aspects of high relevance to the CPSEs in the areas of policy, strategy, management and governance. Participants would thus find value in the dialogue, discussions, debates and deliberations on a wide variety of issues and challenges that are of concern to a modern public sector manager. The sessions in the class room would be complemented and supplemented by exposure visits to relevant organisations, in order to enable the participants to understand and appreciate better the concepts that they have been exposed to and have a hands-on feel of the business / organizational aspects typical of real-life scenarios. Structured visits would be interspersed and woven into the academic schedule. Study tours to Austria and Italy are the other highlights of the program. Tours to both the countries would be for 3 days and 2 nights each arranged over the weekends. In each of the tours, participants would visit leading industries (Public & Private Sector) to learn about international best practices and also enjoy local sightseeing. As a part of improving the effectiveness at workplace, ASCI would also organize for the participants, a full day outbound activity of management games aimed at fostering creativity, lateral thinking, team-building and problem solving. The outbound exercises would enable the participants to overcome their inhibitions, discover and understand their inner selves better, participate in team-efforts, develop a sense of camaraderie with fellow-managers and finally, develop in themselves greater self-confidence. The components covered through this module include: Inter-Personal Effectiveness Group Dynamics Working in Teams Inter-Divisional Coordination Time and Stress Management Achievement Motivation Systems Thinking Problem Solving Skills (practice) In addition to the above, participants would also be exposed to finer aspects of life like culture, arts and literature, so that their learning becomes more holistic and integrated with human values. In particular, managing cross-cultural ethos and practices while dealing with international clients and firms would form part of the coverage. Participant Feedback would be collected through a structured format at regular intervals during the program. Relevant changes and additions would be made to the program to enhance the learning experience of the participants.

10 FACULTY RESOURCES AT ASCI FACULTY RESOURCES AT ASCI ASCI currently has a 35 member faculty team. These resources have higher degrees and well-rounded experience in a wide range of disciplines and domains. Details about the qualifications, experience profile, research interests etc. of the above faculty are on ASCI's website- Senior civil servants, top executives, top management women executives from CPSEs, industry professionals, domain experts etc. would also be invited to deliver talks, interact and share experiences. Participants would also have the benefit of invited talks by and interactive sessions with the top officials of the DPE-GoI on aspects of high relevance to the CPSEs in the areas of policy, strategy, management and governance. FACULTY RESOURCES AT FELU FACULTY RESOURCES AT FELU The FELU currently (end of 2014) employs 148 full-time core faculty. The teaching faculty titles are: Full Professor (29 faculty members), Associate Professor (36), Assistant Professor (27), and Senior Lecturer (2). The FELU employs 49 teaching and research assistants. FELU faculty members have the opportunity to participate in academic exchange programs in order to gain international experience which enables them to enrich their learning process and develop new study programs. Faculty members can choose among 133 partner institutions in over 40 countries worldwide. More than 100 professors participate in FELU exchange program each year. The majority of professors at the FELU completed at least a part of their studies abroad. Over the last 4 years, the faculty has published more than 500 papers in international scientific journals. 11 For many years, the FELU has cooperated with the business community in shaping the academic study process. The FELU includes the business community in several ways, such us: the FELU Advisory Board, guest speakers, guest participation in selecting thesis topics, case studies & projects, conferences, onsite company visits etc. The FELU has formalised many of its corporate connections through long-term partnership contracts. By hosting experts from the business world during lectures, creating business and case studies commissioned by companies, organising visits to individual companies etc., the FELU is bolstering its connections with the business world. In 2013/14, this interface with business included the following: 172 guest speakers from business and the professions; 61 lecturers, including experts who took part in the context of academies, seminars and workshops for middle and top management of lifelong learning, plus 15 foreign professors and 30 FELU professors; 17 company visits and excursions; 268 internships that were completed in Slovenia and 55 abroad. SALIENT ASPECTS OF THE COURSE SALIENT ASPECTS OF THE COURSE Eligibility Criteria: Women executives/officers working in CPSEs with a minimum of about five years of work experience with promis and potential to rise up the hierarchy in fast-track mode, as may be identified by their respective organizations, would be eligible to take part in the program. It is essential that the participants are sponsored by their respective employer organizations. Intake: The ICP-WX being an exclusive and unique program focusing on leadership development of high-performing officers / executives and based on the positive response for ICP-WX 2014, the intake would be on a first-come-first-served basis restricted to a maximum of 30 participants. e Course Fee: The per-participant fee would be Rs.4,95,000/- (Rupees Four Lakh Ninety Five Thousand only). In addition, Service Tax would be payable at prevailing government rates. The fee would cover: (a) Courseware, study materials and learning / knowledge resources at ASCI and FELU (b) Program Administrative, teaching aids and facilities management at ASCI and FELU (c) Expenses for external resource persons (d) Single-occupancy air-conditioned accommodation for the stay at ASCI (e) Board (breakfast, lunch and dinner and refreshments) for the stay at ASCI (f) Airport transfers at Hyderabad and Ljubljana (g) Field trips, exposure visits and outbound exercises (h) Exchange rate variations on the above (I) Study tours to Italy & Austria including board & lodging

12 Financial responsibilities of the respective sponsoring organizations of the participants would be as follows: (a) Pay the full per-participant Program Fee of INR Rs.4,95,000/- (Rupees Four Lakh Ninety Five Thousand only), plus Service Tax as applicable in full in a single tranche, at least a week before the commencement of the program. (b) Bear the to & fro travel expenses of participants as follows: I. Return travel expenses from the participants' respective places of work to Hyderabad, India. ii. Return travel expenses from the participants' respective places of work to Ljubljana, Slovenia Note: ASCI will facilitate booking of air tickets as per the eligibility class indicated by the participants and/or their sponsoring organizations. However, all participants of ICP-WX would be required to travel together on their onward / return journeys as per the dates of travel, airline and timing finalized by ASCI. (c) (d) Bear the lodging and board expenses of the participants during the program in Ljubljana. Ensure that the participants have comprehensive health-care insurance for the entire duration of the program, viz. for international travel, for the domestic component of the program in ASCI-Hyderabad and for the international component in FELU-Ljubljana. Award of Certificates The Graduation Function and the Certificate Presentation would take place at FELU, Ljubljana, at the conclusion of the ICP-WX. Participants would be awarded a Certificate jointly signed by the authorized representatives of ASCI, ICPE and FELU, evidencing the successful completion of the International Certificate Program in Business Management.

13 TRAINING RESOURCES, FACILITIES & SERVICES AT ASCI TRAINING RESOURCES, FACILITIES & SERVICES AT ASCI ASCI has two campuses at Hyderabad, each within a distance of about 4 kms. Both the campuses are located in the heart of the city. The campuses have full-fledged, well-equipped air-conditioned conference / lecture rooms with facilities like computers, Internet, audio-visual facilities and office-automation aids. The ICP-WX would be held in either of the two campuses or partly in each campus. On-campus, air-conditioned single occupancy accommodation would be provided to the participants in the executive hostels on the campuses. Local participants from Hyderabad too (if any) would be strongly encouraged to stay on campus. Apart from the convenience, such on-campus stay help participants network and have extended interactions and discussions with their co-participants. It would also facilitate group-activities, project discussions and extra curricular activities in the evenings, after the regular sessions conclude. The rooms are well equipped with good living facilities such as TV, telephone, etc. One newspaper (English language) of their choice is made available to the participants in their hostel rooms. Participants including local participants would not normally be allowed to go back to their places of work during the program and hence would be expected to come prepared for uninterrupted campus-stay for the entire duration of the one -month ICP-WX course at ASCI. The campuses have full-fledged dining facilities. Breakfast, lunch and dinner are served at specified hours. Vegetarian and Non-vegetarian dishes are served, that cater to both north-indian and south-indian tastes. Bed tea is served in the hostel rooms in the early mornings. Tea, coffee and light refreshments are served during the breaks in the day. The campuses are Wi-Fi enabled and have a good computer network and dedicated high-speed Internet connection. Individual hostel rooms too have provision for Internet connection. Computers with Internet connection (as a common pool) are provided on the campuses, both at the lecture halls and in the hostel blocks. Participants are encouraged to bring their own laptops for greater flexibility. The campuses have medical centres with a doctor, nursing staff and pharmacy during specified working hours. Outpatient services (including medicines) in the medical centre are free of cost for the participants. It is a mandatory pre-requisite that participants get themselves covered for the entire duration of the program (for international travel as well as both domestic and international components) by comprehensive health-care insurance. ASCI has one of the finest libraries with a rich collection of books and journals on various aspects of functional and sectoral management disciplines. Participants are encouraged to use this facility liberally. There is a wide variety of online learning resources like journals and information databases that ASCI subscribes to. Access to these online resources is available on 24*7 basis.

14 The campuses have a variety of sports facilities including swimming, billiards, chess, tennis, table tennis, badminton, caroms, croquet, gymnasium etc. Yoga classes by an expert would also be organized by ASCI every day in the mornings, as a further step towards stress- and health-care management. An acknowledged Yoga expert (woman) would conduct classes on all days (in the mornings). Voluntary participation would be encouraged. To provide relaxation and rejuvenation, the program would also have, to a fair extent, extra-curricular activities, city sightseeing opportunities, cultural programs as well as get-togethers organized by ASCI, ICPE and/or FELU. TRAINING RESOURCES, FACILITIES & SERVICES AT FELU TRAINING RESOURCES, FACILITIES & SERVICES AT FELU The Faculty of Economics is located at Kardeljeva ploščad 17 in Ljubljana. The FELU is located close to the Faculty of Social Science and Faculty of Education.The program is held at the Faculty of Economics in large, modern, well-equipped and airconditioned rooms with facilities like computers, Internet, audio-visual facilities and office-automation aids. Access to computer facilities and the wireless free Internet is provided to all participants. Facilities at FELU: 4 big halls ( seats, possibility of simultaneous audio-audio and video-video projection) ; 17 medium-size lecture rooms ( seats); 8 seminar rooms (16 50 seats); 8 rooms for foreign languages (22 40 seats); 6 computer rooms (16 seats); 4 council rooms; 2 computer rooms in Central Economic Library. All area of the faculty is Wi-Fi-enabled and has a good computer network, dedicated with high-speed Internet connection. Participants will also get access to the Central Economics Library on FELU which is the leading and largest scientific and academic library for business and economics studies in Slovenia. It was founded in 1947 and is an active member of the national library and information system COBISS and the national library consortium COSEC. It supports the needs of the faculty and the students, researchers and individuals from other fields of study as well. The library houses some 245,000 print books and serials, but provides primarily in-house and remote access to many electronic resources to its users today. At the FELU premises, the participants of the program could purchase refreshments at the Greeny, Economist Point or Sodexo restaurant. Lunch is served at specified hours during the program in Sodexo restaurant. Participants could choose between vegetarian and non-vegetarian dishes. Tea, coffee and light refreshments are served during the breaks in the day.

15 ASCI, ICPE and FELU are happy to contribute to the progressive human resources development initiatives of the CPSEs, with encouragement from and under the aegis of the DPE, GoI. The knowledge partnership among the three institutions brings substantial value-add to the participants of ICP-WX in the form of top-quality learning and international exposure. The learning by the CPSE women executives would accordingly be wholesome, enabling them to comprehend and address the current-day issues and emerging challenges before their enterprises, better. ICP-WX would lead to enhanced capacities and skill-sets of the CPSE women executives, resulting in demonstrable improvements in the efficiency and effectiveness of performance at the individual and enterprise levels. This in turn builds a pipeline of competent and capable women leaders in the enterprises. This is the ultimate outcome of the proposed capacity-building program. The highly positive feedback received from the sponsors and participants of ICP-WX 2014 has motivated us to conduct ICP-WX 2015 with enhanced program offering. ABOUT FELU The FELU has a long tradition in research and education as it was founded in Today, it is the largest faculty of the University of Ljubljana with almost 8,000 full-time and part-time undergraduate and graduate students. The development and modernization of teaching and research work have been priorities of the FELU from the very beginning. The Department of Public Enterprises (DPE-Gol) recognizes this and has proactively encouraged a knowledge partnership between three world class institutions, namely, Administrative Staff College of India (ASCI), International Center for Promotion of Enterprises (ICPE) and Faculty of Economics Ljubljana University (FELU) to jointly present the second offering of the International Certificate Program in Business Management (ICP-WX, 2015) for enhancing the competence and building leadership capabilities of women executives of CPSEs. ASCI, ICPE and FELU have rich domain expertise in building capacities of public sector executives. The objectives of the ICP-WX are to help the women officers /executives of CPSEs to enhance their competence and capacities to handle the management challenges (current as well as emerging) better and progress towards assuming leadership role-responsibilities. The FELU component of the program will include exposure to leading global enterprises in Slovenia, Austria and Italy. The international immersion will provide the participants global exposure in public sector enterprise management. The unique two month program is scheduled from 3 to 28 August 2015 at ASCI Hyderabad and 31 August to 25 September 2015 at FELU-Ljubljana, Slovenia. Women executives/officers working in CPSEs with a minimum of about five years work experience and a potential to rise up in the hierarchy in a fast track mode, as identified by the organizations would be eligible to take part in the program. Given the unique nature of this program and the positive response received for ICP-WX 2014, intake would be on a 'first-come first-serve basis' and restricted to a maximum of 30 participants. CPSEs are encouraged to nominate 2 or more participants to achieve enhanced contextualization and peer-learning. Complete information about this program including the fee is provided in the attached brochure. A letter from the Joint Secretary DPE is attached along with this letter. The DPE considers the ICP-WX to be an important path breaking program and a significant initiative.
